The 14th National Congress of the Vietnam General Confederation of Labor for the 2026–2031 term has set out a range of key objectives, tasks and solutions aimed at building a stronger and more effective trade union system capable of meeting the demands of the new era.

To ensure these goals and tasks deliver tangible results, the most important thing is to quickly translate the congress resolution into practical action through concrete programs and initiatives.

Defining key priorities

The congress resolution outlines the overall objective for the 2026–2031 term: Expanding union membership, refining the organizational model, improving operational effectiveness, strengthening representation, care and protection of workers’ legitimate rights and interests, promoting workplace democracy, and encouraging workers to embrace innovation and the application of science and technology.

The resolution identifies two strategic breakthroughs. The first is improving the quality of Trade Union officials, particularly full-time Trade Union officials and grassroots Trade Union chairpersons. The second focuses on digital transformation within trade union activities and supporting businesses in enhancing production and business operations. The congress also approved several key initiatives, including improving the effectiveness of dialogue and collective bargaining, developing a flexible and dynamic trade union organizational model, strengthening participation in Party-building activities within enterprises, and enhancing welfare for union members.

The resolution aims for trade union organisations to work alongside the Government in improving labor productivity and achieving double-digit economic growth. Immediately following the congress, the Vietnam General Confederation of Labor launched the nationwide emulation movement titled “Skilled Labor – High Productivity – Good Income.” The campaign carries the message: “Every worker strives toward a goal; every collective makes a commitment to action; every innovation creates new value; every working day contributes to national development.” The launch ceremony was held both in person and online across 51 locations, attracting more than 20,000 workers.

At the Dong Nai venue, Le Thi Hanh, a worker at Pou Chen Vietnam Co., Ltd. in Bien Hoa Ward, said the movement not only encourages workers to improve professional skills and cultivate a professional work ethic but also provides opportunities for them to demonstrate their capabilities and affirm their value. “Participating in emulation movements motivates us to complete our tasks more effectively, increase productivity and improve our income. It is also an opportunity for workers to learn from one another, develop initiatives and contribute more to the growth of their enterprises,” Hanh said.

One of the resolution’s key objectives is to promote the pioneering and exemplary role of Trade Union officials. Each Trade Union official is expected to proactively innovate working methods, stay closely connected to grassroots workers, listen to their concerns and aspirations, and propose timely and appropriate solutions. Specific projects, practical initiatives and effective models will serve as vivid proof of the resolution being put into practice.

Promptly turning resolution into reality

The resolution of the 14th Vietnam Trade Union Congress reflects the collective wisdom, aspirations and determination of union members and workers nationwide. It serves not only as a guiding framework for trade union activities throughout the term but also as the basis for implementing programs and plans that safeguard workers’ legitimate rights and interests. Therefore, studying, disseminating and implementing the resolution must be carried out comprehensively so that all trade union officials and members fully understand its core content.

According to Bui Thi Bich Thuy, Vice Chairwoman of the Dong Nai City Labor Federation, Trade Unions at all levels in Dong Nai will intensify communication efforts through diverse and innovative approaches to help union members and workers understand the significance and objectives of the resolution. At the same time, they will develop specific action plans with clearly defined goals, responsibilities and implementation measures tailored to the circumstances of each agency, organization and enterprise.

Bringing the congress resolution into practice as soon as possible is both the responsibility and duty of every trade union official and member. Effective implementation will gradually transform the congress’s goals into reality, strengthening the Trade Union organizations and improving care and support for workers.

Nguyen Thi Mai Chi, Chairwoman of the Trade Union of Far Eastern New Apparel (Vietnam) Co., Ltd., located in Bac Dong Phu Industrial Park, Dong Phu Ward, Dong Nai City, noted that many workers continue to face low wages. When unexpected hardships arise, numerous worker families find themselves unprepared. To overcome immediate difficulties, they often have to turn to colleagues, Trade Unions or even loan sharks for assistance.

Drawing from this reality, at a dialogue session with the Prime Minister held during the 14th Vietnam Trade Union Congress, Mai Chi proposed that the Government continue researching and refining wage policies, particularly mechanisms that ensure a living wage sufficient to support workers and their families. She also called for continued attention to social welfare policies, including social housing, childcare facilities, schools and other cultural and community amenities to help reduce workers’ daily living expenses.

As the new term begins, union members and workers expect the trade union organizations to continue innovating its activities and operating methods in a practical, effective manner that closely reflects the real needs and aspirations of the workforce.
