From now to 2030, Dong Nai City has identified science and technology (sci-tech), innovation and digital transformation as key drivers of growth, sources of competitive advantage and catalysts for transforming its development model. The city will focus resources on breakthrough platforms and sectors, with four major pillars: digital government, the digital economy, digital society, and smart urban development associated with Long Thanh International Airport.

Part 1: Digital government — The foundation of modern, transparent administration

Dong Nai is placing a strong emphasis on developing digital government as a key pillar of its digital transformation process, based on the completion and establishment of modern digital infrastructure, the strengthening of digital platforms, a focus on data-driven public administration and the creation of new drivers for socio-economic development.

Prioritizing administrative reform alongside digital transformation from the grassroots

In recent years, administrative reform and digital government development in Dong Nai have continued to receive close and decisive attention and direction from the leadership of the Dong Nai municipal Party Committee and People’s Committee. Digital transformation has been accelerated through the adoption and expansion of various new solutions and approaches to improve the effectiveness of administrative reform. Many communes and wards across Dong Nai have actively introduced administrative reform initiatives and models linked to digital transformation, delivering practical benefits to residents and businesses.

According to a report by the Standing Body - the Central Steering Committee for the Development of Sci-tech, Innovation and Digital Transformation, after one year and six months of implementation, Resolution No. 57-NQ/TW has brought about clear changes across the political system. Among the notable innovative results achieved by localities, Dong Nai City has recorded an online application rate of approximately 99.8%; online Party membership fee collection has reached 95.5%, ranking first nationwide among localities implementing four Party administrative procedures in the first phase.

Tri An Ward has combined the implementation of its “Wednesday — Fast, Streamlined and People-Oriented Administration” model with the Digital Literacy for All campaign, gradually turning each administrative procedure into an opportunity to guide and support residents in using online public services and digital utilities.

Vice Chairman of the Tri An Ward People’s Committee Nguyen Van Manh said coordination between community-based activities and direct guidance at the public administration service center has created a continuous support process, helping residents gradually develop digital skills when interacting with state agencies while shortening the time required to complete administrative procedures.

Similarly, Binh Loc Ward has proactively implemented various activities and programs to promote digital transformation, including initiatives to improve residents’ digital awareness and skills, guide them in using online public services and VNeID utilities, make cashless payments and use personal digital signatures.

My Le, a resident of Binh Loc Ward, said: “When I came to the ward’s Public Administration Service Center to complete administrative procedures, I was guided and supported in installing a digital signature. This not only provides greater convenience and improves security when using essential digital services, but also helps promote digital transformation and enhance the effectiveness of administrative reform in the locality.”

In Dai Phuoc Commune, in addition to piloting an artificial intelligence (AI) virtual assistant for public administration, the commune has integrated an AI-powered public administration assistant into its website to answer residents’ questions about administrative procedures. In particular, since early July 2026, the commune People’s Committee has launched the Dai Phuoc So Zalo mini app.

According to Vice Chairman of the Dai Phuoc Commune People’s Committee Phan Chi Thao, nearly 6,700 people are now using the platform, accounting for approximately 17% of the commune’s adult population. Through the platform, residents can access digital utilities, follow information, interact with local authorities and complete administrative procedures more conveniently.

Putting people and businesses at the center of public service

In May 2026, the Ministry of Home Affairs announced the 2025 Public Administration Reform Index (PAR Index 2025) results for ministries, ministerial-level agencies and People’s Committees of provinces and centrally governed cities. Dong Nai’s 2025 PAR Index rose into the country’s leading group, reaching 93.1% and ranking third among 34 provinces and cities. The result reflects continued improvements in the quality of governance and administration at all levels in Dong Nai, while also demonstrating positive changes in institutional reform, administrative simplification, digital transformation and the development of a public administration centered on serving people and businesses.

With its strategically important position, Dong Nai possesses all the fundamental conditions needed to make breakthroughs in digital transformation and develop science and technology. The locality should identify priority directions and actions for digital transformation based on feasibility, spillover effects and their ability to create a foundation for the next stage. In particular, Dong Nai should focus on building data and AI infrastructure for digital government and predictive analysis in management sectors. The locality should also integrate a shared cross-sector data repository and deploy dashboards for local-level administration and management.

Member of the Dong Nai Party Committee, Director of the Department of Science and Technology Pham Van Trinh said that, in developing digital government, the science and technology sector will focus on fundamentally transforming management methods from the traditional administrative model to a digital governance model based on real-time data. A key solution is to put into operation city- and commune- and ward-level Intelligent Operations Centers (IOCs) and Security Operations Centers (SOCs) for centralized management and administration. At the same time, AI-based decision support systems (AI-DSS) will be deployed to optimize administrative procedures.

Dong Nai City will focus on completing its digital infrastructure and strengthening data connectivity and sharing among state agencies. It will also accelerate the application of information technology in management, administration and administrative procedure processing, with the goal of building a modern, transparent and effective public administration.

Member of the Standing Board of the Dong Nai City Party Committee, and Standing Deputy Chairman of the City People’s Committee Nguyen Kim Long said the city will accelerate administrative reform in tandem with digital transformation in the coming period. Accordingly, the city will continue developing digital government, digital governance and digital public services, gradually building a modern, transparent, open and convenient administration. The goal is to reduce the number of procedures, shorten processing times and lower costs. Most importantly, residents and businesses should experience greater convenience, accessibility and tangible effectiveness every time they interact with local authorities.
