Spreading spirit of 500 days and nights of serving the people

With the spirit of "serving the people," the special 500-day-and-night emulation campaign themed “Unity – Discipline – Efficiency – Breakthrough, building a civilized and modern Dong Nai," launched by the Dong Nai City Party Committee’s Executive Board, is gaining momentum across the city and mobilizing the entire political system.

Representatives of the Phu Rieng Commune People's Committee visit residents' homes to provide guidance on land measurement procedures required for changes in land use purposes in accordance with regulations.

From campaigns to assist residents and resolve obstacles involving land procedures in Phu Rieng Commune to the “6 Clears” model in Bu Gia Map, the spirit of “serving the people” is being translated into practical action to build an administration that is closer to the people, more responsive to their needs and more effective in serving them.

These are concrete steps toward establishing a new working approach that emphasizes staying close to the people, closely monitoring progress, clearly defining responsibilities, and using citizen satisfaction as a measure of service effectiveness.

Launching campaign to address obstacles in land procedures

Phu Rieng Commune has a natural land area of more than 11,700 hectares, most of which has been measured and digitized, with certificates of land use rights issued. However, certificates of land use rights have not yet been issued for some land areas due to disputes or issues related to inheritance-related procedures. To prevent residents from having to make repeated trips to complete land procedures, the Commune Economic Division uses Saturdays and Sundays to conduct campaigns in hamlets to disseminate land laws and provide guidance on filing applications for registration, first-time certificate issuance, and changes in land use purposes.

Le Tien Lam, Head of the Phu Rieng Commune Economic Division, said, "To ensure the procedures are carried out promptly and in compliance with regulations, we have assigned focal points to provide guidance on applying for certificates of land use rights and for changes in land use purposes. This helps residents legally secure their land use rights while also preventing the construction of structures on agricultural land in violation of the law. This creates a “dual benefit” for both residents and state management agencies while also cleansing and enriching land data."

For many people, especially those who have not previously completed land procedures, preparing documents or following the required processes can sometimes be confusing. Without specific guidance, residents may have to travel back and forth several times, wasting time and effort. In particular, the             "hands-on" guidance approach not only helps reduce travel time but also limits errors in declarations and the completion of procedures. The presence of officials directly in hamlets creates a sense of closeness and convenience for residents.

"Instead of having to go to the commune headquarters and wait, residents are welcomed by officials at the hamlet cultural house in an open and sharing spirit. All long-standing questions from residents are thoroughly addressed, avoiding inconvenience and repeated travel," said Kieu Thi Thom, a resident of Phu Hung Hamlet, Phu Rieng Commune.

Nguyen Thanh Dung, Head of Phu Hung Hamlet, acknowledged that the campaign to resolve land procedures brings many practical benefits. Residents not only feel that their interests are being cared for by the authorities but also see their previous obstacles resolved. It is expected that the guidance provided during the filing and completion of documents in the hamlet will help procedures be handled quickly and efficiently, creating favorable conditions for residents to obtain certificates of land use rights and change land use purposes.

Changes brought about by the “6 Clears” model

In response to the special 500-day-and-night emulation campaign, the border commune of Bu Gia Map selected six key projects and tasks for implementation in 2026, among which the "6 Clears" model has made a notable impression: clear people, clear tasks, clear authorities, clear responsibilities, clear timelines, and clear outcomes.

Despite the long distance between their homes and workplaces and unfavorable rainy-season weather, officials, civil servants, and public employees of the Bu Gia Map Commune Public Administrative Service Center arrived early in the morning, ready for a new workday with a welcoming spirit of serving the people. This is one of the positive effects of the "6 Clears" model in this remote, isolated, border area.

More than 75% of the commune's population are ethnic minority people. The Commune Public Administrative Service Center consistently focuses on assigning personnel to guide residents in completing administrative procedures quickly and in accordance with regulations. In particular, implementation of the "6 Clears" model not only creates positive changes in the operation of the grassroots political system and improves management efficiency but also strengthens administrative discipline and order, enabling increasingly better service to the people.

In implementing the model, many officials, civil servants, and workers are ready to support and assist other departments in completing assigned tasks. For example, Dieu Chot, a contract employee at the General Service Center, is willing to be temporarily assigned to the Commune Public Administrative Service Center to guide residents in completing administrative procedures with a welcoming and responsible attitude.

Dieu Chot said, "In implementing the “6 Clears” model, I actively cultivate my knowledge, improve my professional skills, and develop my civilized and polite communication and conduct. At the same time, I arrive on time to support residents in accordance with my assigned functions and duties, helping them complete administrative procedures quickly."

With the strong sense of responsibility demonstrated by officials, civil servants, and employees, along with the response and consensus of residents, all files are processed and procedures are completed ahead of schedule, with no overdue files. In particular, files are processed in the correct sequence and in accordance with regulations, reducing travel time for the people.

Vice Chairman of the Bu Gia Map Commune People's Committee Nguyen Van Khai said that, in the context of implementing the two-level local government model, applying the "6 Clears" model is an important management tool that helps improve the executive capacity of the commune-level government, strengthen administrative discipline and order, shorten the time required to resolve work, and increase the satisfaction of residents and businesses. At the same time, it creates a mechanism for evaluating officials and civil servants based on key performance indicators (KPIs), meeting the requirements of current administrative reform and digital transformation.

According to Nguyen Van Khai, the Commune People's Committee has developed weekly and monthly action programs and evaluates implementation results every Friday afternoon. For files with unresolved issues, particularly in the land sector, the Commune People's Committee arranges to work directly with the Land Registration Office and the regional Tax Sub-Department to resolve each file and each resident's case in accordance with regulations.

In the current period, as the Government implements evaluations of officials' task completion levels through the KPI scoring method, the "6 Clears" model is increasingly demonstrating its effectiveness, contributing to stronger administrative discipline and order and the building of an administration that serves the people.
