Stronger focus needed to make breakthroughs in tackling difficult tasks

The special 500-day-and-night emulation campaign, themed “Solidarity – Discipline – Efficiency – Breakthrough for a civilized and modern Dong Nai” launched by the Dong Nai City Party Committee (CPC)’s Executive Board, is providing fresh impetus to efforts to achieve the city's key socio-economic development targets.

According to Nguyen Van Ut, Deputy Secretary of the CPC and Chairman of the Dong Nai People's Committee, the campaign should continue to focus on major and challenging tasks, encourage officials and Party members, particularly heads of agencies and units, to think boldly and act decisively, and mobilize the strength of the entire community.

A foundation for Dong Nai to accelerate

In 2025, and particularly in 2026, Dong Nai has undergone significant changes in its thinking and approach, demonstrating strong determination to regain its position among Vietnam's leading localities in socio-economic development. The city's establishment has opened a new chapter, with a new position and renewed determination. Dong Nai is not only pursuing its own development but also shouldering the major responsibility of becoming an important growth pole for the southeastern region and the country as a whole.

Efforts to streamline the organizational apparatus, reorganize personnel and effectively implement the two-tier local government model have helped Dong Nai remove numerous bottlenecks to development. A culture of waiting for instructions, relying on others, fearing mistakes and shifting responsibility has gradually given way to a stronger sense of initiative, encouraging officials to think boldly, act decisively and deliver results. These changes have produced tangible and measurable outcomes, demonstrating the leadership and management capacity of Party committees, authorities and agency heads.

Specifically, in 2025, Dong Nai ranked third nationwide in the Provincial Administrative Reform Index (PAR Index), and was placed among the country's top three localities in the Satisfaction Index of Public Administration Services (SIPAS), as well as among the top five localities nationwide in State budget revenue, with collections exceeding VND100 trillion. In the first eight months of 2026, the city continued to record encouraging socio-economic results, with State budget revenue exceeding VND70 trillion. Public investment disbursement also improved significantly, reaching 56%, placing Dong Nai among the localities with the highest disbursement rates nationwide. The city is striving to reach 70% of its full-year target by the end of this August.

Dong Nai's efforts to accelerate development and deliver breakthroughs in recent years have been highly appreciated by local residents and the business community. Nguyen Van Huyen, a resident of Tran Bien ward who has been retired for many years, said he was particularly encouraged by the city's efforts to accelerate a series of major transport infrastructure projects, including Long Thanh International Airport, expressways, ring roads and bridges, as well as preparations for urban railways and high-speed railways. These projects are the lifelines of the economy and will help Dong Nai accelerate its development and make breakthroughs.

Meanwhile, Le Thi Thu Thao, a resident of Long Hung ward who has worked in Dong Nai for nearly 15 years, said her long-held dream of owning a decent home could become a reality as the city has developed a growing number of social housing projects over the past two years. Two such projects are currently under construction in Long Hung ward, providing thousands of apartments at prices that could be within reach of workers with sufficient savings. “I hope more social housing projects will be developed in densely populated wards to better meet workers' housing needs,” Thao said.

Creating ripple effects

Since becoming a city, Dong Nai has been working to fulfill its political commitments to the central government by making breakthroughs in socio-economic development and contributing more to the State budget. The city has also made specific commitments to the Government to achieve double-digit economic growth in 2026, raise State budget revenue to VND150 trillion and complete 100% of its public investment disbursement plan. These commitments are regarded as difficult and challenging tasks, but they also provide an opportunity for Dong Nai to demonstrate its pioneering spirit and determination to think boldly, act decisively and deliver on its promises. If these targets are achieved, the city is expected to gain greater access to investment resources from the Government in 2027, creating additional opportunities for breakthroughs.

To fulfill its socio-economic development commitments, Dong Nai City is making efforts every day across all sectors. The city has broken ground on a series of major transport projects with very large investment capital.

Once projects get underway, communes and wards along their routes must actively coordinate and accelerate site clearance, as cleared site is a key factor determining project completion schedules. Although site clearance is a new and challenging task for grassroots-level authorities, localities have demonstrated strong efforts to fulfill their responsibilities.

The special 500-day-and-night emulation campaign has demonstrated the determination and strength of the city's entire political system. The campaign should therefore be further strengthened to ensure more substantive results and broader impact. Efforts should focus on major and urgent issues to maximize effectiveness, with a strong determination to achieve the double-digit growth target and VND150 trillion in State budget revenue that the city has committed to the Government.

Phuoc Son commune, for example, has completed 100% of site clearance for the 10km section of the Gia Nghia–Chon Thanh Expressway project. Gia Kiem, Dinh Quan and Phu Hoa communes have also basically completed site clearance for the Dau Giay–Tan Phu Expressway project. Dong Nai has assigned specific tasks to communes and wards to complete site clearance in September for Routes 773, 770B and 769, with combined investment of nearly VND12 trillion. These routes will play a key role in establishing seamless transport links with Long Thanh International Airport.

In An Phuoc commune, the local authorities successfully completed site clearance for Route 25C after Chairman of the City People's Committee set a specific target for the task. This has helped keep the project on track to open to traffic in September 2026, linking the route with Long Thanh International Airport ahead of the trial operations of the billion-dollar airport project.

According to Ho Van Ha, Vice Chairman of the Dong Nai People's Committee, under the close and decisive leadership of the CPC’s Standing Board and the City People's Committee, departments and local authorities have been making every effort to focus on major and challenging tasks and accelerate implementation. Under the intense pressure of these tasks, departments and local authorities have become better coordinated in their operations.

Projects that previously faced major difficulties with site clearance are now generally progressing on schedule. Construction projects have also accelerated as contractors benefit from cleared sites and face regular inspection and supervision, requiring them to keep pace with their committed schedules. The city is also prepared to promptly address difficulties and obstacles so that agencies and local authorities can effectively fulfill their assigned tasks.
