On October 5, at the headquarters of the Ministry of Foreign Affairs (MoFA), the Dong Nai City Party Committee (CPC)’s Standing Committee and the MoFA’s Party Committee’s Standing Committee held a ceremony to sign coordination regulations on external relations and international integration for the 2026-2030 period.

The ceremony was attended by leaders of the MoFA, heads of its departments, agencies and units, and leaders of Dong Nai City.

Establishing a closer cooperation framework for proactive and effective implementation
At the ceremony, on behalf of the MoFA’s Party Committee Standing Committee and the CPC’s Standing Committee, Minister of Foreign Affairs Le Hoai Trung and Secretary of the CPC Vu Hong Van signed the coordination regulations on external relations and international integration for the 2026-2030 period. The signing marks a major step forward in cooperation between the two sides, with specific initiatives aimed at leveraging their respective strengths and potential.
The signing not only establishes a more regular and closely coordinated mechanism between the two sides, but, more importantly, provides a framework for linking the MoFA’ strengths, resources and external-relations networks with Dong Nai’s development priorities. It will help translate the Party’s policy on international integration into concrete actions, making external relations more directly responsive to and supportive of national and local development.

Through the coordination regulations, Dong Nai seeks to make better use of the MoFA’s strengths, experience and external-relations networks while more effectively promoting the city’s potential, advantages and development opportunities to international partners. Dong Nai expects that, with the continued support and coordination of the MoFA, external relations and international integration will make increasingly practical contributions to the city’s development.
For its part, the Standing Committee of the Dong Nai CPC has pledged to implement the agreement in a proactive, responsible and effective manner. Immediately after the signing ceremony, the city will work with the MoFA to translate the coordination regulations into specific cooperation programs and tasks, clearly defining the areas of cooperation, responsible agencies, timelines and responsibilities for implementation. The two sides will maintain regular communication and promptly address any difficulties and obstacles that arise.

Accordingly, the CPC hoped for continued support from the Party Committee and leaders of the MoFA in several key areas. These include providing Dong Nai with information, analysis and strategic forecasts on global developments and trends in investment, trade, technology and supply chains, thereby helping the city proactively identify markets, partners and potential areas of cooperation.
The ministry was also expected to leverage Vietnam’s overseas diplomatic missions to connect Dong Nai with multinational corporations, strategic investors, international organizations, science and technology centers, and Vietnamese experts and intellectuals living abroad.
In addition, the ministry was expected to support the city in enhancing investment promotion, international outreach and Dong Nai’s international brand, highlighting Long Thanh International Airport, the city’s investment environment, industrial base, culture and people. The MoFA should also continue to support the training and development of officials working in external relations and international integration to meet the increasingly demanding requirements of the city’s development and international integration.

Speaking at the ceremony, Secretary of the CPC Vu Hong Van said the city was entering a new stage of development with significant opportunities but also increasingly demanding requirements. According to him, building on internal strengths is the foundation, while proactively connecting with, mobilizing and effectively utilizing external resources will create additional momentum for rapid and sustainable development.
“The CPC’s Standing Committee believed that, building on the MoFA’s position, experience and extensive external-relations networks, as well as the determination and development aspirations of the Party Organization, authorities and people of Dong Nai, the newly-signed coordination regulations will usher in a new phase of closer, more substantive and more effective cooperation between the two sides.
“It will help turn potential into resources, relations into opportunities and cooperation commitments into tangible development outcomes, making practical contributions to the goal of building Dong Nai into a modern, green and smart city with high competitiveness and deep connectivity with the region and the world,” Van stressed.
External relations paves the way for Dong Nai’s stronger development in the new period
Against the backdrop of rapid changes in the global and regional landscapes, including major shifts in capital flows, technology and global supply chains, external relations should go beyond expanding ties to directly serve development by opening up opportunities, strengthening connections and mobilizing external resources to enhance the city’s internal capacity, competitiveness and standing.
For Dong Nai, this requirement is particularly pressing. Following the reorganization of administrative units, the city has gained greater development space and potential. Politburo Resolution No. 16-NQ/TW sets out a vision of developing Dong Nai as an airport city featuring a riverfront, polycentric, green and smart urban model, while promoting high-tech industries, the aviation industry and the aviation economy, with the long-term goal of becoming a globally connected city.

With its industrial base, high degree of economic openness and more than 2,300 FDI projects from 45 countries and territories, together with a strategic infrastructure system, particularly Long Thanh International Airport, Dong Nai is well positioned to participate more deeply in global production networks and value chains. These advantages allow the city to strengthen connectivity with the region and the world, bringing the world to Dong Nai and taking Dong Nai to the world.
These advantages also require the city to pursue a higher level of development: shifting from heavy reliance on land, labor and scale expansion toward science and technology, innovation, high-quality human resources and greater value added; attracting not simply more investment, but better investment; and pursuing not only broader but also deeper and more effective international integration.
Therefore, Dong Nai’s external-relations work needs to continue evolving from expanding ties to creating development opportunities; from broad-based resource mobilization to connecting strategic resources; linking external-relations outcomes with the effective mobilization of resources, market expansion, technology transfer, connections with strategic investors and tangible benefits for the city, businesses and residents.
