Alongside speeding up site clearance, the city is tightening discipline and taking firm action against contractors that fall behind schedule on key construction projects.
Terminating contracts with delayed contractors
In late October 2026, the City Traffic Construction Investment Project Management Board announced the termination of construction contracts with two contractors involved in bidding packages under Component Project 1 of the Bien Hoa–Vung Tau Expressway and Component Project 3 of Ho Chi Minh City’s Ring Road 3, covering the section passing through Dong Nai City.
Both are key infrastructure projects that provide transport links to Long Thanh International Airport. However, construction has remained behind schedule, preventing completion within the planned timeframe. In addition to site clearance difficulties and shortages of construction materials, the limited construction capacity of some contractors has also contributed to delays.
Notably, before deciding to terminate the contracts, the project investor had repeatedly issued written reminders, reprimanded the contractors and imposed penalties for schedule violations. However, construction progress showed no significant improvement.
According to the City Traffic Construction Investment Project Management Board’s termination notice, the contract with Hai Dang Joint Stock Company was terminated for all outstanding work, including work assigned to its subcontractors. Hai Dang was a member of the consortium responsible for Construction Package No. 21 under Component Project 1 of the Bien Hoa–Vung Tau Expressway. The company had suspended construction for 43 consecutive days without valid reasons, from May 19 to June 30, demonstrating its inability to continue fulfilling its contractual obligations.
Meanwhile, Tan Nam Construction Joint Stock Company, the contractor responsible for Construction Package No. 26 under Component Project 3 of Ho Chi Minh City’s Ring Road 3, had previously asked the project investor to find another contractor to take over and complete the remaining work.
Driving progress on each project
Long Thanh Airport is scheduled to begin operations on December 24. To support airport operations, its connecting transport network, including the Bien Hoa–Vung Tau Expressway and Ho Chi Minh City’s Ring Road 3, must be completed in a coordinated manner.

Vo Tan Duc, Deputy Secretary of the City Party Committee, said ensuring transport connectivity to Long Thanh Airport was an especially important task, directly affecting the airport’s operational efficiency, urban development, logistics and the city’s competitiveness. The connecting roads must therefore be ready to ensure smooth traffic flows when the airport begins operations.
Speaking at a late-October 2026 meeting of the City People’s Committee with relevant units on implementation progress and public investment disbursement for 2026, Ho Van Ha, Member of the City Party Committee, Vice Chairman of the City People’s Committee, identified contractors’ construction capacity as one of the reasons behind delays in public investment projects. Although construction activities have recently been significantly affected by fluctuations in fuel and material prices, project investors must tighten discipline among contractors, intensify supervision and take decisive action to accelerate implementation during the final nearly two months of 2026, he said.
According to the City Traffic Construction Investment Project Management Board, the target for Component Project 1 of the Bien Hoa–Vung Tau Expressway is to complete the remaining 9.5 kilometers of frontage roads and overpass approach roads before November 30. The selection of a replacement contractor for Hai Dang Joint Stock Company is also expected to be completed in November 2026, enabling construction to proceed toward completion of the entire project in December 2026.
For Component Project 3 of Ho Chi Minh City Ring Road 3, the goal is to complete the entire project and put it into operation in December 2026.
According to the City Traffic Construction Investment Project Management Board, by the end of October 2026, construction progress on Component Project 1 of the Bien Hoa–Vung Tau Expressway had reached 98% of the contract value. The corresponding figure for Component Project 3 of Ho Chi Minh City’s Ring Road 3 was nearly 80%.
