Plans underway to open interchange linking Bien Hoa–Vung Tau and Ben Luc–Long Thanh expressways

According to the Project Management Unit 85 under the Ministry of Construction, a traffic organization plan for putting the connecting ramps at the Tan Hiep Interchange, part of Component Project 2 of the Bien Hoa–Vung Tau Expressway, into operation will be developed in phases.

In the first phase, four ramps, N1, N9, N10 and N12, are expected to open, providing a direct connection between the Bien Hoa–Vung Tau and Ben Luc–Long Thanh expressways. Meanwhile, ramps N1.1 and N10.1, which connect the Bien Hoa–Vung Tau Expressway with National Highway 51, will not yet be opened because the toll station facilities at these locations have not yet been constructed.

Under the adjusted plan, the median barriers on ramps N1, N9, N10 and N12 will be removed to establish connections with the Ben Luc–Long Thanh Expressway. The Tan Hiep Interchange is designed as a cloverleaf interchange, with the main overpass located on the Ben Luc–Long Thanh Expressway. Accordingly, traffic traveling from Ben Luc toward Bien Hoa will be allowed to turn left directly to accommodate traffic volumes on the eastern North–South Expressway. The plan has been studied to suit local terrain conditions while enabling seamless connectivity between the Bien Hoa–Vung Tau and Ben Luc–Long Thanh expressways.

Ramps N1.1 and N10.1 will remain closed because toll stations are planned on these ramps, but have not yet been built. To ensure safety and control traffic flows, the closures will be maintained at Km10+130 on ramp N1.1 and Km0+347 on ramp N10.1.

During the initial operation phase, only passenger cars will be allowed to use the ramps at the Tan Hiep Interchange. This was agreed upon in the minutes of a September 17, 2026, field inspection on the traffic organization plan for officially putting Component Project 2 of the Bien Hoa–Vung Tau Expressway into operation.

The speed limit on the main expressway will be 100 km/h, with a minimum operating speed of 60 km/h. On the Tan Hiep Interchange ramps, speed limits will vary by direction: up to 80 km/h on ramps N1 and N12, and up to 50 km/h on ramps N9 and N10. Separate speed limits for each ramp are intended to suit its geometric characteristics, curve radius and traffic organization conditions, while helping control vehicle speeds when traffic moves between the expressways.

According to Project Management Unit 85, the target is to put the Tan Hiep Interchange into full operation before September 30, 2026, in coordination with the National Highway 51 interchange and the Phuoc Khanh Bridge, both of which are part of the Ben Luc–Long Thanh Expressway project, to establish seamless connectivity between the two expressways. However, the official timing and operating plan are still pending input from the relevant authorities so that an agreement can be reached before implementation.
