Impressive achievements in new-style rural development have provided a solid foundation for Xuan Loc ward to become a hub for urban, commercial, service, and tourism development in the eastern part of Dong Nai City. 2026 is of particular importance to the city in general and Xuan Loc ward in particular, as both are entering an accelerated phase in implementing their goals of sustainable, civilized, and modern urban development.

During a working session on the socio-economic, defense and security situation in Xuan Loc ward during the first five months of 2026, Vo Tan Duc, Deputy Secretary of the Dong Nai City Party Committee, praised the ward for its outstanding achievements. Building on these results, Xuan Loc ward continues to uphold its tradition of unity and its proactive and creative spirit in implementing the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough” of the City Party Committee’s Executive Board.
Achieving impressive results since becoming a ward
Regarding its implementation of socio-economic, defense and security plans during the first five months of 2026, Xuan Loc ward met or exceeded 8 of the 26 targets set in the resolution. During this period, the total value of production in the ward exceeded 5.85 trillion VND, reaching 57% of the annual plan and increasing by 10.5% compared to the same period in 2025. Industrial production value exceeded 1.86 trillion VND, reaching 58% of the plan. The value of agricultural, forestry, and fishery production surpassed 1.2 trillion VND, equivalent to 52% of the plan. Total state budget revenue exceeded the target, with more than 205 billion VND collected, reaching 123.9% of the city-assigned estimate. Budget expenditures by the end of May 2026 reached nearly 170 billion VND, or 32.76% of the plan. In the labor structure, the industrial and construction sector accounted for more than 32.8%, the trade and service sector for more than 45.8%, and the agriculture and forestry sector for nearly 21.4%.
Other key indicators also exceeded the targets set in the resolution. The rate of households using standard clean water reached nearly 96.5%, while more than 60.6% of households used centralized tap water. Green coverage exceeded 66%. The ward successfully collected and treated 100% of non-hazardous industrial solid waste, household solid waste, hazardous waste, and medical waste. Socio-cultural affairs, defense and security, Party building, and mass mobilization work were effectively maintained. Information dissemination, communications, and digital transformation efforts continued to be promoted. Political and ideological education was strengthened to meet the requirements of the new situation.
Le Khac Son, Deputy Secretary of the Party Committee and Chairman of the Xuan Loc ward People’s Committee, emphasized that despite these positive results, the locality is facing a major challenge due to the slow disbursement of projects under the 2026 public investment plan. To date, only more than 2.7 billion VND has been disbursed, reaching 3% of the plan. He noted that 2026 is the first year of the 2026-2030 public investment plan, and the initial months have focused on completing investment procedures. In addition, under the newly implemented two-tier local government model, challenges persist in managing project owners and building the capacity required to fulfill the responsibilities of public investment project ownership. The locality remains committed to achieving its public investment disbursement target for the entire year of 2026.
Accelerating urbanization
Xuan Loc ward is oriented toward becoming an integrated sub-regional hub that connects and drives development to neighboring localities. The ward is currently implementing several large-scale projects. A notable example is the Chua Chan Mountain Eco-tourism, Resort, and Entertainment Project, which covers approximately 107 hectares. The project will include shophouses, resort villas, tourism and entertainment facilities, accommodation services, hotels, a cable car system, and a mountain railway, integrated with a park system and synchronized technical infrastructure. The project's total investment is estimated at nearly 16.2 trillion VND.
The city is investing heavily in inter-regional transport infrastructure. To date, the City People’s Committee has approved the investment policy for two projects in Xuan Loc ward: the road around Chua Chan Mountain and the DT 766 road project, specifically the section bypassing Gia Ray town.
With the goal of developing a modern urban area, Xuan Loc ward is accelerating its pace of urbanization. Ngo Thi An, Standing Deputy Secretary of the ward Party Committee, said that the Standing Board of the ward Party Committee has proposed adjustments and allocations of targets under the National Land Use Plan for the 2021-2030 period, with a vision to 2050. Specifically, the ward has proposed adjusting commercial and service land to 1,000 hectares, an increase of 780 hectares over the previously allocated target, to meet demand for expanded trade, service, tourism, and logistics space. The adjustment aims to align with ongoing investment orientations, technical infrastructure development, and key projects. The proposal also includes adjusting urban residential land to more than 1,842 hectares, approximately 568 hectares higher than the allocated target, based on actual demand for urban development, renovation, and residential expansion. This adjustment is expected to meet requirements for developing technical and social infrastructure, creating new residential areas and providing resettlement housing to support the urbanization process. It is also consistent with the economic restructuring from agriculture toward trade, services, and tourism, helping to attract residents and workers and promoting the development of Xuan Loc ward into a modern and synchronized urban area in the coming years.
One of the notable achievements of Xuan Loc ward in developing a modern urban area is the steady increase in per capita income. During the first five months of 2026, per capita income in the ward was estimated at 102 million VND, reaching 94% of the annual target.
