In response to Dong Nai City Party Committee's special 500-day-and-night emulation campaign, "Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai," and as part of ongoing efforts to build a service-oriented administration, the Public Administrative Service Center of Xuan Hoa Commune has officially begun accepting and processing administrative procedures every Sunday morning.

The model, first launched on July 19, reflects local government's commitment to placing citizens and businesses at the center of public service delivery. The Xuan Hoa Commune Public Administrative Service Center is open from 7:30 a.m. to 11:30 a.m. every Sunday.

Taking citizens and businesses as the center of public service delivery

Shortly after 7 a.m. on the first Sunday of operation, many residents arrived at the center to complete administrative procedures, including civil status registration, notarization, land-related matters, and other public services. All applications were received and processed in accordance with regulations, helping residents who were unable to visit government offices during regular weekday working hours complete administrative procedures on weekends.

Sunday morning services at the centre demonstrate a sense of responsibility and dedication of Xuan Hoa commune's officials and civil servants. By voluntarily giving up part of weekend time with their families, officials and civil servants at the center voluntarily joined the effort to better serve people, especially workers, farmers, commuters, and others whose work schedules make it difficult for them to handle administrative procedures during the week.

Sharing his thoughts on working over the weekend, Nguyen Van Khanh, a justice and civil status official of Xuan Hoa Commune, said: "On weekdays, local people are busy with farming work or have to travel long distances to work at companies and factories. Asking for time off from work to handle paperwork not only affects their income but also brings about multiple inconveniences. Therefore, right when the Commune Party Committee, People's Committee, and Public Administrative Service Center rolled out the Sunday working model, all of our fellow civil servants and public employees unanimously and enthusiastically got to work."

"For us, the greatest joy is witnessing the relief and satisfaction of local people, workers working overtime, or those working far from home when their paperwork is completed on time. Their words of gratitude serve as a major driving force for us to keep striving and join hands with the city and locality to successfully achieve the goals and tasks in the coming period," Khanh expressed.

Arriving to handle procedures on Sunday morning, Nguyen Thien Quang, residing in Xuan Tam Hamlet, Xuan Hoa Commune, who currently works for a transport company, shared:  "Due to the nature of my job in the transport sector, which requires me to be constantly on the move, I have had documents that needed processing for a long time but could not arrange my schedule on weekdays. Today, taking advantage of my Sunday off, I came here and was surprised by the attentive service I received. Personally, I feel very happy, satisfied, and highly appreciate the sense of responsibility and wholehearted dedication to public service shown by the Xuan Hoa Commune’s staff."

Continuing efforts to innovate and improve operational quality

More than one year since the introduction of the two-tier local government model, the Xuan Hoa Commune Public Administrative Service Center has made continuous efforts to refine processes and bring maximum satisfaction to the public. The positive results achieved during the first year of operation serve as a solid foundation and a driving force for the commune's team of officials, civil servants, and public employees to continue innovating and further upgrading service quality in the new period.

The model of receiving applications on Sunday mornings is one of many innovative solutions implemented by Xuan Hoa Commune to enhance service quality for the people. Over the past period, the locality has constructed and successfully operated various administrative reform models, such as the "Service-Oriented Administrative Space," the "Ting Ting" queue notification card system, acceptance of applications regardless of administrative boundaries, expanded digital transformation, and improved one-stop public services.

Dao Duc Quy, Deputy Director in charge of the Xuan Hoa Commune Public Administrative Service Center, stated: "Building on the sense of responsibility demonstrated over a year of operation, the Xuan Hoa Commune’s pool of officials and civil servants has unanimously chosen to take on additional duties, receiving and processing administrative procedures even on holidays under the motto: “An extra hour of work by officials means one less worry for residents.”

The Deputy Director in charge of the Center added that following the orientation, deployment, and launching of the 500-day-and-night special emulation campaign by the Dong Nai City Party Committee, the Xuan Hoa Commune Public Administrative Service Center issued an execution plan for the Action Program No. 30 of the Xuan Hoa Commune People's Committee. This program launches the 500-day-and-night special emulation campaign themed "Solidarity - Discipline - Efficiency - Breakthrough" in line with strengthening coordination in handling administrative procedures at the Center. The plan aims to build a professional, modern, and friendly Xuan Hoa Commune Public Administrative Service Center. Concurrently, it creates a distinct transformation in the coordination of administrative procedure processing between the Center and specialized divisions, while enhancing the handling of online and boundary-free administrative procedures.

Several concrete targets set by the Xuan Hoa Commune Public Administrative Service Center for the 500-day-and-night special emulation campaign include:

- Striving to achieve at least 98% of applications processed on schedule.

-A minimum 70% reduction in overdue applications compared with 2025.

-Ensuring 100% of applications are fully updated in the electronic administrative system.

- Ensuring 100% of applications are digitized in accordance with regulations.

-Increasing the rate of online applications to over 90%.

- Achieving a satisfaction rate of over 95% among residents and businesses.

Dao Duc Quy emphasized that in the coming time, the Center will continue to innovate to create a powerful shift in the sense of responsibility, public service mindset, advisory capacity, and task execution among the team of officials, civil servants, and public employees at the Center. Stronger efforts will be made to upgrade the validity and efficiency of state management and the quality of administrative procedure processing, while reducing overdue and backlogged dossiers.

"At the same time, we will focus on unlocking development resources; accelerating administrative procedure reform and digital transformation; while upgrading the quality of public service provision alongside service quality to citizens and businesses. These innovative solutions will contribute to elevating public satisfaction and raising the administrative reform index of Xuan Hoa Commune," Quy shared.

Adhering to the motto "Serving the People," Xuan Hoa Commune is step by step turning administrative reform goals into practical actions, creating a distinct transformation in public service delivery, and contributing to the effective execution of socio-economic development tasks and the 500-day-and-night special emulation campaign.
