On October 1, a delegation from the Standing Board of the Dong Nai City People's Council conducted a field survey of Component Project 1, covering the Gia Nghia–Chon Thanh section of the western North-South Expressway. Huynh Viet Cuong, Standing Member and Head of the Economic and Budget Committee of the City People's Council, served as Deputy Head of the delegation.
The Gia Nghia–Chon Thanh section of the western North-South Expressway has a total length of approximately 124 km, including more than 101 km passing through Dong Nai City. The expressway is designed with six lanes and a design speed of 100–120 km/h. The project comprises five component projects with a total investment of more than VND 25.5 trillion. During the survey, a representative of the contractor reported that localities through which the expressway passes have completed land acquisition notices, inventories, and verification of land origins; approved compensation and support plans for more than 99% of dossiers, with a budget of nearly VND 3.1 trillion; issued land acquisition decisions for 79.3% of dossiers; and completed site handover for more than 86% of dossiers, covering 94.1% of the total area, equivalent to more than 825 hectares. To date, city authorities have handed over 77 km of cleared land to the investor for project implementation.

The most significant difficulties and obstacles currently include incomplete procedures for changing forest land use purposes in some sections of the route; unfinished resettlement infrastructure in Bu Dang Commune and Chon Thanh Ward; the lack of site clearance maps and documentation for the DT 753 interchange; and the fact that some households have not yet agreed to the compensation and support plans.
During the survey, members of the delegation requested that the project owner coordinate with relevant agencies and localities through which the project passes to strengthen advocacy efforts and encourage residents to promptly hand over the remaining land area.
Regarding the identified difficulties and obstacles, the delegation requested that specialized agencies promptly advise the City People's Committee on directions for resolving them. The goal is to hand over large, contiguous stretches of cleared site, creating favorable conditions for the contractor to concentrate machinery, equipment, and human resources on project implementation.
