On June 11, at the second special session of the first-term Dong Nai City People’s Council, delegates approved resolutions adjusting the investment policies for the Cat Lai and Long Hung bridge projects.

For the Cat Lai bridge Project, the total investment has been adjusted upward from more than VND20.6 trillion to over VND24 trillion. Compensation, support and resettlement costs alone have increased from more than VND2.9 trillion to over VND4.4 trillion.
The project will be divided into two component projects: Component Project 1 covers compensation, site clearance, and the construction of connecting roads and bridges along the route extending from the Dong Nai side of the Cat Lai bridge approach road to the Ben Luc–Long Thanh Expressway. The project has a total investment of more than VND9 trillion, funded by the Dong Nai City budget.
Component Project 2 involves the construction of Cat Lai bridge itself, including the main span crossing the river and approach bridges on both the Ho Chi Minh City and Dong Nai City sides. The project carries a total investment of nearly VND15 trillion and will be implemented under the public-private partnership (PPP) model.
Under the project's financing plan, investors will contribute nearly VND15 trillion to Component Project 2, accounting for more than 62% of the total investment, including over VND2.2 trillion in equity capital. State capital allocated to Component Project 1 exceeds VND9 trillion, representing nearly 38% of the project’s total investment.
The project is expected to require nearly 127 hectares of land, including more than 121 hectares in Dong Nai and approximately 5.2 hectares in Ho Chi Minh City.
For the Long Hung bridge project, the total investment has been revised from more than VND12.4 trillion to over VND12.7 trillion. Compensation, support and resettlement costs have increased from more than VND776 billion to over VND1.5 trillion.
The project will also be divided into two component projects: Component Project 1 includes compensation, site clearance, and the construction of connecting roads and bridges along the route linking the Dong Nai side of the Long Hung bridge approach road with the Bien Hoa–Vung Tau Expressway. The project has a total investment of nearly VND4.3 trillion, financed through Dong Nai’s public investment budget. Component Project 2 covers the construction of Long Hung bridge, including the main bridge spanning the river and approach bridges on both the Ho Chi Minh City and Dong Nai City sides. The project has a total investment of more than VND8.4 trillion and will be implemented under the PPP model.

Under the project's financing plan, investors will contribute more than VND8.4 trillion, accounting for 66.34% of the total investment, including nearly VND1.3 trillion in equity capital. State funding for Component Project 1 amounts to nearly VND4.3 trillion. Construction is scheduled to take place from 2026 to 2029, while the project contract period is expected to run from 2026 until the local government completes payments to investors. The project will require approximately 66 hectares of land within Dong Nai City.
The adjustments were made following revisions to project scale and capacity in order to incorporate the selected architectural designs and ensure seamless integration with Ho Chi Minh City’s transportation network. The changes also reflect updates made during the preparation and completion of project documentation, as well as practical implementation requirements.
In addition, expanded land acquisition requirements for both projects have led to higher compensation and site clearance costs.
