Immediately after the Dong Nai City Party Committee (CPC) launched the emulation movement to implement Resolution No. 05-NQ/TU, dated May 1, 2026 of the CPC’s Executive Board, on the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” while continuing to sustain and improve implementation quality until 2030, Party committees, authorities, agencies, units, and localities across the city promptly developed action plans at their respective levels and immediately translated plans into specific tasks.

Taking immediate action
Following the issuance of Resolution No. 05-NQ/TU of the CPC’s Executive Board, the Bien Hoa ward Party Committee’s Executive Board issued Resolution No. 07-NQ/DU on May 19, 2026, launching the special 500-day-and-night emulation campaign themed “Unity - Discipline - Breakthrough - Development, building Bien Hoa ward into a modern, civilized, and sustainable urban area,” while continuing to sustain and improve implementation quality until 2030.
During the emulation campaign, Bien Hoa aims to complete 13 projects. In 2026, it will implement three projects in coordination with city units: Tan Van Kindergarten, Hoa An 2 Primary School, and compensation and site-clearance work for the Suoi Tien–Ben Thanh metro line.
With a strong sense of urgency, the Bien Hoa ward People's Committee commenced construction on the renovation of facilities at Kim Dong Primary School on June 12 to improve educational quality and teaching and learning conditions.
At the same time, the Bien Hoa ward People's Committee inaugurated the ward’s Cultural, Sports, and Community Learning Center. This is the first project completed and put into operation for residents during the ward’s special 500-day-and-night emulation campaign. The completion of the facility not only provides additional community space for residents but also contributes to meeting cultural criteria, improving the quality of spiritual life, and promoting a civilized urban lifestyle in the ward.
In addition, Bien Hoa ward is accelerating the implementation of other projects under the emulation campaign, including the upgrade of Alley 44 on Nguyen Tri Phuong Street, the upgrade of the road connecting Huynh Man Dat Street in Hoa An ward to the section adjacent to Bui Thi Xuan Street in former Tan Binh ward (part of formerly Di An City, Binh Duong province), and the construction of a classroom block at Tran Van On Primary School.
In Binh Tan commune, in response to the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” the commune People's Committee held a groundbreaking ceremony on June 10 for nine new classrooms, a library, two administrative offices, and auxiliary facilities at Nguyen Ba Ngoc Primary School.
At the groundbreaking ceremony, Doan Thi Mai Xuan, Deputy Secretary of the Party Committee and Chairwoman of the Binh Tan commune People's Committee, said that investment in additional classrooms and auxiliary facilities not only meets the growing local demand for education but also contributes to completing educational infrastructure and creating a spacious and modern learning environment for students. On this occasion, the commune People's Committee presented 10 gifts to students facing difficult circumstances, encouraging them to continue striving in their studies and daily lives.
The entire political system and the public join in emulation campaign
In Xuan Hoa commune, to implement the special 500-day-and-night emulation campaign, Party committees, authorities, the Vietnam Fatherland Front, and mass organizations from the commune level to local hamlets have carried out numerous specific tasks. Notable among them is the implementation of the plan of the City People's Committee, the Department of Justice, and the Xuan Hoa commune People's Committee to resolve civil status issues for vulnerable groups. The commune People's Committee recently launched an initiative to support these groups at the Xuan Hung 2A hamlet Cultural House. Commune officials and civil servants assisted residents with filing documents, verifying personal information, cross-checking population data, and completing procedures for birth, death, and marriage registration, marital status certification, and other civil status procedures in accordance with regulations.
Party cells, mass organizations, and residents in Xuan Hoa commune have also actively carried out practical activities to protect the environment and build a bright, green, clean, and beautiful rural landscape. Notably, the Xuan Hoa 3 hamlet Party Cell has effectively maintained the “Waste-Free Residential Area” model along the model road in Group 24. During “Green Sundays,” officials, Party members, and residents regularly participate in cleaning, removing weeds, caring for flower beds, and collecting waste, contributing to a spacious, clean, and attractive residential environment.
To prevent flooding during the rainy season, the Vietnam Fatherland Front Working Committee of Gia Ui hamlet, Xuan Hoa commune, coordinated with branches, mass organizations, and residents to clear the drainage ditch along Lang Man Road. The project extends approximately 200 meters and was implemented with a total cost of 12 million VND from community contributions. Once completed, the cleared drainage ditch not only helps limit flooding during the rainy season but also reflects the responsibility, consensus, and determination of officials, Party members, and residents in joining hands to build their homeland.
Nguyen Thi Phuong, Secretary of the Party Committee and Chairwoman of the People's Council of Tam Phuoc ward, said that in response to the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” the Tam Phuoc ward Party Committee issued a resolution and a specific implementation plan. The plan focuses on three key areas: improving service quality through rapid resolution of procedures and comprehensive digitization to effectively support residents and businesses; building Tam Phuoc as a bright, clean, and orderly gateway and contributing to a civilized urban image for Dong Nai City; and ensuring safety, public security, and stability through accurate and standardized residential data, civilized boarding houses, and the elimination of drugs and complex security hotspots.
Implementing the resolution and plan of the Tam Phuoc ward Party Committee, all subordinate agencies, units, and Party cells are required to achieve concrete results during the emulation campaign.
Responding to one of the three key areas identified by the Tam Phuoc ward Party Committee concerning safety, public security, and stability, as well as the “Three Bests” emulation movement (most disciplined, most loyal, and closest to the people) within the People's Public Security force, the Tam Phuoc ward Police coordinated with the Thien Binh Benedictine Monastery, local security forces, and residents of Thien Binh Quarter on June 17 to pave a dirt alley with concrete in the neighborhood. The alley had previously deteriorated, with numerous potholes and muddy conditions during the rainy season, causing difficulties for travel and daily life and posing safety risks to residents. Upon completion, the road will contribute to improving transport infrastructure and enhancing residents’ quality of life, while strengthening ties between the police force and the public and promoting the effectiveness of the “All people protecting national security” movement at the grassroots level.
The activities being carried out by Party committees, authorities, the political system, and people from all walks of life across Dong Nai City demonstrate the city’s determination to create substantive changes in administrative discipline, responsibility in public service, organizational capacity, and the quality of service provided to residents. These efforts aim to unlock resources, remove bottlenecks, and contribute to achieving double-digit economic growth throughout the term.
The highest objective of the special 500-day-and-night emulation campaign, as stated in Resolution No. 05-NQ/TU, is not simply to complete assigned tasks but to build Dong Nai into a green, prosperous, civilized, and modern city, serving as a key growth pole for the Southeast region and the country.
