Dong Nai City is intensifying its 500-day-and-night special emulation campaign, themed "Solidarity – Discipline – Efficiency – Breakthrough, building Dong Nai into a civilized and modern city" with clearly defined tasks and measurable outcomes. The campaign is expected to provide a further boost for the remaining months of 2026, particularly as the city strives to achieve double-digit economic growth and collect VND150 trillion in state budget revenue.
Driving changes at the grassroots
Although it was the weekend, officials and civil servants at the Xuan Hoa commune Public Administrative Service Center remained on duty to receive and process administrative applications for residents and businesses. Despite giving up their days off, they said they were committed to fulfilling their responsibilities, regarding public satisfaction as the ultimate measure of their performance.

Following the launch of the City Party Executive Committee's 500-day-and-night special emulation campaign, Xuan Hoa commune immediately rolled out the initiatives it had committed to implementing. The campaign has further inspired local officials and civil servants to work with greater determination, creativity and accountability. Their efforts have helped accelerate socio-economic development while enabling the commune to fulfill more than 50 percent of its 2026 public investment disbursement target in the first six months of the year, in line with commitments made to the City People’s Committee.
Pham The Tam, a resident of Xuan Hung Hamlet in Xuan Hoa commune, said the hamlet had witnessed noticeable improvements after one year of implementing the two-tier local government model, particularly since the launch of the emulation campaign.
He noted significant progress in transport infrastructure, irrigation systems and, especially, education. In addition to Xuan Hung Kindergarten, new classroom blocks are under construction at Xuan Hung Primary School and Nguyen Cong Tru Secondary School.
"With construction progressing rapidly, we expect Xuan Hung Hamlet to undergo even more positive changes in the near future," he said.
Similar determination can be seen in Trang Bom ward. According to Le Ngoc Tien, Chairman of the ward People's Committee, every official and civil servant has pledged to work more decisively and improve efficiency during the second half of 2026 in order to accomplish local socio-economic development goals, including public investment disbursement targets.
Several long-standing issues have also been addressed in a short period thanks to a spirit of decisive action. These include land clearance for two remaining households affected by both Nguyen Huu Canh and Le Hong Phong road projects, as well as efforts to recover public land along Le Hong Phong Street.
Meanwhile, Gia Kiem commune, which has a large Catholic population, has adopted a more proactive approach to leadership and direction. Nguyen Huy Du, Secretary of the Gia Kiem commune Party Committee, said investment and construction procedures for several local projects had been completed. In the remaining months of 2026, the commune will accelerate construction to achieve public investment disbursement targets while creating new momentum for socio-economic development and improving residents' quality of life.
Making the most of the remaining months of 2026
The year 2026 marks the first year of implementing the Resolution of the first Dong Nai City Party Congress and the Resolution of the 14th National Party Congress. It is also the city's inaugural year following the administrative restructuring that officially established Dong Nai as a city. Against this backdrop, the city has reaffirmed its determination to fulfill its development goals by introducing concrete action plans across all sectors, with the 500-day-and-night special emulation campaign serving as a key driver of socio-economic development.

Ho Van Ha, Vice Chairman of the Dong Nai People's Committee, said the campaign had promoted close coordination and decisive action across all levels of government. Every department, agency, locality and leader is expected to actively participate, ensuring that the campaign is implemented comprehensively and effectively. The City People’s Committee has focused its emulation movement on practical results, emphasizing that commitments must be matched by action. Every task must produce measurable outcomes. Officials' performance will be evaluated against clearly defined performance indicators to ensure that every commitment is translated into concrete results.
Also according to Ho Van Ha, the campaign had contributed significantly to Dong Nai's impressive economic performance. During the first half of 2026, the city recorded economic growth of 9.81 percent, while public investment disbursement increased by 22 percent compared with the same period last year. Several long-standing bottlenecks have seen marked improvement, particularly in land clearance, investment preparation procedures and administrative reform. These improvements have enabled the launch of a series of major infrastructure projects worth tens of trillions of Vietnamese dong, including Component Project 1 from Ma Da Bridge to Ba Hao Intersection; Component Project 1-2 involving frontage and parallel roads within Dong Nai under Ho Chi Minh City’s Ring Road 4; and three key transport corridors directly linking Long Thanh International Airport, including Provincial Roads DT.770B, DT.773 and the expanded DT.769.

"The true measure of this emulation campaign lies in achieving double-digit economic growth, increasing state budget revenue, accelerating public investment disbursement, improving the investment environment, advancing administrative reform and digital transformation, and continuously enhancing services for residents and businesses. Emulation must be demonstrated through real people, real work and tangible results. Every agency must deliver concrete products, every locality must show visible progress, and every official must produce measurable outcomes from the responsibilities entrusted to them.”
The city is also stepping up the development of social housing projects, including rental social housing developments. Nguyen Anh Tuan, Director of the Department of Construction, said the department has instructed developers of ongoing social housing projects to speed up construction so that homes can be made available to homebuyers as soon as possible. For projects preparing to break ground, the department is also facilitating administrative procedures to ensure timely implementation.
"Administrative procedures related to construction are being streamlined to the greatest extent possible while ensuring full compliance with legal regulations. This will help accelerate public investment disbursement and provide a stronger boost to economic growth," Tuan said.
