Readying governance capacity for Dong Nai’s new city status

On April 28, after a focused, serious and responsible working session, Dong Nai Provincial People’s Council concluded its 3rd thematic session for the 11th tenure.

During the session, delegates reviewed, discussed and approved a series of resolutions on investment policies for major infrastructure projects. These included the construction of a connecting route from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4; an elevated road along National Highway 51 from Vung Tau Intersection to the interchange linking Vo Nguyen Giap Street with the Bien Hoa – Vung Tau Expressway; and the extension of the Ben Thanh – Suoi Tien metro line to the Provincial Administrative Center and Long Thanh International Airport under the public-private partnership (PPP) model.

In addition, the Council approved the inclusion of a key project in the list of projects under Dong Nai’s 2026 public investment plan, as well as amendments and supplements to land area details under Resolution No. 20/NQ-HĐND dated April 10, 2026,  of the Provincial People’s Council regarding land plots for bidding on investment projects using land in Dong Nai province in 2026 (first phase). It also passed the supplementary list of works and projects subject to land recovery in Dong Nai in 2026.

In her closing speech, Ton Ngoc Hanh stressed that for the resolutions adopted at the session to be quickly translated into practical outcomes and deliver substantive effectiveness, the Provincial People’s Committee, relevant departments, sectors and localities must promptly organize implementation immediately after the session.

She further called for accelerated procedures and administrative processes so that projects, mechanisms and policies could soon be put into practice. The preparation of dossiers, submissions and draft resolutions, she noted, must be carried out thoroughly and rigorously in both content and wording, ensuring feasibility and avoiding repeated revisions that could affect progress and the quality of governance.

Furthermore, she urged authorities to improve the management and utilization of resources already approved by the Provincial People’s Council, while focusing on expediting the implementation of mechanisms and policies, particularly those related to cadres, civil servants and public employees, so as to avoid prolonged delays that could undermine public trust and policy effectiveness.

Ton Ngoc Hanh also emphasized that the Provincial People’s Council, its committees and each individual delegate must proactively prepare their mindset, capacity and working methods to meet the demands of a new governance model as Dong Nai transitions into a city.

She noted that this would be a period requiring an even greater role in decision-making from the Provincial People’s Council in formulating mechanisms, mobilizing resources, attracting talent and creating development opportunities. Therefore, each delegate must elevate their sense of responsibility, expertise and courage in carrying out the entrusted mission.

“With solidarity, responsibility, strong determination and the coordinated engagement of the entire political system and the people, Dong Nai will overcome challenges, seize opportunities, build an effective and efficient operating apparatus, and develop in a manner worthy of its role as an important growth pole of the Southern region and the country,” Hanh stressed.
