Local authorities are translating the special 500-day-and-night emulation campaign, themed “Unity – Discipline – Efficiency – Breakthrough for a Civilized and Modern Dong Nai,” into concrete targets and tasks linked to their respective responsibilities.
The emulation campaign’s effectiveness is measured by tangible results, including administrative applications processed on or ahead of schedule, projects completed on time, faster public investment disbursement, state budget revenue meeting or exceeding targets, and improved services for residents.
Turning emulation into concrete actions
In Tam Phuoc ward, the emulation campaign has been translated into concrete actions across various fields, including administrative reform, digital transformation and quality of public service delivery.

A preliminary review showed that Tam Phuoc ward scored 97.51 out of 100 on the Public Service Index for Residents and Businesses, exceeding its target. The rate of administrative applications processed on or ahead of schedule reached 98.5%, also above the target. Online submissions, digitization of results and data reuse each achieved a 100% completion rate during the reporting period, meeting or exceeding the targets.
In the third quarter of 2026, Tam Phuoc ward shortened statutory processing times by 30% for more than 2,400 administrative applications, accounting for 68.34% of all applications received. The ward also introduced the models of home-based mobile public services for vulnerable residents and the “Sharing and Listening to Residents”. Both have received positive feedback from the public.
Building on these achievements, the Tam Phuoc ward People’s Committee recently launched a new emulation campaign under the slogan “Discipline and Punctuality – Applications Processed on time – Substantive Quality.” Vu Quoc Thai, Deputy Secretary of the ward Party Committee and Chairman of the ward People’s Committee, stressed that performance targets must be incorporated into the duties of every staff member. The ward aims to ensure that all assigned tasks have clear work plans and timelines, with a focus on quality and systematic record-keeping. Each official and civil servant is expected to deliver at least one tangible result each month, such as an effective administrative reform initiative or a practical solution that helps improve public services.
The ward will monitor implementation using performance data. At 3 p.m. every Friday, local Public Administration Service Center (PASC) generates a list of applications with less than 24 hours remaining for processing to alert staff and urge them to process the applications on time. The ward also conducts unannounced inspections to assess punctuality, staff conduct, work progress and quality. Individuals with outstanding performance may be named Excellent Civil Servant of the Month, with the results factored into their performance reviews and emulation award assessments.
In Trang Bom ward, the emulation spirit is also evident among staff who handle administrative procedures directly for residents. Phan Thi Thu Trang, an officer at the ward’s PASC, said workloads had risen sharply as new land-related policies and regulations took effect. Many officials and civil servants have had to arrive early, leave late, work through lunch breaks and even take work home in the evenings. Despite the pressure, they remain committed to their responsibilities and continue working hard to meet residents’ needs.
Alongside the routine duties in divisions that directly serve the public, authorities in Trang Bom ward have translated the special campaign into projects and tasks tailored to the responsibilities of individual agencies and units. A total of 54 Party cells, Party organizations and other units have registered 153 projects and tasks. Of these, 102 are progressing on or ahead of schedule.
In the first nine months of 2026, Trang Bom ward disbursed more than VND115 billion in public investment, equivalent to nearly 80% of its annual plan. State budget revenue in the ward exceeded VND557 billion, surpassing 150% of the estimate assigned by the city. The ward has also put its Innovation Hub into operation, providing a space for networking and promoting technology adoption and digital transformation in the community. Implementation follows the “six clear” principles: clearly identifying who is responsible, what needs to be done, when it must be completed, who is accountable, what authority applies and what results are expected.
Making results the measure of performance
At the Dinh Quan commune’s PASC, Nguyen Thi Hanh, a local resident, received guidance from staff on completing her administrative application. She said the process was straightforward, with staff promptly clarifying any unclear requirements and helping her complete the application without unnecessary delays.

The commune’s efforts to improve public services are reflected in its performance figures. By the end of the third quarter of 2026, Dinh Quan had received nearly 3,700 administrative applications, processed 99.27% of them on time and digitized 100% of the applications. Public satisfaction reached 99.2%, up 4.5% from the second quarter of 2026.
Dinh Quan has continued to receive and address feedback from residents and household businesses. In the third quarter of 2026, commune leaders directed officials to resolve all 86 submissions received. The “Morning coffee with residents and businesses” model has also continued, giving local authorities another opportunity to hear directly from the community about issues arising at the grassroots level. By the end of the third quarter, state budget revenue in the commune had exceeded VND106.3 billion, equivalent to 126% of the estimate set by the commune People’s Council.
The Vietnam Fatherland Front and the city’s socio-political organizations have also taken part in the emulation campaign through projects and activities tailored to local needs. Their engagement has contributed to social welfare, environmental protection and efforts to build a more civilized urban environment.
These grassroots initiatives have contributed to the city’s overall performance. In the first 9 months of 2026, Dong Nai continued to record socio-economic growth. As of September 29, public investment disbursement had reached more than VND17.86 trillion, equivalent to 65.78% of the plan assigned by the Prime Minister. In the fourth quarter of 2026, the city is focusing on measures to meet its annual socio-economic development targets, including a growth target of 11% and a state budget revenue target of VND150 trillion for the year.
City leaders continue to require every level of government and every sector to clearly define the tasks to be completed, the results to be achieved and the officials responsible. Staff performance must be assessed on the basis of tangible outputs, timeliness, quality and effectiveness.
