In recent times, numerous departments, sectors, and localities across Dong Nai City have proactively implemented innovative models and effective practices. These initiatives have incrementally modernized service delivery methods, advancing professionalism and modernity while placing citizens and businesses at the center of operations.

A notable feature of these initiatives is that many require only modest investment while delivering tangible benefits. They have helped shorten administrative processing times, reduce pressure on civil servants, and improve the experience of citizens and businesses when accessing public services.

Examples include the rollout of public service kiosks at the Public Administration Service Center of Binh Minh Commune; the introduction of vibrating pagers to assist with administrative procedures at the Public Administration Service Center of Xuan Hoa Commune; and the implementation of the "Saturday Golden Hour – Distance-Free Administration" model at the Dai Phuoc Commune People's Committee. These models not only shorten wait times but also reflect a shift in mindset from "citizens coming to administrative agencies" to "the government proactively serving the people." They have brought about a significant change in the public's experience at government offices and align with the goal of building a digital administration that operates smartly and transparently.

Dong Nai ranked among the top tier nationwide in both the 2025 Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS). This clearly reflects the breakthroughs in leadership, governance, administrative procedure reform, and service quality improvements for people and businesses in Dong Nai.

Over the past few years, Dong Nai's administrative reform leadership and governance have been implemented drastically and synchronously to meet practical demands. Alongside tightening administrative discipline and enhancing leadership accountability, Dong Nai has launched several innovative campaigns and models. These include the "Boundless Administration" model, the " 30-day campaign to increase the rate of record digitization and online public services," and the "30-day-and-night campaign on public investment disbursement." These efforts have brought about distinct changes in public duty performance, boosting the effectiveness and efficiency of state management.

In particular, the special 500-day-and-night emulation campaign, themed "Solidarity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai," is currently being widely implemented across the city. This campaign continues to demand even stronger innovations in local governance. Core tasks include unlocking development resources; reviewing and resolving bottlenecks in institutions, planning, land, investment, site clearance, and administrative procedures; definitively settling prolonged issues; improving the investment and business environment; and supporting enterprises in technological innovation, digital economy development, green economy transition, and high-value-added sectors.

As the two-tier local government model is gradually being completed and put into operation, the current requirement is not just to process work faster, but to serve better. Therefore, moving forward, it is essential to continue driving digital transformation while effectively creating, connecting to, and utilizing specialized databases. It is equally critical to upgrade the capacity, responsibility, and professional ethics of the public servant workforce, while intensifying inspections and supervision of public duty execution to rigorously evaluate the actual administrative reform results of each agency and unit.

Ultimately, the highest objective of administrative reform is not merely to reduce procedures or shorten processing times. It is to build a modern, transparent, and service-oriented administration that better meets the needs of citizens and businesses, thereby increasing public satisfaction and creating a solid foundation for the locality’s sustainable development.
