The Government Office released Document No. 5274/VPCP-QHDP, conveying Deputy Prime Minister Pham Thi Thanh Tra's views on how to carry out the conclusions of Party General Secretary and State President To Lam at a meeting with the Dong Nai City Party Committee's Standing Board.

Specifically, Deputy Prime Minister Pham Thi Thanh Tra directed the Ministry of Finance to take the lead, in coordination with the Dong Nai City People's Committee and relevant ministries and agencies, in researching and drafting a National Assembly (NA) resolution on specific mechanisms and policies for the development of Dong Nai City, for submission to the 16th NA at its 2nd session.
At the same time, the Ministry of Finance was tasked with being responsible for leading and working with the Ministry of Construction to look into and respond to requests about how to allocate resources for important national projects, especially Phase 2 of Long Thanh International Airport, the Bien Hoa–Vung Tau railway, urban railway lines, and transport infrastructure that connects to Long Thanh Airport, which will help improve regional connections and support other important projects in Dong Nai. In addition, the Ministry of Industry and Trade was assigned to lead and coordinate with the Ministry of Agriculture and Environment in researching and addressing proposals on reviewing and appropriately adjusting bauxite areas to remove bottlenecks and effectively support socioeconomic development at each stage, while ensuring legal, environmental, national defense, and security requirements and long-term national interests. Relevant agencies must provide written responses to Dong Nai authorities on these matters by June 10, 2026.
Regarding the management of the Cat Tien National Park area within Dong Nai City, the Ministry of Agriculture and Environment must urgently implement the directives of Deputy Prime Minister Pham Thi Thanh Tra as stated in Official Dispatch No. 5251/VPCP-NN issued by the Government Office on June 5, 2026.
The Deputy Prime Minister requested that the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, and the Dong Nai City People's Committee urgently complete the assigned tasks and report to the Prime Minister by June 15, 2026, while also sending their copies to the Office of the Party Central Committee for consolidation and reporting to Party General Secretary and State President To Lam.
Previously, the Office of the Party Central Committee issued Notice No. 69-TB/VPTW on the conclusions of Party General Secretary and State President To Lam at the working session with the Standing Board of the Dong Nai CPC. Accordingly, the Central Government approved in principle the drafting of an NA resolution on specific mechanisms and policies for the development of Dong Nai City, assigning the Party Committee of the NA, the Party Committee of the Government, and the Standing Board of the Dong Nai CPC to urgently direct the drafting of the resolution for submission to the NA for consideration and approval in 2026.
