Resolution No. 68-NQ/TW, dated May 4, 2025, issued by the Politburo identifies the private sector as one of the most important driving forces of the economy. In Dong Nai, the private sector makes a significant contribution to socio-economic development.
The city currently has nearly 118,500 private-sector entities registered on the National business registration information system, including nearly 85,500 enterprises and 33,000 branches, representative offices and business locations. However, only nearly 50,000 enterprises are currently operating, most of them small and micro-sized. Therefore, the issue facing the city is no longer simply how many more enterprises can be established, but how many enterprises can grow and participate more deeply in value chains. This would enable the private sector to make a greater contribution to the city's economic growth.
Dong Nai has a growing private sector. The density of operating enterprises stands at nearly eight enterprises per 1,000 people, almost twice the national average. The proportion of profitable enterprises is also higher than the national average. This is an important advantage as the city enters a new stage of development. However, behind these positive figures are issues that require attention. Only nearly one-third of Dong Nai enterprises plan to expand their production and business activities, while those with research and development departments account for just over 2%, below the national average. This shows that while the number of enterprises is large, their capacity to expand, innovate and generate added value remains limited.
Thus, the city needs to shift decisively from simply supporting businesses to creating the conditions for them to grow. First and foremost, the business environment must be transparent and stable, while issues related to planning, land, investment procedures and site clearance must be addressed promptly. For private enterprises, timely removal of obstacles can deliver significant results. At the same time, Dong Nai needs to turn large investment flows into opportunities for domestic enterprises. The city has attracted investment from more than 50 countries and territories, with total registered capital exceeding US$45 billion. In 2026 alone, Dong Nai is expected to attract more than US$3 billion in foreign direct investment. If domestic enterprises only supply simple products and services while high-value components, materials and technical services have to be sourced elsewhere, the spillover effects of investment will remain limited.
Therefore, the city is developing mechanisms to connect foreign-invested enterprises with domestic private enterprises. This includes identifying sectors and products in which Dong Nai enterprises have the capacity to participate, thereby helping them improve their technology, quality and management standards. Attracting a major investment project is only the first step; building an ecosystem in which businesses can grow together and complement one another is what will deliver long-term benefits.
Therefore, the city's support policies should be tied to specific outcomes. Accordingly, priority should be given to supporting enterprises that upgrade their technology, increase productivity, secure additional orders, become suppliers to major companies or enter new markets. Dong Nai's Plan No. 54/KH-UBND on supporting small and medium-sized enterprises, private enterprises, business households and individuals during the 2026-2028 period will be more meaningful if its effectiveness is measured by concrete results.
In 2026 and the years ahead, Dong Nai is setting high growth targets. In pursuing these targets, the city cannot rely solely on major projects or external capital. A sustainable economy needs strong domestic enterprises capable of accumulating capital, mastering technology, expanding markets and participating more deeply in global supply chains. A strong domestic business sector is therefore essential to achieving high economic growth in Dong Nai.
