At an inspection of the Long Thanh International Airport Project and connecting transport projects on the morning of October 4, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc asked the Ho Chi Minh City and Dong Nai City People’s Committees to work together and soon connect the expressway routes, allowing vehicles with more than nine seats to use part of the Bien Hoa–Vung Tau Expressway and helping ease traffic pressure on National Highway 51.

Accordingly, Standing Deputy Prime Minister Pham Gia Tuc asked the leaders of the two localities and relevant agencies to promptly open the Tan Hiep Interchange to traffic, connecting the Ben Luc–Long Thanh Expressway with the Bien Hoa–Vung Tau Expressway. This would enable vehicles to travel continuously from the Ho Chi Minh City–Long Thanh–Dau Giay Expressway to the Bien Hoa–Vung Tau Expressway via the Long Thanh Interchange. Vehicles would also be able to travel from the Ben Luc–Long Thanh Expressway to the Bien Hoa–Vung Tau Expressway via the Tan Hiep Interchange. As a result, vehicles with more than nine seats would be able to travel on the Bien Hoa–Vung Tau Expressway from the Ho Chi Minh City–Long Thanh–Dau Giay and Ben Luc–Long Thanh expressways toward the Vung Tau area of Ho Chi Minh City and vice versa. This is expected to help ease traffic pressure on National Highway 51.
Following the Standing Deputy Prime Minister’s directive during his on-site inspection, officials from the Ho Chi Minh City and Dong Nai City People’s Committees agreed that they would work together to finalize an operating plan allowing vehicles with more than nine seats to use part of the Bien Hoa–Vung Tau Expressway in October 2026.
The Bien Hoa–Vung Tau Expressway officially began full operation along its entire mainline in May 2026. However, during the initial operating period, only vehicles with fewer than nine seats were permitted to use the expressway.
Meanwhile, the Ben Luc–Long Thanh Expressway officially began full operation along its entire route on October 1.
