In late February the province began construction of two of the three industrial parks (IPs), Dinh Quan and Xuan Loc, in the hilly areas of the province. The Tan Phu IP will be built at a later date.
According to the Dong Nai IP Management Board, the construction of the IPs is part of the provincial government’s strategy to build a network of IPs covering the entire province.
The State-owned Corporation for the Development of Bien Hoa Industrial Zone (Sonadezi) is the biggest investor in the IPs.
The Dinh Quan IP will cover 54ha and the Xuan Loc IP in the Xuan Loc district will cover 95ha.
Chu Thi Thu, Sonadezi general director, said at least 10 enterprises had already registered to rent 36ha at the Dinh Quan IP.
"That is up to 97 per cent of the land available for lease for the first phase of development," Thu said, adding that the Xuan Loc IP had also attracted much interest.
An economist, who preferred not to be named, said the terrain in the districts was suitable for the construction of large-scale projects like big factories.
Nearby farms and industrial plants can supply agricultural and forestry products for the IPs. The area is home to large plantations that produce rubber, pepper, cashew, coffee, maize, sugarcane, cotton, soybean and tobacco.
The new IPs are located on important routes linking provinces and cities that have strongly developing industries and trade services.

The Xuan Loc IP is on Highway No 1, near many major other IPs such as Bien Hoa 1, Bien Hoa 2, Amata and Loteco.
Nguyen Thi Kim Nguyen, head of the Dong Nai IP Management Board, said to speed development, the provincial authorities have given investors many preferential policies.
"This has also encouraged enterprises to invest," said Nguyen, also deputy chairman of the provincial People’s Committee.
Enterprises investing in the Dinh Quan, Xuan Loc and Tan Phu IPs will be exempt from paying charges for infrastructure use for five years from the start of operation.
They will also not have to pay land rental for at least 15 years, depending on the fields they invest in, she said.
Trade service centres and urban residential areas are expected to appear near the new IPs to cater to workers and specialists working at IPs.
Local residents, including farmers, will have opportunities to increase their incomes, she said.
By late 2004, Dong Nai had nearly 40 industrial zones, including 16 IPs approved by the prime minister, seven IPs already planned by the provincial government, and industrial clusters. These industrial zones are present in most local cities and districts.
Nguyen said that the strategy to build IPs throughout the province is aimed to narrow the gap in socio-economic development among localities.
In addition to developing an IP system, Nguyen said, the provincial authorities have already ensured that local IPs would attract investors.
"The province has mobilised various economic sectors to participate in the construction of infrastructure in local IPs, and launched many investment promotion programmes with many preferential policies that can encourage many domestic enterprises to invest in," she said.
