In an effort to build a contingent of officials with integrity, competence and credibility, capable of meeting the requirements of rapid and sustainable development in the new period, the Dong Nai City Party Committee (CPC)’s Standing Board has issued Plan No. 129-KH/TU to implement Politburo Conclusion No. 205-KL/TW dated November 7, 2025, on breakthrough solutions in the recruitment, placement, utilization and remuneration of officials (Plan No. 129).

The Plan No. 129 represents an important step in concretizing and synchronously implementing the Politburo’s orientations, objectives, tasks and solutions related to identifying, attracting, recruiting, assigning, utilizing and rewarding truly talented, outstanding and highly capable individuals. It is expected to create substantive changes in personnel work while meeting the requirements of modern governance, urban administration, digital transformation, innovation, international integration and sustainable development.
A new approach to talent recruitment
Thai Bao, Deputy Secretary of the CPC and Head of the CPC’s Organization Commission, said the key feature of Plan No. 129 lies in renewing thinking and ensuring decisive implementation, while enhancing the responsibility of Party committees, Party organizations, leadership collectives and heads of agencies in identifying, attracting and developing high-quality human resources in strategic and priority sectors. The plan also emphasizes the creation of an open, transparent, democratic, united, supportive and friendly working environment with healthy competition, one that both respects talented individuals and provides favorable conditions for them to dedicate themselves fully to public service.
If implemented seriously, comprehensively and with measurable outcomes, the breakthrough solutions on recruitment, placement, utilization and remuneration are expected to unlock internal resources, improve the quality of the political system and create fresh momentum for Dong Nai’s development as a modern, civilized and sustainable growth pole of the nation.
One of the plan’s key tasks is to comprehensively review existing mechanisms and policies while restructuring the cadre contingent to meet the requirements of modern urban governance. Priority will be given to developing high-quality personnel in strategic sectors, particularly urban planning and management, digital transformation, artificial intelligence (AI), science and technology, public investment management, logistics, urban transport, high-quality healthcare, advanced education, environmental governance and sustainable development.
To create breakthroughs in personnel recruitment and remuneration, the plan calls for the development of recruitment mechanisms, including the early identification of promising young officials and individuals with innovative thinking, exceptional capabilities and the potential to assume important positions within the political system and urban administration of Dong Nai City. At the same time, Dong Nai will study the introduction of special recruitment mechanisms that allow experts, scientists, leading managers and business executives from domestic and international organizations, research institutes, technology corporations and enterprises to be appointed directly to positions as civil servants and public employees without competitive examinations. The policy will focus on individuals possessing advanced expertise in strategic and priority sectors critical to the city's development.
The plan also proposes recruitment policies for outstanding graduates from domestic and international universities, as well as individuals who have won prestigious national or international awards, with priority given to emerging and strategic fields critical to the locality’s development.
In addition, local authorities and agencies may sign labor contracts, based on actual demand, to attract highly qualified and experienced professionals while linking benefits directly to work performance.
A host of incentive policies
Alongside recruitment reforms, Plan No. 129 outlines orientations for a series of remuneration policies, which are regarded as a crucial factor in enabling officials to work with confidence and maximize their capabilities.
Under the plan, Dong Nai will formulate and issue policies aimed at creating favorable working environments that allow officials to fully utilize their expertise and strengths. Adequate funding, equipment and working facilities will be provided to support the implementation of projects, programs, research topics and initiatives approved by competent authorities. Officials who make outstanding contributions will be recognized and rewarded promptly in accordance with regulations.
Those who make significant contributions to local development or the performance of agencies and organizations may be provided with official residences, prioritized for public housing rentals or rental support, and given top priority among eligible civil servants and public employees when purchasing social housing. They may also receive transportation support and appropriate healthcare benefits corresponding to their positions.
Young scientists, leading experts, highly qualified professionals, senior managers and business executives recruited under the policy will be entitled to additional monthly income equivalent to at least 300 percent of the salary attached to their positions for a period of five years from the date of recruitment, or in accordance with contractual agreements. They may also be eligible for special salary and bonus schemes if they achieve outstanding performance recognized by competent authorities.
Meanwhile, officials, civil servants and public employees will be eligible for promotion of at least one salary grade within their current pay scale and receive additional allowances equivalent to 300 percent of their existing salary, excluding calculations related to social and health insurance contributions.
Under Plan No. 129, graduates with outstanding academic records who are recruited as civil servants and public employees will receive 100 percent of their salary entitlement and may be granted additional allowances of at least 150 percent of their salary coefficient for five years from the date of recruitment.
Beyond recruitment and remuneration reforms, the CPC’s Standing Board has also called for major innovations in training, professional development and the cultivation of strategic-level officials and modern urban administrators.
The plan also emphasizes stronger inspection and supervision while strictly enforcing Party regulations on power control in personnel affairs. Recruitment, placement, utilization and remuneration processes must be conducted openly, transparently and in accordance with regulations, ensuring opportunities for advancement are reserved for genuinely talented individuals.
Meanwhile, any abuse of special mechanisms to appoint unqualified individuals to leadership positions or any acts of self-interest, corruption or violations of Party and State regulations will be handled strictly.
Assoc. Prof. Dr. Bui Van Huyen, Director of the Institute of Economics, Society and Environment under the Ho Chi Minh National Academy of Politics, said that the development of human resources, particularly high-quality workforce, remains one of Vietnam's three strategic breakthroughs for economic growth and national development.
As Vietnam enters a new era of development, Dong Nai, following the reorganization of administrative boundaries, has achieved remarkable progress, both in economic growth and in the development of leadership and management personnel, he noted.
“To sustain long-term success, further improving the capacity of leadership and management officials and enhancing the quality of human resources to meet the demands of the new development stage is both important and necessary. Only through synchronized, comprehensive and sustainable implementation of these solutions can Dong Nai truly achieve a breakthrough,” Huyen said.
Assoc. Prof. Dr. Tran Kim Chung, Scientific Secretary of the Central Theoretical Council, also noted that Dong Nai has consistently paid special attention to building a cadre contingent with integrity, competence and a strong aspiration to contribute.
According to Chung, this sustained commitment provides a solid foundation for Dong Nai to fully capitalize on its potential and advantages, successfully achieve its socio-economic development objectives and make greater contributions to the country's overall development.
