This is part of broader efforts to enhance State budget collection, prevent revenue loss, and accelerate the recovery of outstanding tax debts. The Steering Committee will act as an extended arm of the Provincial People’s Committee in directing, inspecting, overseeing, and urging the implementation of State budget collection and tax debt recovery in a synchronized and effective manner down to commune and ward levels.
Striving to meet State budget collection targets
In 2026, Dong Nai is tasked with collecting VND100.4 trillion in State budget revenue, though the province is aiming for a more ambitious target of VND150 trillion. Therefore, State budget collection requires the involvement of all departments and agencies. The establishment of the Steering Committee for State budget collection will mobilize total resources from departments and agencies, ensuring unity in the implementation process. Based on that, the Steering Committee will identify immediate revenue sources and long-term, sustainable revenue sources.
Speaking at the first working session of the Steering Committee for State budget collection, Truong Thi Huong Binh, Member of the Provincial Party Standing Committee, Director of the Department of Finance, stated: To complete the state budget collection task in 2026, recently, provincial financial units such as: Dong Nai Provincial Tax Department, Customs Sub-department Region 18, Lottery Company, etc., have met and allocated revenue targets to each unit. Based on that, the units will have a basis to exploit revenue sources from the beginning. Especially in 2026, land-related budget revenue will be significant (approximately VND52 trillion), scattered across many provincial agencies and departments. Therefore, the Department of Finance hopes for coordination with each sector to have a roadmap for land auction work.
Truong Thi Huong Binh emphasized that this is the first time Dong Nai has established such a Steering Committee, hoping to promote state budget collection, contributing to the completion of the collection task. Based on that, it will monitor the progress of revenue collection and the province's growth rate in a timely manner to make adjustments, ensuring the goal of double-digit growth.
In the import-export sector, according to Le Van Thung, Head of the Customs Sub-department Region 18, budget revenue in the import-export sector had reached over VND7.4 trillion as of April 11, equivalent to nearly 32% of the annual estimate and up VND857 billion year-on-year. With this progress, it can be seen that budget collection in the export sector in the area is showing a positive trend. However, it is predicted that there will be difficulties in export performance as the conflict in the Middle East continues, affecting budget revenue. Given this situation, the Customs Sub-department has also proactively implemented solutions to access revenue sources, focusing on grasping and approaching new investment projects, contacting and mobilizing businesses to carry out import-export procedures in Dong Nai.

Strengthening solutions to control budget revenue sources
According to the planned activities of the Steering Committee for State budget collection, once established, the Steering Committee will promote its advisory role, assisting the Provincial People's Committee in directing and managing state budget collection, preventing revenue loss, and recovering tax debts; ensuring close coordination among departments, sectors, and localities. At the same time, it will strengthen review, assessment, and identification of high-risk areas, localities, and subjects to implement effective management solutions. Efforts will be made to improve the efficiency of revenue management, ensuring correct, sufficient, and timely collection, focusing on key areas such as: e-commerce, real estate, resources, construction, and activities with signs of tax fraud; strengthen inspection, supervision, and handling of violations.
The Steering Committee must clearly define the scope of work and responsibilities of each agency and unit in implementing the task of collecting state budget revenue for 2026. At the same time, it must clarify the concerted mechanism among departments, agencies, and branches that are members of the Steering Committee to ensure effective and synchronized implementation.
Speaking at the working session with the Provincial Steering Committee for State budget collection, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee, emphasized that state budget collection requires the participation of all departments, agencies, and sectors with unity in the implementation process. Based on coordination and discussion of solutions, the Steering Committee identifies immediate revenue sources and long-term strategic ones, ensuring that it both serves the task of state budget collection and achieves double-digit growth.
In particular, regarding preventing state budget revenue loss, the Chairman of the Provincial People's Committee requested tax and customs agencies to review outstanding debts and propose solutions that both ensure debt recovery and create conditions for businesses to continue operating, generating economic added value for the locality. In addition, attention should be paid to the phenomenon of many shell companies being established with very complex operations, causing financial insecurity. The Chairman of the Provincial People's Committee requested the police forces to grasp the situation to detect and prevent the establishment of "ghost companies" and "shell companies" as early as possible, thereby proposing timely preventive measures.
The Provincial Steering Committee for State budget collection comprises 22 members. Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, serves as the Head of the Steering Committee. Truong Thi Huong Binh, Member of the Provincial Party Standing Committee, Director of the Department of Finance, and Nguyen Toan Thang, Head of the Provincial Tax Department, serve as Deputy heads. Leaders of departments, agencies, and branches are members of the Steering Committee.
