In response to requirements to rejuvenate the cadre contingent and improve its quality following the reorganization and merger of villages, hamlets, and neighborhoods, young cadres in Dong Nai not only bring knowledge and enthusiasm but are also quick to apply technology to population management. They are gradually affirming their role as a bridge between the government and the people, meeting the requirements for building a strong political system in the new period.

In the past, village and hamlet heads and Party cell secretaries were often associated with older people who had long been respected in their communities. That perception, however, is gradually changing. Truong Minh Sang, Deputy Secretary of the Party Cell and Head of Cau 11 Hamlet, Dong Tam Commune, is a typical example. Following the policy of merging villages, hamlets, and neighborhoods, Sang was elected to serve as Deputy Secretary of the Party Cell and Head of Cau 11 Hamlet at the age of just 25, reflecting the confidence local residents had in him.
After the merger, Cau 11 Hamlet's population increased to nearly 3,500. Sang has digitized all population data, replacing paper records with electronic data. He has also established Zalo groups for each residential cluster to promptly keep abreast of activities throughout the area. Despite having to "race" to keep up with a heavy workload, his youth and technological proficiency have enabled him to manage hamlet affairs in a more scientific and convenient manner.
Nguyen Sy Hung, a resident of Cau 11 Hamlet, said, "Contributions, community activities, and the results of resolving people's petitions are all updated transparently and publicly in the hamlet's groups. I believe that with the dynamism, agility, and especially the ability of young cadres to apply digital technology, the hamlet will continue to develop."
In addition to managing the population, digital technology is also being applied to reform Party activities and mass mobilization work. Cau Rat Hamlet, Dong Tam Commune, was formed through the merger of four hamlets, and its Party cell now has 85 members following the merger. Le Nam Thang, Secretary of the Party Cell, holds a university degree and is a former commune official. His experience and solid expertise have helped the cell quickly grasp and effectively implement political tasks following the hamlet merger.
Currently, the Cau 11 Party Cell is focusing on promoting digital transformation and digitizing the records of Party members. Thang has now digitized bulky paper files and lengthy reports that previously took hours to handle; 100% of Party members now pay their Party dues via public services. The transfer of official Party activities and the evaluation of Party members at their places of residence have also been digitized to reduce procedures and paperwork. The hamlet executive board “goes to every alley, knocks on every door and tracks every resident" to guide and assist residents in installing the VNeID app and setting up digital signatures.
Thang said, "The area is wider after the hamlet merger, and technology provides a great deal of support for the hamlet executive board. It not only helps connect cadres with residents more quickly but also makes listening to, grasping, and resolving grassroots issues more effective, ensuring that services for the people are not interrupted."
When well-qualified and tech-savvy young people build close ties with local residents, and earn their trust, together with the close support of the local Party committee and government, the new villages, hamlets, and neighborhoods in Dong Nai are gradually operating in a stable, streamlined, and effective manner.
