Results driven by strength of people’s support

With strong political determination, Binh Minh commune is making significant strides while actively joining the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough for a civilized and modern Dong Nai.”

The campaign has helped mobilize the strength of the great national unity bloc and tap into the people’s resources under the principle of “putting the people at the center of development,” translating the emulation drive into tangible socio-economic results, particularly over the first nine months of 2026.

Putting the people first, unlocking internal resources

Binh Minh commune was established through the merger of Binh Minh and Bac Son communes in the former Trang Bom district. As a locality where more than 85% of the population follows a religion, the commune Party Committee and People’s Committee have determined that all policies and actions must be based on the legitimate aspirations and lawful interests of the people in order to be effectively implemented and generate breakthroughs.

With strengths in industrial and handicraft production as well as trade and services, the locality has focused on measures to support residents and businesses and facilitate production and business activities.

As of September 2026, the commune had more than 5,800 business households operating in such areas as retail, food and beverage services, transport and rental accommodation. It also achieved a 100% completion rate in the 2026 economic census. Industrial and handicraft production has maintained its growth momentum, particularly in wood processing, rattan and bamboo products, flooring, construction materials and electronics.

Operations at Tra Co and An Chu markets have remained stable, meeting local consumer demand. High-tech agriculture and the farm economy have continued to prove effective, with six large-scale farms raising chickens, quails and pigs, along with more than 252ha of aquaculture, providing stable incomes for local residents.

Secretary of the Party Committee and Chairman of the People’s Council of Binh Minh commune Nguyen Kim Phuoc said a notable result of the special 500-day-and-night emulation campaign was the strong increase in state budget revenue. In the first nine months of 2026, the commune’s total state budget revenue reached nearly 136% of the target assigned by the city. He said the result reflected the recovery and breakthrough growth of the local economy, as well as residents’ consensus and voluntary compliance with their tax obligations.

“Binh Minh has taken decisive action to deal with and forcibly remove 23 kiosks encroaching on the railway safety corridor along An Chu 7 and An Chu 8 roads. This has helped ensure traffic safety and been highly appreciated by local residents,” Nguyen Kim Phuoc said.

Nguyen Van He, a 76-year-old war veteran who has lived in the area for many years, said: “We strongly support the policy of the Party Committee and local authorities to resolutely deal with and forcibly remove the kiosks encroaching on the traffic safety corridor. The area used to be frequently congested and pose traffic safety risks, especially during peak hours. Now that the area has been cleared, traffic is safer for residents and students on their way to school.

Along with restoring clear roads and unobstructed sidewalks, local authorities have mobilized the entire political system and local residents to clean roads and roadside areas, restore traffic order and safety along railway corridors and local roads, and address environmental violations in the commune.

Strengthening discipline in management

According to Secretary of the Binh Minh commune Party Committee Nguyen Kim Phuoc, as part of the 500-day-and-night emulation campaign, the locality has focused on strengthening discipline and improving the effectiveness and efficiency of state management in key areas, including land management, construction, urban order and environmental protection.

In land and construction management, the commune has addressed a number of complicated, long-standing cases. In addition to the forced removal of the 23 kiosks encroaching on the traffic safety corridor, the commune People’s Committee issued 57 decisions imposing administrative penalties for land-related violations and seven for environmental violations, collecting more than VND1 billion in fines and contributing to strict enforcement of the law.

Alongside efforts to accelerate and make breakthroughs under the special 500-day-and-night emulation campaign, Binh Minh commune has paid particular attention to social welfare, care for people with meritorious services and assistance for disadvantaged households, helping create momentum for growth and sustainable development.

The determination to fulfill the goals of the 500-day-and-night emulation campaign has also been clearly demonstrated in compensation and site clearance for key national and city projects. Component Project 1-2 of Ho Chi Minh City’s Ring Road 4, which runs more than 3.3km through Binh Minh commune, has secured 100% of the required site clearance, covering more than 22ha, through efforts to mobilize local residents. Disbursement has reached nearly 98%, or more than VND160 billion.

Meanwhile, the local authorities are coordinating compensation and site clearance for other major projects, including the first and second phases of Ho Nai Industrial Park, the first and second phases of Song May Industrial Park, and a 4.6ha resettlement area in Binh Minh commune. They are also preparing the cleared land for the construction of Minh Duc Primary and Secondary School and Song May Primary and Secondary School to meet the educational needs of local children.

Alongside economic development, social welfare and care for poor households and religious communities have always received due attention. The locality has promptly provided health insurance cards and electricity subsidies to poor and near-poor households, contributing to sustainable poverty reduction. Binh Minh commune Health Station has been established and consolidated with 23 medical staff, enabling it to provide healthcare services to local residents and effectively implement free health checkups in accordance with regulations.

These results provide a foundation for the Binh Minh commune Party Committee, authorities and people to continue achieving the targets set under the special 500-day-and-night emulation campaign. The strength of solidarity stemming from the close alignment between the Party’s policies and the people’s aspirations, particularly the unity of religious communities, is providing important momentum for Binh Minh’s breakthrough development and helping it emerge as a bright spot for sustainable development in Dong Nai.
