Under the two-tier local government model, the ward ensured that the political system functioned smoothly and effectively. Socio-economic development maintained positive momentum, with 2025 budget revenue reaching 142% of the assigned estimate, significantly exceeding the target.

In 2025, the Party Committee and the People's Committee of Bien Hoa ward were evaluated and ranked by higher authorities as having excellently fulfilled their assigned tasks. These achievements reflect the spirit of unity, strong political determination, and the tireless efforts of the Party Committee, the administration, the Vietnam Fatherland Front, mass organizations, and the residents of Bien Hoa ward over the past year.

In his directive speech at the conference, Vien Hong Tien, Member of the Dong Nai City Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Bien Hoa ward, emphasized that, in response to new development requirements, officials, Party members, civil servants, public employees, and people from all walks of life in Bien Hoa ward must bring about substantive changes in local governance, people's lives, the effectiveness of the political system, and public trust in the Party.

In the time ahead, the entire ward will effectively implement Resolution No. 07-NQ/DU of the ward Party Committee’s Executive Board on launching a special 500-day-and-night emulation campaign under the theme "Unity - Discipline - Breakthrough - Development, building Bien Hoa ward into a modern, civilized, and sustainably developing urban area." Each affiliated Party cell, Party committee, and agency or unit in the ward must register at least one specific project or task during the emulation period. The ward will strengthen measures to increase state budget revenue and vigorously implement measures to achieve double-digit growth.

At the same time, efforts will be strengthened to fight crime and drug-related social evils. The time required to process administrative procedures will continue to be reduced, with citizen and business satisfaction used as the measure of the effectiveness of state administrative agencies. Leaders must foster a dynamic and creative spirit, dare to think, dare to act, and dare to take responsibility for the common good. They must proactively forecast developments, identify difficulties and challenges early, and put in place timely solutions.
