Dong Nai’s development aspirations under Politburo Resolution No. 16

Recognizing its potential, advantages, bottlenecks and aspirations for development, Dong Nai has proactively studied and proposed new mechanisms, policies and development opportunities to the central authorities, creating more room for growth, making the most of its strengths and opening up new growth drivers.

Against this backdrop, the Politburo issued Resolution No. 16-NQ/TW on the construction and development of Dong Nai through 2035, with a vision to 2065. The resolution marks a particularly important milestone, reflecting the attention, confidence and high expectations of the central authorities for Dong Nai, while also responding to the development aspirations of the municipal Party Organization, authorities and people.

Opening up new development space

Politburo Resolution No. 16 not only sets out long-term development orientations for Dong Nai through 2065, but also opens up new development space and affirms the city's position in the country's strategy of developing new growth poles.

The resolution notes that, under the Party's renewal policy, the Party Organization, authorities and people of Dong Nai have achieved important results and made positive contributions to national development.

In 2025 alone, Dong Nai's socio-economic growth reached 9.63%, exceeding the target assigned by the Government and ranking first in the Southeast region and seventh among the country's 34 provinces and cities. State budget revenue surpassed VND100 trillion for the first time. Export turnover reached US$34.6 billion, the trade surplus stood at around US$10.7 billion, and the city attracted more than US$3.2 billion in foreign direct investment.

Entering 2026, Dong Nai has maintained positive growth momentum. In the first six months of the year, its GRDP grew 9.81% year on year, while state budget revenue exceeded VND70 trillion. The city is targeting 11% growth and state budget revenue of VND150 trillion for the full year.

These achievements have provided an important foundation for the Politburo to set higher development goals for Dong Nai in the new period.

Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the CPC and Chairwoman of the Dong Nai People's Council, said Resolution No. 16 envisions Dong Nai in 2065 as a modern, green and smart city that is highly competitive, deeply connected to the region and the world, and offers a high quality of life and high levels of happiness.

This vision is reflected in clear development targets: from 2026 to 2035, Dong Nai is to maintain annual GRDP growth of at least 10%; by 2035, GRDP is expected to reach around US$70 billion, with GRDP per capita at US$13,000; and by 2065, GRDP is projected to reach around US$600 billion, with GRDP per capita at US$67,500.

“The vision is ambitious and the goals are significant. Therefore, Dong Nai needs not only to accelerate growth, but also to create a new development model, new governance capacity and new development space,” Ton Ngoc Hanh stressed.

Taking immediate action through concrete plans

To implement Politburo Resolution No. 16, the Dong Nai City Party Executive Committee drew up Plan No. 179-KH/TU, dated August 27, 2026.

Nguyen Van Ut, Deputy Secretary of the CPC and Chairman of the Dong Nai People's Committee, said Plan No. 179-KH/TU sets out six guiding viewpoints that will provide consistent direction throughout the construction and development of Dong Nai in the new period.

It identifies the implementation of Resolution No. 16 as a long-term, central and overarching political task for the entire municipal Party Organization, authorities and political system, while remaining committed to the long-term goal through 2065 and creating substantive changes from the early years of implementation.

Implementation effectiveness will serve as the measure of performance, while the contingent of cadres will be a decisive factor. Results in resolving difficult, new and long-standing issues will be an important criterion.

Under Plan No. 179-KH/TU of the Dong Nai City Party Executive Committee, in 2026 the city will complete proposals for mechanisms and policies to be applied under the 2026 Urban Development Law for submission to competent authorities for consideration and decision; focus on resolving long-standing difficulties, obstacles and bottlenecks, particularly in land, investment, planning, construction, infrastructure and environmental management; and create clear changes in the first year of implementing Resolution No. 16.

By 2035, Dong Nai aims to develop as an airport and riverfront city with a polycentric, multifunctional, green and smart urban structure, with high-tech industry, aerospace and aviation industries, and an aviation economy meeting international standards at its core. Residents are expected to enjoy high incomes, while society is set to be civilized, safe and happy.

By 2045, Dong Nai is to become a modern aviation hub in the Asia-Pacific region and a dynamic center of the knowledge economy, with a high human development index, modern urban governance and a civilized, safe, livable and happy society.

By 2065, Dong Nai is envisioned as a globally connected city with a high quality of life and high levels of happiness by global standards, and as one of the world's multifunctional airport cities.

To achieve these goals, the City Party Executive Committee has identified four key factors: strengthening Party building and rectification and the political system; strategic, long-term planning for Dong Nai; breakthrough institutions and policies to mobilize resources for the city's development; and the development of an aviation ecosystem and airport city.

Accordingly, Party building, organizational development and personnel work are seen as fundamental and core components of urban governance capacity. The city's master plan must have a 100-year strategic vision and provide a clear framework for development. The city will prepare proposals for special and breakthrough mechanisms and policies covering investment, finance, budget, land, construction, planning, urban development, the environment, strategic investors, science and technology, innovation, digital transformation, high-quality human resources and other necessary areas. It will also focus on developing and completing proposals to establish a special economic zone and a free trade zone for submission to the competent authorities for approval.

Dong Nai will step up efforts to attract strategic investors, major technology corporations and leading domestic and international experts to participate in the city's key projects. It will also develop university areas and centers for talent development, technology transfer, and international cooperation in research and high-quality training.

The city will formulate plans for a special economic zone linked to Long Thanh International Airport, integrating it into the regional connectivity network encompassing the Southeast, the Mekong Delta, the South Central Coast and the Central Highlands, as well as cross-border economic corridors, to create a major driver of broader regional growth.

Dong Nai will coordinate with ministries and central agencies to accelerate investment in strategic infrastructure projects, particularly connections to Long Thanh International Airport, the Bien Hoa - Vung Tau railway, interregional transport routes and the seaport system. These efforts will create seamless links among aviation, seaports, logistics and economic corridors, helping extend the development momentum across the city and the wider region.

The goals set out in Politburo Resolution No. 16 and Dong Nai's action plan show that these aspirations can become reality only through political determination and concrete action by Party committees, authorities, officials, Party members, businesses and residents across the city.

With the entire political system working together and people sharing a common aspiration and a sense of responsibility for contributing to development, Dong Nai will realize its goal of building a “Civilized - Modern - Happy” city, live up to the confidence placed in it by the central authorities and meet the expectations of its people, while making an increasingly important contribution to the country's rapid and sustainable development in the new era.
