The special 500-day-and-night emulation campaign under the theme "Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai" is generating renewed momentum throughout Dong Nai City's political system.

To achieve its development goals in the new phase, the Dong Nai City Party Committee (CPC) has identified strengthening administrative discipline and order, enhancing the accountability of leaders, and improving the quality of public service delivery as key priorities. Alongside promoting unity and innovation, these efforts are expected to bring tangible improvements in services for residents and businesses.
Strengthening discipline for smoother governance
At a conference reviewing one year of operating the integrated organizational model of the political system and the two-tier local government model, Vu Hong Van, Member of the Party Central Committee and Secretary of the CPC, stressed the need to acknowledge that some officials still lack initiative and remain hesitant in carrying out their duties.
According to the Secretary, following the restructuring of the organizational apparatus, many responsibilities have been decentralized to grassroots authorities. This requires officials, particularly leaders, to enhance their management capacity, leadership skills and proactive approach in implementing assigned tasks. At the same time, he emphasized the need to renew thinking and working methods, overcome passivity and avoidance of responsibility, and foster a spirit of initiative, innovation and accountability for the common good.
These requirements underscore that strengthening administrative discipline and order is not merely a routine task but also a prerequisite for ensuring the effective operation of the administrative system in the new development stage.
Against this backdrop, Resolution No. 05-NQ/TU of the CPC’s Executive Board, which launched the special 500-day-and-night emulation campaign. The resolution also sets out specific targets through 2030 aimed at improving the quality of public service delivery and administrative performance.
Accordingly, the city strives to ensure that at least 98 percent of assigned tasks are completed on schedule while reducing overdue administrative dossiers by at least 70 percent. It also requires strict adherence to the principle of “six clear points: clear responsibilities, clear tasks, clear timelines, clear accountability, clear outputs and clear authority. This approach is expected to enhance the effectiveness and efficiency of the political system while delivering more responsive services to residents and businesses and supporting the city's broader development objectives.
Positive changes at the grassroots level
In Dau Giay ward, the spirit of Resolution No. 05 has been translated into practical measures aimed at strengthening administrative discipline and order and improving the accountability of officials and civil servants.
Nguyen Le Truong Son, Vice Chairman of the ward People's Committee, said the implementation of the resolution has provided fresh momentum for reforming governance and improving public services.
" The locality considers administrative discipline and order the foundation for building a professional and responsible working environment, with effective public service as the overarching goal. All tasks are implemented in accordance with the principle of six clarities, combined with the exemplary role of leaders and the sense of responsibility among officials and civil servants," Son said.
The results have been encouraging. During the first six months of 2026, Dau Giay ward has processed 7,267 administrative dossiers, with 99.93 percent handled on time or ahead of schedule. Online submissions have accounted for 99.89 percent of dossiers, while the rates of dossier digitization and online payment have both reached 100 percent.
Notably, the ward has recorded no complaints related to service attitudes, public ethics or misconduct by officials and civil servants.
While Dau Giay ward illustrates the effectiveness of administrative reform, Long Ha commune demonstrates the impact of administrative discipline on governance and task implementation.
In 2025, Long Ha ranked second among 95 communes and wards citywide in the administrative reform index. It was also one of six localities that successfully fulfilled all eight criteria under the assessment framework for service quality in administrative procedures and public services established under Decision No. 766/QD-TTg issued by the Prime Minister.
According to the Long Ha commune Party Committee, the implementation of the two-tier local government model has enabled the locality to exercise greater autonomy in handling affairs and accelerate socio-economic development initiatives.
During the first five months of 2026, the commune approved 10 of its 14 planned public investment projects and allocated more than VND36.25 billion in capital, equivalent to 89.5 percent of the city's assigned investment plan. Among the highlights were transport infrastructure projects connecting Long Ha with the former Long Tan commune and a road linking Hamlet 7 with Bu Ka 2 Hamlet. These projects received strong public support, with local residents voluntarily donating more than 10 hectares of land for road construction.
At the same time, seven of the commune's 10 public schools maintain national-standard status, 100 percent of beneficiaries under preferential policies receive allowances through cashless payment methods, and the commune has successfully eliminated poor households. These achievements have contributed significantly to improving governance effectiveness and administrative performance.
To generate stronger momentum during the peak phase of the campaign, inspection, supervision and performance evaluation have been identified as key priorities. According to Ha Thanh Tung, Deputy Director of the Department of Home Affairs, the department will advise the City People’s Committee to strengthen oversight of public service performance and conduct objective and comprehensive evaluations of officials, civil servants, public employees and the performance of agencies, units and local authorities. These measures are expected to reinforce administrative discipline, improve task implementation and help achieve the goals set out in Resolution No. 05.
The implementation period of Resolution No. 05 has been divided into five phases. The period from June 1 to December 31, 2026, has been designated as the peak stage for tightening administrative discipline and order, addressing delays, clearing backlogs and removing bottlenecks in task implementation. The goal is to deliver visible improvements in work progress, effectiveness and tangible outcomes throughout the special emulation campaign.
Experience from localities across the city shows that when administrative discipline and order are strictly maintained and the accountability of officials and leaders is strengthened, the administrative system operates more effectively and delivers better services to residents and businesses. That is also the core objective of the special emulation campaign.
