On April 28, the National Assembly (NA) Deputies’ Group No.1 of Dong Nai province held a voter meeting following the first session of the 16th NA.
The delegation included Le Minh Tri, Politburo member, Secretary of the Party Central Committee (PCC) and Head of the PCC’s Commission for Internal Affairs; Vu Hong Van, Member of the PCC, Secretary of the Dong Nai Provincial Party Committee, and Head of the Provincial NA Deputies’ Delegation; Bui Xuan Thong, Member of the Provincial Party Committee and Deputy Head of the Provincial NA Deputies’ Delegation; and Nguyen Tran Phuong Ha, Deputy Secretary of the Provincial Youth Union.

The conference was connected online from the Tran Bien ward Party Committee Hall to venues at the People’s Committees of Tan Trieu, Trang Dai, Tam Hiep and Bien Hoa wards.
Also attending were Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Dong Nai Fatherland Front Committee; Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee; Ho Van Nam, Member of the Provincial Party Standing Committee, Party Secretary and Chairman of the People’s Council of Tran Bien ward, along with representatives of provincial departments, sectors and localities.
At the event, delegates heard Nguyen Tran Phuong Ha report on the outcomes of the first session of the 16th NA. According to the report, the session carried special significance in institutionalizing the Resolution of the 14th NA Congress, as well as the guidelines and conclusions of the PCC, the Politburo and the PCC's Secretariat, particularly the contents recently adopted at the PCC’s second plenum.
Most notably, the NA approved the Resolution on the establishment of Dong Nai City, which will officially take effect on April 30, 2026.

Speaking at the conference, voters expressed delight over Dong Nai’s official elevation to city status from April 30, 2026. They described this as a source of great pride, while also emphasizing the higher demands it places on urban governance, infrastructure development, improvement of people’s living standards, and the building of a streamlined, efficient and effective administrative apparatus.
Against that backdrop, voters urged central authorities to continue introducing key mechanisms and policies to help Dong Nai achieve rapid and sustainable growth, in line with its role as a key regional and national growth engine.
Voters from various wards also showed particular interest in urban planning, investment promotion, the attraction of strategic investors, and the implementation of major projects that could generate new growth momentum for the locality.
They further called for synchronized investment in transportation infrastructure, drainage systems, public facilities, urban renovation and modern city development following Dong Nai’s transition to city status.
In addition, voters proposed that the province place greater emphasis on improving quality of life through the expansion of social amenities, public spaces, green parks and parking facilities. They also stressed the need to promote grassroots democracy and ensure people’s right to participate in and supervise urban development and the rollout of new policies.
Attention was also drawn to the importance of resolving longstanding difficulties, handling delayed projects, enhancing the efficiency of public land use, and unlocking the potential of strategically located land areas. Policies for grassroots workers in hamlets and neighborhoods were likewise highlighted.
While acknowledging Dong Nai’s achievements in socio-economic development, budget revenues, public investment disbursement and the implementation of key projects, voters voiced confidence in the leadership and direction of the Central and the Provincial Party Committee in further steering the locality toward stronger growth in the coming period.
The voters also expressed hope that NA deputies would continue to serve as an effective bridge for public aspirations, conveying voters’ concerns and recommendations to the NA and contributing to sound policy decisions for Dong Nai and the country as a whole.

Addressing the voter meeting, NA deputy Le Minh Tri, Politburo member, Secretary of the PCC and Head of the PCC’s Commission for Internal Affairs stated that the NA Deputies’ Delegation would fully record voters’ opinions and recommendations for submission to competent central agencies for consideration and resolution.
Issues falling under the authority of provincial and commune administrations, he noted, had already been directly discussed and clarified by provincial leaders, with relevant departments instructed to study and address them promptly.
NA Deputy Le Minh Tri also expressed his satisfaction with the remarkable outcomes of the first session of the 16th NA, particularly the adoption of the Resolution establishing Dong Nai City.
He described the move as a milestone of exceptional significance, opening up new development space and creating strong momentum for Dong Nai to accelerate, grow sustainably and emerge as a major national growth pole in the new era. Meanwhile, it underscores the locality’s expanding role, position and responsibility in advancing the country’s overall development.

Regarding the development orientation for Dong Nai City, Tri stressed that the locality must embrace a new vision, new aspirations and a new approach, with institutions, infrastructure and human resources serving as the foundation.
He underscored the need for the locality to accurately assess its current conditions, clearly define its resources and development objectives, and formulate appropriate mechanisms and policies while proactively proposing solutions to central authorities to remove barriers and enable breakthroughs.
Dong Nai must develop concrete and substantive resolutions, plans and strategic solutions to drive smart and modern urban development and accelerate digital transformation.
In this process, planning must take the lead as a crucial legal foundation for attracting investment. It should also shape new development space and strengthen connectivity with neighboring localities, especially Ho Chi Minh City, in order to establish an integrated regional growth pole.
On the organization of the two-tier local government model, Head of the PCC’s Commission for Internal Affairs Le Minh Tri said that central authorities would conduct a comprehensive review after one year of implementation to identify difficulties and shortcomings.
He praised Dong Nai’s proactive spirit in launching training and capacity-building programs for officials early on to meet the demands of new tasks.
Tri further noted that the Government is actively listening and working to remove bottlenecks and obstacles for localities in order to expand development opportunities. He urged Dong Nai to maintain its pioneering role through discipline, unity and consistency in both awareness and action, while decisively resolving longstanding issues and complex problems to strengthen public and business confidence. Moving ahead, the locality must strengthen coordination, proactively work with ministries and central agencies, and remain persistent, decisive and dynamic in removing obstacles to its development.

Head of the PCC’s Commission for Internal Affairs Le Minh Tri also reaffirmed the consistent and resolute stance on anti-corruption and anti-negativity efforts, emphasizing that this is the mission of the entire political system and the people in building a clean and strong apparatus.
For his part, Member of the PCC, Secretary of the Dong Nai Provincial Party Committee, and Head of the Provincial NA Deputies’ Delegation Vu Hong Van stressed that April 30 is not only a major historical milestone for the nation, marking the 51st anniversary of the liberation of the South and national reunification, but also a special moment for Dong Nai as the resolution on establishing Dong Nai City officially comes into effect.
He said this achievement reflects the deep attention, trust and support that the Politburo and the PCC have placed in Dong Nai, while also embodying the strong political determination and aspirations of the local Party Organization, government and people.

Building on that momentum, Dong Nai is determined to create strong transformation and usher in a new chapter of development, where the urban landscape and people’s quality of life truly match its new status and where it is fully prepared to become a key growth pole of the country.
Secretary of the Provincial Party Committee Vu Hong Van added that the province will focus on comprehensive re-planning in a synchronized, modern and methodical manner with a long-term vision.
Priority will be given to strategic infrastructure development, improvements in healthcare, education and digital transformation, as well as to building and upgrading the quality of the workforce to meet the demands of the new development stage.
