Dong Nai tax sector joins special emulation campaign

In response to the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai,” launched by the City Party Committee (CPC)’s Executive Board, Dong Nai Department of Tax (DoT) has introduced a range of measures aimed at improving tax administration and ensuring the fulfillment of state budget revenue targets.

The tax sector is focusing on improving tax administration efficiency while addressing bottlenecks that hinder state budget revenue collection and ensuring annual revenue targets are met or exceeded. At the same time, it aims to ensure annual revenue targets are met or exceeded, helping maintain a high growth rate in budget revenues and contributing to the city's goal of achieving double-digit economic growth.

Striving to increase budget revenue

One of the tax sector's key priorities is fulfilling domestic state budget revenue collection targets, an important indicator of the city's economic health. In 2026, Dong Nai aims to collect VND150 trillion in budget revenue, including more than VND124 trillion from domestic sources. Given the scale of this target, the DoT has identified revenue collection as a key political task requiring strong determination and close coordination among departments, agencies and local authorities.

Sharing the sector's key solutions, Deputy Director of the DoT Ta Hoang Giang said tax authorities are implementing a range of measures, including enhancing the management and collection of land-related revenues. In parrallel, greater attention is being paid to tax administration for household businesses and individual business operators. Giang noted that beginning in 2026, all household businesses across the city have transitioned from the presumptive tax regime to a declaration-based taxation system. Tax authorities will support all household businesses and individual business operators in complying with regulations on invoicing, documentation and digital infrastructure requirements during the transition.

In addition, tax authorities are carrying out measures to prevent revenue losses, strengthen risk management and tax inspections, recover tax arrears, accelerate administrative reform and expand the application of information technology. The sector is also stepping up communication efforts to ensure that new tax policies are communicated promptly and effectively to businesses and residents, particularly policies designed to support production and business activities.

Le Van Thanh, Head of Tax Branch No. 10, said the branch will focus on ensuring that all administrative procedures are processed electronically.

"We will continue reviewing and simplifying procedures to reduce processing times by at least 30 percent for taxpayers while strictly operating a digital progress-tracking system to ensure that data remain accurate, complete, clean and up to date," Thanh said.

The branch will also focus on removing bottlenecks and achieving breakthroughs in budget revenue collection. It is conducting comprehensive reviews of all revenue sources and identifying long-standing obstacles within its areas of responsibility in order to develop effective solutions.

" We are determined to meet and exceed assigned revenue targets and contribute to the overall growth objectives of Dong Nai City," he added.

Strengthening discipline to achieve targets

Speaking at the launch ceremony of the special 500-day-and-night emulation campaign, Director of the DoT Nguyen Toan Thang said the sector achieved many positive results in 2025, including strong budget revenue collection performance. However, he noted that shortcomings remain, particularly in administrative procedure processing and tax data management.

According to Thang, since Dong Nai officially became a city on April 30, 2026, every tax official must enhance their sense of responsibility, adopt new working methods and place work efficiency at the center of all activities. He urged officials to adopt a results-oriented mindset, emphasizing the principle of “finishing tasks rather than watching the clock.” The tax sector has already been equipped with modern information technology systems to support tax administration. Therefore, officials and civil servants must actively update their skills and make effective use of these tools to handle their assigned workload.

Officials' performance will be assessed based on measurable indicators recorded in the tax administration system, including overdue dossiers, cases involving illegal invoice trading, the number of high-risk enterprises and progress in tax data cleansing. Based on these results, the department's leadership will determine appropriate rewards or disciplinary measures.

As tax officials regularly interact with businesses and individuals, the sector has intensified efforts to strengthen discipline and order and professional conduct. The department requires all interactions with taxpayers to comply fully with regulations. Any complaints from businesses or residents, or any failure to meet professional standards, will be handled strictly in accordance with regulations. The implementation process must strictly follow the principle of the "six clarities": clear responsibilities, clear tasks, clear timelines, clear accountability, clear authority and clear results. Particular emphasis is placed on the responsibility of leaders in directing, managing and organizing implementation.

One of the key targets of the 500-day-and-night emulation campaign is to improve satisfaction among residents and businesses. The tax sector aims to achieve a satisfaction rate of at least 95 percent while ensuring that all procedures are handled transparently, conveniently and in compliance with regulations. The sector also aims to ensure that 100 percent of petitions and feedback under its authority are addressed on time with clear and measurable results.
