Community consensus gives Dong Xoai Ward a new look

Nearly 140 business households voluntarily entered the market to trade without paying site rental fees. Additionally, dozens of families are ready to donate land to facilitate the construction of roads in the hope that improved transport connectivity will pave the way for the development of Dong Xoai Ward, Dong Nai City. These actions reflect the spirit of consensus among the Party Committee, the government, and the people.

These achievements have helped generate strong momentum for the implementation of the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai.”

Donating land for road construction to open up development opportunities

Pointing to the more than 1,000-square-meter plot of land his family donated for the construction of Hai Thuong Lan Ong Road, Duong Duc Thung (born in 1954), a member of the Nung ethnic group and a Hero of the People's Armed Forces from Quarter 1, Dong Xoai Ward, said, "We believe that the wider the road, the greater the opportunities for people to do business and develop the economy. Each household may experience a small loss in the short term, but there will be many more opportunities for development in the long term. In the past, my comrades and I did not hesitate to sacrifice our blood and bones to defend the Fatherland. Today, donating land to help build our homeland is nothing by comparison."

Supporting the policy under which residents donate land while the State funds road construction, many households voluntarily registered to donate land from the outset. Among them, the family of Le Thanh Hien in Quarter 1, Dong Xoai Ward, donated more than 2,100 square meters, while the family of Nguyen Van Duc, who resides in Binh Phuoc Ward and owns land along Hai Thuong Lan Ong Road in Dong Xoai Ward, also voluntarily donated more than 2,100 square meters.

Nguyen Anh Dung, Deputy Director of the General Service Center of Dong Xoai Ward and representative of the project investor, said the Hai Thuong Lan Ong Road project is nearly 1.9 kilometers long and includes a 12-meter-wide roadway, 8-meter-wide sidewalks on both sides, together with a drainage system, street lighting, and traffic signs. The project has a total investment of VND90 billion funded by public investment capital and is scheduled for completion within 450 days. The project implementation requires the acquisition of 98 land plots covering more than 5.1 hectares. The project is carried out through a combination of voluntary land donations and compensation, support, and resettlement policies. To date, 47 households have donated a total of 3.2 hectares of land. Based on this progress, the groundbreaking ceremony was held in late June 2026.

"In late June 2026, we coordinated with specialized departments and relevant agencies to organize meetings with the remaining households whose land is affected by the project but who have not yet donated land to inform them of the land acquisition and compensation policy. The Dong Xoai Ward People's Committee has prepared 10 resettlement plots, each measuring 125 square meters, for eligible households. The proposed resettlement site is adjacent to Tran Xuan Soan Street, behind the former Binh Phuoc Power Company. Compensation is being implemented in accordance with the price framework stipulated by Dong Nai City, giving residents confidence and peace of mind," said Dung.

Bringing business operations into order

Previously, the section of Pham Ngoc Thach Street adjacent to National Highway 14 in Dong Xoai Ward served as a gathering place for small traders and local residents. Over time, it developed into a spontaneous market, resulting in encroachment on roadways and sidewalks, indiscriminate waste disposal, environmental pollution, traffic safety risks, and adverse impacts on urban order and aesthetics. To address these shortcomings, Dong Xoai Ward established the Tien Thanh self-produced and self-consumed market, covering approximately 3,000 square meters and located about 500 meters from the spontaneous market on Pham Ngoc Thach Street. The market has adequate infrastructure, and all business households from the spontaneous market have now relocated there to continue trading.

Nguyen Thi Thanh Yen, a resident of Quarter 1, Dong Xoai Ward, was among the first traders to register for relocation to the new market. "Initially, our family was allocated a cement platform of about 6.5 square meters. To support our family's long-term business, we invested nearly 30 million VND to build a permanent kiosk with a ceiling, roof, and rolling door to ensure security. The market has been scientifically planned, with separate sections for different product groups, wide walkways, and clean restrooms, so everyone is very pleased," said Yen.

Running a grocery kiosk next to Yen's kiosk, Nguyen Thi Nguyen said business has been convenient since relocating to the new market, and traders no longer worry about being reminded or penalized for encroaching on roadways and sidewalks. "Now that we can conduct business in a spacious and clean market, we are more aware of keeping it clean and complying with regulations so that we can help maintain a stable business environment," said Nguyen.

With the determination to restore urban order, Dong Xoai Ward has adopted an approach that is both resolute and supportive of small traders in stabilizing their livelihoods. To achieve this objective, the Ward General Service Center had earlier established working groups to visit each business household, survey their business activities and needs, and arrange suitable trading locations within Tien Thanh Market, enabling households to conduct business with confidence over the long term.

Upon completion, Hai Thuong Lan Ong Road is expected to create new development opportunities for Dong Xoai Ward and surrounding areas. The stable operation of Tien Thanh Market will also contribute to the development of local commerce and services.

"We are implementing the Hai Thuong Lan Ong Road project while closely adhering to the objective of ensuring harmony between the interests of the State and the people. Specialized agencies will promptly handle administrative procedures related to land, including land parcel subdivision and the issuance of new land use rights certificates. Policies are being implemented accurately to minimize future issues. Once site clearance is completed, the contractor must accelerate construction, apply a successive construction method, and ensure construction quality, environmental sanitation, and traffic safety."
