Dong Nai among localities with high public investment disbursement in 2026

The Ministry of Finance (MoF) has released a report on the allocation and disbursement of state budget-funded public investment in 2026, with data accumulated through September 3.

According to the MoF, the total 2026 public investment plan funded by the state budget and allocated by the Government and the Prime Minister (PM) totals VND1.022 quadrillion, including more than VND372 trillion from the central budget and more than VND650 trillion from local budgets. A total of VND83 trillion remains unallocated under the Government’s authority.

Meanwhile, the investment plans funded from local budget balancing sources and allocated by localities for 2026 were more than VND14.7 trillion higher than the plans assigned by the PM as of the reporting date. As a result, the total public investment plan allocated for 2026 by that time, including the plan assigned by the PM and additional funding from local budget sources, exceeded VND1.037 quadrillion.

From the beginning of the year through September 3, the country disbursed more than VND513 trillion in public investment capital, equivalent to 50.2% of the plan allocated by the Prime Minister.

The MoF also reported that, as of September 3, nine ministries, central agencies and 17 localities had disbursement rates at or above the national average. Dong Nai was among the 17 localities in this group. With VND16.7 trillion in public investment capital disbursed, the city was also among the ministries, central agencies and localities with large disbursement values, with cumulative disbursement exceeding VND15 trillion.

Other entities in this group included the Ministry of National Defense, with VND31.8 trillion; the Ministry of Public Security, VND29.8 trillion; and the Ministry of Construction, VND15.4 trillion and localities such as Hanoi (VND92.8 trillion), Ho Chi Minh City (VND77.9 trillion), Hai Phong (VND21.9 trillion), Hung Yen (VND19.3 trillion) and Tay Ninh (VND18.4 trillion).

As of September 3, 24 ministries and central agencies and 17 localities still had disbursement rates below the national average.
