Construction of expressway section under HCM City’s Ring Road 4 Project set to begin

According to plan, Component Project 2-2, which involves the construction of more than 46 kilometers of expressway section under the Ho Chi Minh (HCM) City’s Ring Road 4 Project passing through Dong Nai, is scheduled to break ground at the end of September 2026.

Component Project 2-2, involving the construction of the expressway section of the HCM City’s Ring Road 4 Project through Dong Nai, is expected to commence construction on September 30.

Earlier, Component Project 1-2, covering compensation, support, resettlement and the construction of frontage roads in Dong Nai as part of the HCM City’s Ring Road 4 Project, had already been launched.

Groundbreaking expected on September 30

The HCM City’s Ring Road 4 Project, which traverses HCM City, Dong Nai City and Tay Ninh Province, is one of the particularly important regional transport infrastructure projects in Southeastern region. With a total length of more than 200 kilometers, the HCM City’s Ring Road 4 is also the largest road infrastructure project ever undertaken in the region.

For the section passing through Dong Nai, the project is divided into two component projects. In particular, Component Project 1-2, covering compensation, support, resettlement and the construction of frontage roads, is funded by public investment capital. Component Project 2-2, which includes the expressway section from Chau Duc Bridge to Thu Bien Bridge, including Thu Bien Bridge itself, is being implemented under the public-private partnership (PPP) model.

Under Government Resolution No. 297/NQ-CP dated September 25, 2025, implementing National Assembly Resolution No. 220/2025/QH15 dated June 27, 2025, on the investment policy for the HCM City’s Ring Road 4 Construction Investment Project, for component projects implemented under the form of public investment, project formulation, review, appraisal and approval must be completed before December 31, 2025, with subsequent work carried out to commence construction before June 30, 2026.

For component projects implemented under the public-private partnership (PPP) model, the preparation, review, appraisal and approval of the component projects, as well as investor selection, must be completed by June 30, 2026, followed by subsequent tasks to commence construction in the fourth quarter of 2026.

According to the approved plan, the expressway section under Component Project 2-2 through Dong Nai is more than 46 kilometers long. The route begins at Km18+480 in Xuan Duong Commune and ends at Km64+630 in Thuong Tan Commune, HCM City, including Thu Bien Bridge.

Under the project approval decision issued by the Dong Nai City People’s Committee, total investment for Component Project 2-2 exceeds VND16 trillion, with completion targeted for 2029.

Duong Van Hieu, Deputy Director of the Department of Construction, said that authorities have completed the bidding process to select an investor for Component Project 2-2.

At the third meeting on September 23 of the Steering Group for key works and projects in Dong Nai City, established under Decision No. 822-QD/TU dated June 25, 2026, of the City  Party Committee’s Standing Board, Nguyen Van Ut, Deputy Secretary of the City Party Committee, Chairman of the Dong Nai City People’s Committee, Standing Deputy Head of the Steering Group, said that Component Project 2-2, which involves construction of the expressway section of the HCM City’s Ring Road 4 Project through Dong Nai, is scheduled to break ground on September 30.

Accelerating efforts to complete site clearance

To implement the HCM City’s Ring Road 4 Project section passing through the locality, Dong Nai must recover and clear more than 443 hectares of land across nine communes and wards, including over 302 hectares in Phase 1.

Component Project 1-2 of the HCM City’s Ring Road 4 Project section through Dong Nai is launched in June 2026.

Pham Quang Dinh, Deputy Director of the Dong Nai City Land Fund Development Center, said that more than 235 hectares of cleared land had been handed over as of now, accounting for nearly 78 percent of the Phase 1 area. The center will continue to speed up compensation and site clearance activities, particularly to avoid fragmented land handovers that could hinder construction progress.

According to Chairman of the Dong Nai City People’s Committee Nguyen Van Ut, the HCM City’s Ring Road 4 Project is a nationally significant project for which the National Assembly and the Government have permitted parallel implementation of site clearance, investment procedures and construction activities. With Component Project 1-2 launched in late June 2026 and Component Project 2-2 set to begin construction at the end of September, the project has generally remained on schedule, while site clearance has largely met implementation requirements.
