Making most of this “golden window” to achieve 2026 targets

Dong Nai is mobilizing resources and working against the clock in the remaining months of 2026 to achieve the goals of double-digit economic growth and state budget revenue of VND150 trillion, as directed by the Dong Nai City Party Committee (CPC)’s standing members.

At a working session between the CPC’s Standing Board and the finance sector on September 22, Director of the Department of Finance (DoF) Truong Thi Huong Binh said: “To achieve the full-year growth target of 11% in 2026, the economy needs to grow by an average of around 12.05% in the second half of the year. Specifically, under the growth scenario, growth must accelerate to 11.53% in the third quarter and reach 12.52% in the fourth quarter. Therefore, in the remaining months of 2026, the entire political system must step up efforts with the utmost urgency and determination.”

Creating more room for development

According to the DoF, under the close and decisive leadership of the CPC and the focused direction and administration of the City People’s Committee, Dong Nai’s economy maintained positive growth momentum in the first nine months of 2026. Major economic balances were basically maintained, while the city’s capacity to mobilize resources for development investment continued to improve. State budget revenue in the first nine months of 2026 was estimated at VND79.894 trillion, or 80% of the assigned estimate. Public investment disbursement by the end of September is expected to exceed VND17.5 trillion, equivalent to 64.6% of the plan assigned by the Prime Minister and 64.8% of the city’s plan.

Industrial production continued to serve as a pillar of the economy, with the industrial production index rising 12.5% year on year in the first nine months of 2026. Total import-export turnover was estimated at US$46.7 billion, including US$27.5 billion in exports and US$19.2 billion in imports, resulting in a trade surplus of around US$8.34 billion. The results further underscore Dong Nai’s industrial base, economic integration and position in the country’s supply and export chains.

With support from city authorities, export businesses have not only maintained traditional markets but also continued to expand and diversify their markets, contributing additional revenue to the state budget.

Alongside production, investment attraction also recorded significant results. In the first nine months of 2026, Dong Nai was expected to attract around VND865 trillion in domestic investment, equivalent to about 540% of the annual plan, while foreign investment reached approximately US$2.34 billion. More than 6,000 new enterprises were established in the city, with total registered capital exceeding VND255 trillion. These inflows provide important resources for growth while underscoring the need to improve the quality of investment attraction by prioritizing projects that use advanced technologies, deliver high productivity, make efficient use of land, and create strong linkages and spillover effects for the domestic business sector.

In line with directions given by Party General Secretary and State President To Lam at a working session with the CPC’s Standing Board on May 18, 2025, on urban planning with a 100-year vision, the city is stepping up urban planning, development and strategic infrastructure investment. The city is preparing its master plan while accelerating the planning of subdivisions, functional areas and growth-driving areas. At the same time, it is mobilizing resources to develop transport links connecting Long Thanh International Airport with expressways, ring roads and regional transport projects.

The approach to infrastructure development is gradually shifting from investment in individual projects toward an integrated network linking the airport, expressways, ring roads, railways, seaports, logistics facilities, industrial parks, urban areas and service centers. This will help expand development space, reduce logistics costs and improve competitiveness. It will also provide a foundation for the city to further capitalize on its advantages, attract more investment, and encourage the adoption of advanced and core technologies in the production and service sectors in the years ahead.

Accelerating efforts to achieve major targets

With strong determination across the political system, particularly among key leaders, Dong Nai has an opportunity to create breakthroughs in development. City leaders are urging officials, civil servants and public employees to accelerate their work, improve efficiency and focus on delivering measurable results. In response to new development requirements, many departments and sectors have recently adopted the principle of “finishing the work, not the working hours,” working on Saturdays and Sundays when necessary. Even on weekends and holidays, key city leaders have continued to work to oversee and expedite urgent tasks.

Achieving economic growth of more than 11% and state budget revenue exceeding VND150 trillion in 2026 is a major challenge and a significant responsibility for the city’s Party organization and residents. At the working session with the finance sector, Vu Hong Van, Member of the Party Central Committee and Secretary of the CPC, emphasized that the pace of work required of the finance sector must be measured in hours and days. These are key targets that must be pursued with determination to generate additional resources for 2027 and lay the groundwork for breakthroughs in the years ahead.

Generating more than VND150 trillion in state budget revenue is a major challenge that will require the utmost effort. At the same time, streamlined procedures, greater accountability among officials, the stable operation of the two-tier local administration model and faster project implementation will provide a solid foundation for Dong Nai to achieve its major socio-economic development goals.

According to the DoF, Dong Nai was assigned a state budget revenue estimate of VND104 trillion by the central government for 2026. If the city collects more than VND150.4 trillion, it will be allowed to retain more than VND89 trillion in budget revenue. This is a crucial source of funding for reinvestment in key transport infrastructure, hospitals, schools and social welfare. These essential projects will help drive faster and more dynamic development in Dong Nai in the years ahead.

Tran Bien ward is a central, densely populated area with the largest number of businesses in the city.  From the beginning of 2026, the ward identified site clearance for major projects as one of its key responsibilities. It has proactively coordinated site clearance for major projects in the area, including the Cai Riverside Road, central axis and Thong Nhat Bridge projects, while urging relevant units to accelerate construction and ensure progress.

Nguyen Anh Tuan, Director of the Department of Construction, said the entire sector was making every effort with the utmost urgency to fulfill its 2026 tasks while preparing the implementation plan for 2027. For key projects, the department has asked contractors to increase manpower and machinery and secure sufficient construction materials to maintain progress, while expediting public investment disbursement. A major advantage at present is that site clearance is being closely coordinated by departments, sectors and local authorities, creating favorable conditions for project implementation.

Meanwhile, Phan Trung Hung Ha, Secretary of the Party Committee and Chairman of the People’s Council of Xuan Dong commune, said that under the decisive leadership of the commune Party Committee’s Standing Board, the commune People’s Committee had collected nearly 160% of its assigned state budget revenue target. Public investment disbursement had also exceeded 80%. Similarly, the Secretary of the Party Committee and Chairman of the People’s Council of An Phuoc commune, whose locality is one of the city’s key growth areas, said: “To date, the commune has exceeded its 2026 state budget revenue target. At the same time, the locality is focusing on site clearance, enabling the city to quickly disburse trillions of VND in compensation for key transport projects passing through the area and strengthen connectivity with Long Thanh International Airport.”
