As the second phase of the first session of the 16th National Assembly (NA) (scheduled from April 20 to 23, 2026) approaches, the entire political system, people from all walks of life, and business community in Dong Nai are growing increasingly optimistic and expectant. This is because, during the working agenda of this session, the NA will consider and approve the Draft Resolution on the establishment of Dong Nai as a centrally governed city.
It can be seen that the time for the NA to press the button to approve the aforementioned resolution is only a matter of days. For residents of Dong Nai in general, and cadres, civil servants, and public employees in particular, witnessing this historic event, as well as contributing their efforts to the overall development process, is a meaningful and honorable milestone in each person's life.
How could it not be meaningful when this is the moment that marks the remarkable development in Dong Nai's position and strength, transitioning from an "industrial province" to a "modern industrial - urban - service city," serving as a driving force and fueling the aspiration to join the entire country in entering a new era of prosperity and affluence. How could it not be honorable when, on the journey of development of their homeland, of the land where they are living, working, and studying, there is always the contribution and joint effort of each individual. This includes the important imprint of the contingent of cadres, civil servants, and public employees - the force directly responsible for organizing implementation, bringing policies, guidelines, and development orientations into reality.
The contingent of cadres, civil servants, and public employees is regarded as the “key of all keys,” determining whether the political system operates smoothly, effectively, and efficiently. Recognizing this, the Resolution of the First Congress of the Dong Nai Provincial Party Committee for the 2025–2030 term identified one of the province's development perspectives for the next 5 years, that is leading in building a two-tier local government that shifts from local management to local governance "for the sake of the people." The resolution also emphasizes promoting patriotic traditions, the spirit of solidarity, “One mind top to bottom, smooth sailing across length and breadth”; while fostering self-reliance, resilience, the aspiration for development, and the determination to overcome challenges, promoting the combined strength of the entire political system and the people. It calls for building a capable, professional, responsible, and exemplary contingent of officials dedicated to the common good.
Most recently, in Conclusion Notice No. 182-KL/TU, dated April 11, 2026, on the results of implementing tasks in the first quarter of 2026 and the direction and tasks for the second quarter of 2026 of the Party committees, the Provincial Party Committee Office, the Provincial Political School, and Dong Nai Newspaper and Radio, Television, the Standing Board of the Provincial Party Committee requested leaders of units to ensure that all cadres and civil servants in their agencies change their perception, mindset, and working methods from "rural governance to urban governance"; each agency and unit must have a specific program and plan, linked to each target and each progress milestone in accordance with the "six- clarity" motto: "clear personnel- clear tasks-clear responsibilities- clear authority- clear timelines- clear outcomes.”
Thus, the perspectives, goals, tasks, and solutions for each agency, unit, and job position for both the immediate and long-term periods have been clearly outlined; the most important thing now is action - organizing the implementation in a synchronized and decisive manner to create clear changes. With a spirit of responsibility, dedication, and dynamism, the contingent of cadres, civil servants, and public employees is fully capable of accomplishing, and excelling in political tasks assigned to them, contributing to improving the effectiveness of state management, while spreading confidence, inspiring, and creating motivation for people from all social strata and the business community in the province to join hands in building Dong Nai into a livable city...
