In 2026, the city has identified public investment disbursement as a key priority in its efforts to achieve an economic growth target of 11%.

Disbursement rate high but still below expectations

According to the Department of Finance, the 2026 public investment capital plan assigned to Dong Nai by the Prime Minister totals more than VND27 trillion. After deducting 5% in savings from the allocated plan, with the amount returned to the Central Government to supplement funding for the Lao Cai–Hanoi–Hai Phong railway project, the city allocated nearly VND26 trillion to investment projects.

By the end of October 2026, the city had disbursed more than VND19.7 trillion, equivalent to nearly 73% of the capital plan assigned by the Prime Minister and over 76% of the assigned plan after deducting the 5% savings.

According to the Department of Finance, in just one month, from September 30 to October 29, 2026, the city disbursed more than VND1.1 trillion in public investment capital.

Assessing public investment disbursement as of the end of October 2026, Ho Van Ha, Member of the City Party Committee, Vice Chairman of the City People’s Committee, said that the city's disbursement rate in 2026 was the highest recorded over the past six years. However, it remained below expectations and had yet to meet the set targets.

Tran Anh Tu, Deputy Director of the Department of Finance, attributed the slower-than-expected disbursement to several factors. The restructuring of project management boards in August 2026 affected disbursement progress, as the units needed time to stabilize their organizational structures and take over project files and documents following the reorganization. This affected disbursement activities in August and September. Prolonged heavy rainfall also disrupted construction activities and, consequently, the public investment disbursement. “Rising prices and shortages of construction materials have also affected project implementation and the pace of capital disbursement,” Tu said.

Achieving 90% disbursement in November

In 2026, the city has set a target of disbursing 100% of its public investment capital plan. To achieve this goal, at a late-October meeting with departments, agencies and project investors on the progress of public investment disbursement across the city, Nguyen Van Ut, Deputy Secretary of the City Party Committee, Chairman of the City People’s Committee, called for decisive action. “In November 2026, the city's public investment disbursement rate must reach 90% of the plan. There is little time left in the year, so disbursement must be accelerated. Project investors must demonstrate strong determination and establish specific roadmaps and plans for implementation. They must also step up supervision, inspections and follow-up on project progress,” he said.

The City Management Board for Transport Construction Investment Projects has been assigned the largest public investment capital plan among the city's project investors for 2026, receiving more than VND12 trillion after additional funding was allocated. By the end of October, the board had disbursed approximately 76% of its allocated capital.

Tran Trong Thuy, Director of the board, said it aimed to achieve a 100% disbursement rate for its 2026 public investment allocation by December 22. The board has also launched a special emulation campaign to accelerate disbursement.

“The board has established two task forces: one to conduct on-site inspections of construction works and projects, and the other to review the documentation for each project and promptly address any obstacles as they arise,” Thuy said.

The City Land Fund Development Center is another unit receiving a substantial capital allocation for 2026, totaling nearly VND4.8 trillion for the implementation of 12 projects.

Nguyen Cao Tai, Director of the center, said its disbursement rate had reached 88% of the allocated plan by the end of October 2026. Of the 12 projects, the center has been assigned the role of project owner for nine, covering compensation and site clearance. To date, disbursement for these nine projects, supported by the approval of compensation and assistance plans, has reached high levels, ranging from 95% to 100%.

“For the three projects involving the construction of resettlement areas, our disbursement rate has also exceeded 70%. We are committed to completing the disbursement of all capital allocated to these projects in December 2026,” Tai affirmed.
