Infrastructure supporting the processing of administrative procedures in Dong Nai is receiving greater investment, with facilities and equipment being provided in a relatively comprehensive manner to better meet the needs of residents.
However, field supervision has shown that some equipment and facilities still need to be reviewed and used more effectively to ensure that investment resources match actual needs and that their full potential is realized.
Making investment to serve residents
Recently, a supervisory delegation from the Vietnam Fatherland Front Committee of Dong Nai City conducted a thematic supervision of digital transformation and the application of science and technology in handling administrative procedures and providing public services under the two-tier local government model in the city in 2026. The supervision found that facilities, infrastructure and equipment at the city Public Administration Service Center and those of communes and wards have been invested in and provided in a relatively comprehensive manner.

At the city Public Administration Service Center, LAN and Wi-Fi networks have been installed to serve officials, residents and businesses. The center has 24 computers at reception counters, 14 computers for shared systems, 16 computers for residents and businesses to access online public services, and five information lookup computers. The center is also equipped with printers, scanners, queue-number kiosks, information lookup kiosks, queue display screens and surveillance cameras. At public administration service centers in communes and wards, computers, printers, scanners, network equipment, queue display screens and other equipment for receiving and processing administrative procedures have also been provided.
According to Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, the city People’s Committee has proactively allocated funding to renovate office facilities and invest in infrastructure and equipment for public administration service centers. The core objective is to maximize resources for serving the people.
Priority has been given to network infrastructure and essential equipment such as computers, scanners, photocopiers and information lookup kiosks to facilitate the quick receipt and processing of administrative procedures. However, supervision by the city Vietnam Fatherland Front Committee has found that equipment utilization remains underutilized in some locations.
Le Xuan Quy, Chief of Office of the Department of Justice and a member of the supervisory delegation, said investment in and procurement of facilities and equipment had been carried out, but their utilization remained limited in some places. He said mechanisms were needed to inspect and maintain the equipment and encourage more effective use of the technology that has been invested in.
Luu Thi Ha, Vice Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai City, said conditions for serving residents varied among localities. Some places have provided relatively good facilities, with seating areas, guidance and convenient access to equipment, while waiting areas for residents remain limited in other places. Therefore, the Department of Science and Technology needs to monitor the use of resources invested in digital transformation at the grassroots level, including facilities, equipment and digital infrastructure.
In Dong Xoai Ward, it was allocated VND1.2 billion in 2026, including VND200 million for digital skills training and capacity building and VND1 billion for procurement of information technology equipment and specialized equipment. The ward’s Public Administration Service Center has put a reception robot and an AI-powered chatbot robot into operation to provide guidance, help residents look up information and procedures, and support access to public services. The AI chatbot has also been deployed on the ward’s website and Zalo OA.
The locality has also coordinated the installation of eight AI-powered cameras at key locations to identify vehicles, count traffic volumes, recognize faces, and detect and warn of violations. Selecting and positioning equipment based on actual needs helps ensure that technology applications are fully utilized in serving residents and supporting management at the grassroots level.
Reviewing, standardizing grassroots infrastructure and equipment
According to Deputy Director of the Department of Science and Technology Nguyen Minh Quang, the City Party Committee and city People’s Committee leadership continue to pay close attention to reviewing and standardizing infrastructure and equipment at the grassroots level. The department has been tasked with conducting a comprehensive review of infrastructure and equipment in localities and advising on an investment plan aimed at standardization and synchronization while ensuring that investments meet actual needs across the city. Regarding equipment that is damaged or has remained unused for extended periods, Nguyen Minh Quang said the main causes were related to management and the actual usage needs of each unit. In some cases, residents are not yet familiar with looking up information searches on their own.
The Department of Science and Technology will coordinate reviews, and unused equipment may be transferred to other tasks to optimize its functionality. Working groups from the Department of Science and Technology and Department of Home Affairs also regularly visit grassroots facilities to inspect operations, provide support and remind local units to make timely adjustments.
Making public services convenient and user-friendly
According to many residents who have visited public administration service centers across the city, their concern is not only having procedures processed quickly but also being able to complete them conveniently. Waiting areas, guidance when needed, and easy access to computers, information lookup equipment and online public services enable residents to take a more proactive approach to carrying out administrative procedures. For people who are not yet familiar with digital operations, direct assistance is also essential to ensuring that the invested facilities and services are used effectively.
Ha Anh Dung, Member of the Standing Board of the City Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai City, who headed the supervisory delegation, called on advisory agencies to strengthen coordination, inspections and efforts to resolve difficulties facing grassroots units. The Department of Science and Technology should advise on policies to facilitate the disbursement of information technology funding and coordinate the development of a controlled pilot framework for new digital transformation models. The provision of AI robots and other modern equipment must target the right users and match actual needs, avoiding widespread and wasteful investment.
“Advisory work should be grounded in practical issues at the grassroots level, with actual needs properly identified so that specific and practical technological solutions can be proposed. Investing according to demand and using equipment for its intended functions will help ensure that technology resources are used effectively and provide more practical support for residents and grassroots management,” Ha Anh Dung noted.
