On April 14, the National Assembly (NA) Standing Committee held its 1st session to consider the Government’s proposals to form ten wards in Dong Nai province, establish Dong Nai City, and set up the People’s Court and People’s Procuracy of Dong Nai City.

Nguyen Khac Dinh, Member of the Party Central Committee and Vice Chairman of the NA, presided over the session. The event was co-chaired by Do Van Chien, Politburo Member and Standing Vice Chairman of the NA; and members of the Party Central Committee and vice chairpersons of the NA, including Nguyen Thi Thanh, Nguyen Doan Anh and Nguyen Thi Hong.
Chairpersons of NA committees attended the session to provide feedback on the proposals.
On behalf of the Dong Nai provincial leadership, Vo Tan Duc, Deputy Secretary of the Provincial Party Committee (PPC); and Nguyen Kim Long, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee attended the session.
Dong Nai holds a strategic position for both national and regional growth
On behalf of the Government, Do Thanh Binh, Member of the Party Central Committee and Minister of Home Affairs, attended the session and reported on the contents of the proposals.
During the session, Do Thanh Binh, Minister of Home Affairs, presented proposals regarding the establishment of 10 wards in Dong Nai province, including Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai, and Loc Ninh, as well as the establishment of Dong Nai City based on the current area and population of Dong Nai province; and the proposal for the formation of the People's Court and the People's Procuracy of Dong Nai City.

After hearing the Government representatives presented the proposals, representatives of the NA committees - including the NA Committee for Legal and Judicial Affairs, the NA Committee for Economic and Financial Affairs, the NA Committee for National Defence, Security and Foreign Affairs, and the NA Committee for People’s Aspirations and Supervision - provided feedback on the proposals of the Government, the Supreme People's Court of Vietnam, and the Supreme People's Procuracy of Vietnam regarding the establishment of Dong Nai City.

The delegates appreciated the proposal presented at the session; they also noted that Dong Nai province, the Government, and relevant ministries and sectors - including the Ministry of Home Affairs, the Ministry of Construction, the Supreme People's Court of Vietnam, and the Supreme People's Procuracy of Vietnam - had made thorough and complete preparations, following proper legal procedures and requirements, making the proposals eligible for the NA Standing Committee to review and submit to the NA for consideration in accordance with its jurisdiction.

The Party Central Committee and the Politburo pay special attention to the development of Dong Nai
Do Van Chien, Standing Vice Chairman of the NA, reiterated the Politburo's perspective on Dong Nai province's development in the new era, which is to transform the province into a significant national growth pole, a hub for economic connectivity and a gateway for international integration in the new phase; becoming a model of dynamic, civilized and happy development; contributing to creation a new development space for the entire Southeast region. Based on this very correct and insightful perspective of the Politburo, there is sufficient ground for the NA Standing Committee to present the formation of Dong Nai City to the NA for approval during the 1st session of the 16th NA.
Approving and passing the Resolution on the establishment of 10 wards in Dong Nai province
At the session, the delegates unanimously agreed that the formation of 10 wards in Dong Nai province and the establishment of Dong Nai as a centrally governed city are extremely important, affirming the province's role as a development driver in the new period.
Le Tan Toi, Member of the Party Central Committee and Chairman of the NA Committee for National Defence, Security and Foreign Affairs, emphasized that the establishment of Dong Nai City is very necessary and holds strategic significance for national defense, security, and foreign affairs. This is due to the fact that after the administrative merger, Dong Nai shares a border with a neighboring country, becoming a key frontier for national defense and security. In particular, Dong Nai currently is home to the Long Thanh International Airport project, which will serve as a gateway for the country's foreign affairs.

At the session, Nguyen Khac Dinh, Vice Chairman of the NA conducted a vote by the NA Standing Committee to approve and pass the draft Resolution on the establishment of 10 wards under Dong Nai province, under the jurisdiction of the NA Standing Committee. Additionally, the NA Standing Committee voted in principle to approve the draft for the establishment of the People's Court and the People's Procuracy of Dong Nai City, based on the current organizational structure of the People's Court and People's Procuracy of Dong Nai province.

Completing the dossiers no later than April 16 for submission to the legislature’s 1st session
Members of the NA Standing Committee voted unanimously to allow the Government to direct the Ministry of Construction to issue a document recognizing Dong Nai as a tier-1 urban area so that Dong Nai achieves all 7 criteria for a tier-1 urban area. Additionally, the NA Standing Committee absolutely decided to approve the proposal for the NA to issue a resolution on the establishment of Dong Nai City during the 1st session of the 16th NA.
Nguyen Khac Dinh, Vice Chairman of the NA, requested that by April 16, the Government and relevant ministries and sectors must complete the dossiers to be submitted to the NA for presentation at the session.
The NA Standing Committee agreed to submit to the NA that the resolutions related to the formation of Dong Nai City will take effect on April 30, 2026, coinciding with the 51st anniversary of the Liberation of the South and National Reunification (April 30, 1975-2026). This is also a significant political milestone, creating an enthusiastic atmosphere for the Party Committee, government, military, and people of Dong Nai to compete in building a wealthy, civilized, and prosperous Dong Nai City.
After Do Thanh Binh, Minister of Home Affairs, acknowledged the opinions of the NA Standing Committee at the session regarding the content of the proposals, Vo Tan Duc, Deputy Secretary of the PPC, on behalf of the Party Committee, government, and people of Dong Nai province, expressed his sincere gratitude to the leaders of the NA Standing Committee for taking the time to review and provide feedback on the proposal to establish Dong Nai as a centrally governed city and the wards under the province. He said the NA Standing Committee's attention and assistance will be a tremendous source of inspiration, setting the stage for Dong Nai to better leverage its potential and advantages, and make a greater contribution to the country's general development.
