Focus on upgrading rural infrastructure

Using public investment capital for 2026 and in response to the Dong Nai City Party Executive Committee’s 500-day-and-night campaign under the theme “Solidarity – Discipline – Efficiency – Breakthrough for a civilized and modern Dong Nai,” communes in remote and border areas of the city have invested in a number of key projects, gradually upgrading rural infrastructure.

The road through Hung Long Hamlet, Tan Hung commune, stretches nearly 5km and is expected to be completed in early November 2026.

Gradually improving infrastructure

The central road in Hung Thinh Hamlet, Tan Hung commune, which carries heavy local traffic, had deteriorated after years of use. Using 2026 public investment capital, Tan Hung commune allocated VND4 billion to upgrade the 640m road with a hot-mix asphalt surface and a drainage system. The road, which is 7-9m wide, has now been completed and opened to traffic.

Also in Hung Thinh Hamlet, the road section from Provincial Road 757 to Hamlet 4 was previously narrow and severely degraded, making travel difficult. Using VND10.8 billion from the 2026 public investment budget, Tan Hung commune resurfaced more than 2.7km of the road, with an 8-m-wide roadbed. The project has now been completed and opened to traffic, bringing greater convenience to local residents. Le Trung Hieu, Head of Hung Thinh Hamlet, said the public investment had made travel easier, enabling residents to transport goods and agricultural products more conveniently and making it easier for children to get to school.

Lam Thanh Quan, a resident living along the inter-commune road passing through Loc Thanh Hamlet, said the road had been muddy and frequently suffered severe erosion during the rainy season for many years. When the project to pave and upgrade the road was approved, his family willingly donated land, removed trees and crops, and handed over the site to help ensure that the project could be completed on schedule and to the required quality standards.

Also using 2026 public investment funds, Tan Hung commune has allocated VND16.2 billion for a key transport project: the ring road from Soc Ruong Hamlet to Dia Hat - Soc Dam Hamlet, now part of Hung Long Hamlet. The road is nearly 5km long, with an 8.5m-wide roadbed and a drainage system. Construction is scheduled to take five months, with the road expected to open to traffic in early November. The contractor is currently mobilizing workers and equipment to accelerate construction and complete the project on or ahead of schedule.

Alongside transport infrastructure, Tan Hung commune is also investing heavily in school facilities. To help its schools meet Level 2 national standards, the commune has invested more than VND16 billion in a mini football field, a multipurpose hall, a dining hall serving 400 semi-boarding students, and a 430-square-meter library at the main campus of Tan Hung B Primary School. Construction is being accelerated so the new facilities can be put into use soon, helping improve the quality of teaching and learning.

Ngo Trong Tuong, Deputy Head of the Tan Hung commune Economic Division, said the commune had been allocated VND47 billion in public investment capital by the city People’s Committee in 2026. Using these funds, and in response to the special 500-day-and-night campaign and the new-style rural development movement, the commune has undertaken four key projects, including three transport projects and one school project. Thanks to intensified public communication and mobilization, the projects have received strong support from local residents. As of early September 2026, the projects were about 80% complete, while disbursement had exceeded 70%, he said.

According to Ngo Trong Tuong, Tan Hung is a remote commune where ethnic minorities account for 33% of the population, while socio-economic conditions remain difficult. The commune has therefore prioritized mobilizing resources to gradually improve infrastructure, particularly its road network. The remaining projects and items will be prioritized for investment using 2027 public investment capital, helping transform the locality’s rural landscape.

Overcoming difficulties to accelerate progress

Like Tan Hung, Loc Thanh commune is investing in a number of key projects and facilities to gradually improve rural infrastructure in the border area.

The inter-commune road passing through Loc Thanh Hamlet was previously a muddy, unpaved road just over 5m wide, making it difficult for residents to get around. Using 2026 public investment capital, Loc Thanh commune mobilized residents to donate land, structures and crops to facilitate site clearance for a road project costing nearly VND15 billion. Under the approved design, the road is 2.5km long, with a 5m-wide asphalt surface, sidewalks and drainage ditches on both sides, bringing the total width to 9.4m, more than 4m wider than before.

Ha Van Vinh, Head of Loc Thanh Hamlet, said the significant widening of the road affected the landholdings of more than 30 households. Thanks to efforts to mobilize and persuade residents, all of the affected households agreed to support the project and hand over their land to the contractor.

With residents’ support secured, the remaining task is to ensure that construction meets quality and schedule requirements. However, the project is currently facing difficulties due to the peak rainy season, rising construction material prices and shortages of materials. Despite these challenges, the contractor is making every effort to complete the project and open the road to traffic as soon as possible.

In addition to completed and ongoing road projects, Loc Thanh commune will also upgrade existing roads that have deteriorated or become overloaded. For example, the 2.5km inter-commune road through Hoa Lu Hamlet currently has an asphalt surface only 3m wide, making travel difficult. The project has been approved for implementation in the fourth quarter of 2026, with the asphalt surface to be widened to 7m and drainage ditches built on both sides.

Alongside transport infrastructure, Loc Thanh commune is also investing in facilities for local schools in line with higher-level authorities’ policies, particularly school kitchens serving semi-boarding students in the border area. At Loc Hoa Primary and Secondary School, the commune has upgraded the school kitchen and campus landscaping, paved the schoolyard and, notably, begun construction of 18 classrooms for primary school students.

Nguyen Van Thao, Chairman of the Loc Thanh commune People’s Committee, said the city had allocated more than VND21 billion in public investment capital to the commune in 2026, while funding under national target programs had not yet been allocated. The locality has therefore focused on several essential projects and facilities serving local socio-economic development. As a border locality, Loc Thanh inevitably faces difficulties and obstacles in implementing infrastructure projects. However, with strong efforts by the Party committee and local authorities, together with residents’ support, the commune has achieved a disbursement rate of more than 65% as of September 10 and aims to reach 100% by the end of this year. These efforts are expected to gradually improve the rural landscape and give the locality a more modern and well-developed appearance.
