In 2026, Dong Nai City aims to collect VND150 trillion in state budget revenue, an increase of approximately VND47 trillion compared to 2025. To achieve this target, local departments, agencies and authorities have implemented a range of plans and solutions since the beginning of the year.
A key focus has been placed on removing obstacles facing enterprises to help them maintain efficient production and business operations. At the same time, the city is accelerating public investment projects and improving the investment environment to attract both domestic and foreign investors. Meeting or exceeding the state budget revenue target is not merely a fiscal objective but also a key indicator of the city’s capacity to mobilize resources for economic development. It also reflects the effectiveness of governance at the two-tier local administration model.
Following the administrative reorganization and its transition into a city, Dong Nai has entered a new stage of development with greater opportunities to achieve breakthroughs in economic growth. This transformation is expected to provide a solid foundation for maintaining high levels of budget revenue in the years ahead. Strong state budget revenue growth has consistently gone hand in hand with economic development. In Dong Nai, industry and construction account for 55% of the economic structure, while trade and services contribute 26.4%. As a result, enterprises operating in industrial production, trade and service sectors play a major role in driving economic growth and generating budget revenue. To enable enterprises to operate efficiently, city, commune and ward authorities must provide timely support and favorable conditions. This includes removing institutional and policy bottlenecks, simplifying administrative procedures and shortening processing times. A more transparent and efficient investment environment will enable the city to mobilize resources more effectively and ensure that development projects are implemented on schedule. Once completed and put into operation, these projects will generate substantial new sources of budget revenue.
For Dong Nai, industry remains the most important pillar of the economy. Amid increasingly intense competition for investment, the city needs to further improve its investment climate to attract enterprises engaged in high-tech, environmentally friendly and less labor-intensive projects. These sectors not only create a high value added but also make significant contributions to state revenue through taxes and related payments.
At the same time, accelerating key infrastructure projects such as the Long Thanh International Airport, expressways, ring roads and railway networks will improve regional connectivity, expand development space and enhance the city’s attractiveness to both domestic and international investors. As infrastructure is completed and put into operation, increased investment in manufacturing, trade and services, real estate and tourism will generate new and sustainable sources of revenue for the local budget.
In addition, Dong Nai is currently implementing more than 440 real estate projects. If these projects are thoroughly reviewed and legal obstacles are resolved in a timely manner, enabling commercial products to be launched onto the market, they could generate tens of trillions of dong in land-related revenue for the city. Dong Nai also possesses a number of strategically located land parcels that are being prepared for auction. Successful auctions could bring in substantial revenue. However, for these auctions to succeed, all legal and administrative procedures related to the land must be completed in full.
While the VND150 trillion revenue target presents a considerable challenge, Dong Nai is well positioned to achieve it by unlocking bottlenecks, accelerating reforms and fostering a more favorable environment for investment and business development.
