Final push to hand over sites for roads connecting to Long Thanh Airport

Local authorities and relevant agencies are expediting the completion of procedures and stepping up efforts to encourage residents to complete the handover of all land required for three transport infrastructure projects connecting to Long Thanh International Airport.

The original target of handing over all sites for these projects in September 2026 was not met.

Efforts to clear site handover bottlenecks

The DT.769 Road Upgrade and Expansion Project runs for approximately 6.7 kilometers through Binh An Commune. To facilitate construction, local authorities and relevant agencies must acquire nearly 29 hectares of land.

Duong Van Nhan, Deputy Secretary of the Binh An Commune Party Committee and Chairman of the Binh An Commune People’s Committee, said that approximately 94% of the total land required for the DT.769 project section in the commune had been handed over. For the remaining land, the commune is intensifying public communication and outreach to encourage affected households to complete the handover as soon as possible. “Residents have been supportive and reached a consensus throughout the process. Binh An Commune is therefore making every effort to complete the handover of the entire project site in October 2026,” Nhan said.

In Long Phuoc Commune, the DT.770B Road Construction Project runs for more than four kilometers. Nearly 23 hectares of land must be acquired to carry out the project.

According to Tran Van Than, Chairman of the Long Phuoc Commune People’s Committee, approximately 47% of the total land required within the commune has been handed over. Meanwhile, the commune and relevant agencies have completed approval of compensation and support plans for all affected cases within the project area. Long Phuoc Commune is therefore stepping up public information and outreach efforts to accelerate the handover of the remaining land.

In mid-July 2026, Dong Nai simultaneously broke ground on three major transport projects: the upgrade and expansion of DT.773 and DT.769 roads, and the construction of DT.770B Road. These key infrastructure projects are intended to connect localities with Long Thanh Airport. Their implementation requires compensation and site clearance for hundreds of hectares of land.

Nguyen Cao Tai, Director of the City Land Fund Development Center, said that as of the end of September 2026, more than 90% of compensation plans had been approved for the DT.773 and DT.769 road upgrade and expansion projects and the DT.770B road construction project. However, site handovers were behind the schedule set by the City People’s Committee. The delays were attributed to difficulties faced by local authorities and relevant agencies during implementation, including problems verifying land origins, shortages of specialized personnel, and delays in issuing land acquisition decisions.

Large areas of rubber plantation land handed over

Within the areas designated for the DT.773 and DT.769 road upgrade and expansion projects and the DT.770B road construction project, a substantial portion of the land is used for rubber cultivation and managed by Dong Nai Rubber Corporation One-Member Limited Liability Company. Rubber plantations account for approximately 200 hectares of the project areas.

Before September 2026, delays in handing over rubber plantation land, caused by slow procedures for clearing and disposing of rubber trees, had affected both overall site handover schedules and construction progress. Relevant agencies subsequently urged the company to accelerate the handover of these areas.

According to the City Land Fund Development Center, by the end of September 2026, Dong Nai Rubber Corporation One-Member Limited Liability Company had completed the procedures for the liquidation and felling of rubber trees and had handed over nearly 92 hectares of land across the three project areas. For the remaining rubber plantation land, the company has completed all tree-liquidation procedures, and contractors responsible for felling the trees are working urgently to clear the sites and hand over the remaining land for construction as soon as possible.

To implement the DT.773 and DT.769 road upgrade and expansion projects and the DT.770B road construction project, relevant agencies and local authorities must carry out compensation and site clearance for more than 600 hectares of land.
