Dong Nai receives multimedia learning materials set for “Digital Literacy for All” movement

On September 17, the Dong Nai City Party Committee (CPC), in coordination with the National Assembly (NA) Standing Committee, held a conference to transfer a multimedia learning materials package for the “Digital Literacy for All” movement and sign a memorandum of understanding on cooperation in science and technology, innovation and digital transformation for 2026-2030 period between the Standing Board of the NA Committee on Science, Technology and Environment and the Dong Nai People’s Committee.

The multimedia learning materials package for the “Digital Literacy for All” movement is a comprehensive solution comprising standardized learning content, a tested organizational model, an operational platform, and mechanisms for assessment and certification, developed by the National Assembly Committee on Science, Technology and Environment. Dong Nai is among the localities that have proactively called for early access to this important learning package.

The conference was attended by Politburo member and Permanent Vice Chairman of the NA Do Van Chien; Member of the Party Central Committee, Member of the NA Standing Committee and Chairwoman of the NA Committee on Science, Technology and Environment Nguyen Thanh Hai; Member of the Party Central Committee, Secretary of the CPC Vu Hong Van; Deputy Secretary of the CPC and Chairman of the Dong Nai People’s Committee Nguyen Van Ut; Deputy Secretary of the CPC Vo Tan Duc; and members of the CPC’s Standing Board.

The conference also brought together representatives of municipal departments, agencies and sectors, leaders of 95 communes and wards across the city, and leading technology corporations and enterprises. The event was connected online to 95 venues in communes and wards.

Speaking at the conference, Chairwoman of the NA Committee on Science, Technology and Environment Nguyen Thanh Hai said Dong Nai’s bold implementation of digital applications for management at the grassroots level, such as DC 4.0 and Dong Nai City, demonstrated a people-centered approach to governance, and turned digital transformation from a slogan into practical applications.

Nguyen Thanh Hai affirmed that digital transformation is an inevitable trend and an important driver of socio-economic development in the current context. The NA Committee on Science, Technology and Environment has consistently accompanied, supported and highly valued localities that adopt innovative and decisive approaches such as Dong Nai.

The leader of the NA Committee on Science, Technology and Environment expressed her confidence that, with a well-developed digital infrastructure, the coordinated involvement of the entire political system and strong public support, Dong Nai will continue to make breakthroughs, take the lead in digital transformation, successfully build a smart city and pursue sustainable development.

Before the formal ceremony to transfer the learning package and sign the cooperation memorandum between the Standing Committee of the NA Committee on Science, Technology and Environment and the Dong Nai People’s Committee, delegates heard a thematic report by Deputy Chairman of the NA Committee on Science, Technology and Environment Tran Van Khai entitled “Science and technology, innovation and digital transformation – Challenges and implementation orientations in Dong Nai City.” The report provided key orientations for Dong Nai to study, research and effectively implement its tasks in the coming period.

In his remarks, Permanent Vice Chairman of the NA Do Van Chien stressed that the value of the multimedia learning materials package for the “Digital Literacy for All” movement transferred to Dong Nai extends beyond simply disseminating knowledge. More importantly, it will help foster digital thinking, digital skills and new ways of working. Learners can study and improve their skills anytime and anywhere, while regularly updating content to meet the specific requirements of their professional fields.

The Permanent Vice Chairman of the NA expressed his confidence that Dong Nai would make practical and effective use of the learning materials package and promote its widespread use, linking learning with the performance of professional duties and administrative reform. This will help gradually turn digital knowledge into digital skills and digital skills into greater productivity, quality and work efficiency.

Do Van Chien noted that studying, applying and mastering digital technologies is a major driver of new value creation and future development. Digital technologies and artificial intelligence (AI) are indispensable tools for entering a new era.

 He called on every official, civil servant, public employee, member of the armed forces, entrepreneur and resident of Dong Nai City to continuously improve their digital skills and apply technology to work and daily life, contributing to the city’s strong development and its emergence as a new growth pole for the country.

He said the close and dedicated guidance from Permanent Vice Chairman of the NA Do Van Chien would provide important direction for the city to further accelerate information technology applications and digital transformation, contributing to the successful implementation of the Resolution of the first Dong Nai City Party Congress.

To maximize the effectiveness of the multimedia learning materials package for the “Digital Literacy for All” movement transferred to the city, Chairman of the Dong Nai People’s Committee Nguyen Van Ut officially launched a 100-day peak campaign to roll out the “Digital Literacy for All” model throughout the city’s political system, running from now to the end of December 2026. A key focus of the drive is that heads of Party committees, authorities, agencies and organizations at all levels must directly lead and direct the implementation and take responsibility for the results. Across the city, learning activities will be conducted seriously and substantively, closely linked to specific job positions and aimed at addressing practical problems.

The city is determined to make the effectiveness of digital technology use and digital skills an important criterion for assessing and classifying cadres, Party members, civil servants and public employees in 2026. At the same time, it will review all business processes, remove cumbersome procedures and step up the online processing of administrative procedures.
