Dong Nai assigned target of over 60,000 social and rental housing units

Under the Government’s Resolution No. 303/NQ-CP dated September 30, 2026, on targets for social and rental housing development for 2026-2030, Dong Nai has been assigned a target of developing over 60,000 units by 2030.

Specifically, Dong Nai is assigned a target of completing 2,000 units in 2026, 3,000 in 2027, 5,000 in 2028, 10,000 in 2029 and more than 40,000 in 2030.

Resolution No. 303/NQ-CP sets a national target of completing or exceeding the target of investment and construction of at least 1 million social and rental housing units by 2030 for low-income earners and industrial park workers.

The total target assigned by the Government to localities for social and rental housing development in 2026-2030 is nearly 900,000 units. Of this total, over 708,000 units are social housing for sale or lease-purchase, while more than 191,000 are rental housing units.

The Government requires localities to incorporate their assigned targets into annual socio-economic development plans, review projects already included in housing development plans and programs, and organize their implementation to ensure that the targets are met or exceeded.

For social housing projects that have already broken ground, local authorities are required to urge developers to mobilize resources and make every effort to complete the projects in 2026. They are also required to consider increasing the proportion of social housing for rent and lease-purchase while reducing the proportion of units for sale.

Localities are also required to allocate sufficient land in suitable locations with synchronized technical and social infrastructure for social and rental housing development. Investors with cleared land that is consistent with planning and have sufficient financial capacity are encouraged to participate in the projects.

Resolution No. 303/NQ-CP places social and rental housing projects in the “green lane” and “priority lane” categories. Localities are required to accelerate administrative procedure reform and carry out investment, land, planning, construction and environmental procedures simultaneously and in parallel, while minimizing the time required for project appraisal and approval, land allocation, construction permits and other related procedures.

Resolution No. 303/NQ-CP replaces Government Resolution No. 07/NQ-CP dated January 12, 2026, on assigning social housing development targets to localities for 2026-2030.

In Dong Nai, in late March 2026, the provincial People’s Committee, now the city People’s Committee, issued Decision No. 973/QD-UBND approving adjustments to the 2021-2030 Housing Development Program. Under the decision, Dong Nai aims to complete more than 700,600 housing units of various types by 2030 to meet residents’ housing needs. Of this total, the city aims to develop at least 67,000 social and worker housing units, exceeding both the target set by the city Party Congress Resolution and the Government’s previous target. Priority areas for housing development include areas around Long Thanh International Airport, near industrial parks, the free trade zone and central urban areas in the region.
