Dong Nai has issued a series of directives requiring departments, agencies, and localities to decisively implement socio-economic development tasks while tightening administrative discipline and order among cadres and civil servants.
At the same time, the province is accelerating administrative reform and strengthening inspection and supervision to build a professional, efficient administration that better serves citizens and businesses.
Tightening administrative discipline and order
At the Public Administration Service Center of Phu Rieng Commune, the reception and processing of administrative procedures are carried out in an orderly and efficient manner. From the start of the working day, cadres and civil servants are fully present and focus on handling dossiers across all sectors, ensuring the fastest and most effective service for citizens. This helps save time and enhances public satisfaction when carrying out administrative procedures.

Huynh Thi Thanh Tinh, a resident of Dong Xoai Ward, frequently applies for land-related procedures at Phu Rieng Commune and praised the professionalism and sense of responsibility of local cadres and civil servants. “Not only during weekdays, but cadres and civil servants here also process administrative procedures on Saturdays and outside working hours, which is very convenient for residents. Those unfamiliar with public services receive dedicated guidance, and elderly people are even assisted directly to reduce repeated visits,” she said.
Administrative discipline and order are not only reflected in working style and methods but also in cutting intermediate processes, shortening the time to resolve dossiers, standardizing internal processes, linking data, etc., limiting the situation where people are asked to supplement documents many times. Nguyen Thi Trang, a civil servant at the Phu Rieng Commune Public Administration Service Center, shared: "We only finish work when there are no citizens’ dossiers left on the table. We absolutely do not let any dossiers be delayed until the next day. Departments and divisions regularly coordinate and exchange information to promptly handle arising problems, so that work is not interrupted."
Ho Trung Cuong, Deputy Director of the Phu Rieng Commune Public Administration Service Center, said: Bringing discipline and order into the digitalization process helps commune leaders monitor the progress of online document and dossier processing in real time. Since July 2025, the entire process of receiving and processing dossiers of the commune has been automatically recorded on the system. Therefore, any errors are detected immediately. This is a modern and transparent form of administrative discipline management.
To become one of the top units in the province in terms of administrative reform index and public service quality, Binh Phuoc ward has strictly implemented regulations on administrative discipline and order. In particular, the decentralization and clear assignment of people and tasks combined with the arrangement of cadres with the right expertise, strengths, and capabilities have greatly increased work efficiency, and the ward's dossier digitalization rate always reaches over 99%.
Ngo Hong Khang, Chairman of Binh Phuoc Ward People's Committee, said that faced with the strong increase in the number of dossiers after the rearrangement of administrative units, the ward focused on reorganizing the work processing system flexibly. At the same time, it promoted the application of information technology in resolving administrative procedures; reviewed, arranged, and reassigned cadres appropriately. Thus, even though the number of dossiers is large, the resolution results are always good.
A shared goal of serving the people
After the two-level local government apparatus came into stable operation, administrative agencies in the province built their own codes of conduct, focusing on communication attitudes and serving citizens. The image of cadres “welcoming citizens with a smile, providing dedicated guidance, and delivering results on time” has gradually become familiar at most public administration service centers from the provincial to the communal levels. We often stay after working hours to review and improve our performance, ensuring better service delivery and fewer complaints from residents.”

Dong Nai is promoting administrative reform in a practical way, using the satisfaction level of people and businesses as a measure. Therefore, all state agencies start with a spirit of responsibility and the exemplary leadership of their heads. The principle of “six clarities” (clear personnel, clear tasks, clear timelines, clear accountability, clear outputs, and clear authority) is thoroughly and practically implemented in each agency and unit to measure work efficiency.
Huynh Dang Minh Khoa, Vice Chairman of Long Hung Ward People's Committee, said that the ward has changed its operational model from a management mindset to a service mindset to enhance its ability to meet the needs of the people. A flexible and clear operational method not only modernizes public service, using the smooth operation of the system and the satisfaction of people and businesses as a measure, but also contributes to a transparent and professional administration.
Amid the transition to a new governance model, Dong Nai requires all agencies and units to foster a disciplined, friendly, and professional working environment. Regular inspections are conducted to ensure compliance with administrative rules, promptly addressing shortcomings and strengthening accountability of officials and civil servants.
Maintaining strict discipline and order in public service not only enhances state management effectiveness but also demonstrates political resolve in reforming and modernizing public service. The tangible values measured by the satisfaction of people and businesses are the driving force for Dong Nai to continue striving towards a smart urban governance model, serving the people.
Thanks to these efforts, Dong Nai’s administrative apparatus has seen positive changes.
