Amid the joy of National Day on September 2, the business community and citizens of Dong Nai are feeling increasingly confident and encouraged by the city's strong transformations toward achieving the goals set out in the Politburo’s Resolution No. 16-NQ/TW, dated July 21, 2026, on the construction and development of Dong Nai City through 2035, with a vision to 2065.

Dong Nai City is facing immense development requirements, with a series of infrastructure, urban, industrial, logistics, railway, and regional connectivity projects being implemented. Against this backdrop, compensation, support, resettlement, and site clearance are of particular importance, serving as decisive conditions for ensuring project progress, efficiently utilizing land resources, and developing infrastructure. The city's position is to fully guarantee the legitimate and lawful rights and interests of the people while maintaining discipline and ensuring project progress, without allowing a few isolated cases to affect the common interest and the implementation progress.

Using data as a foundation and sci-tech as a driving force for development

As the world shifts strongly toward a development model based on knowledge, data, and technology, the Central Government's Resolution No. 57-NQ/TW has set high requirements for considering sci-tech, innovation, and digital transformation as strategic pillars and the primary drivers of rapid and sustainable growth.

Thoroughly grasping this spirit, the city has identified this not only as a development task but also as a central political mission that guides and permeates the entire political system. The city must make a strong shift from a mindset of "applying technology" to "development based on technology and data" and from "improvement" to "breakthrough innovation." 

Dong Nai has clearly defined its development orientation for the coming period: using data as a foundation, sci-tech as a driving force, innovation as a breakthrough, and placing people and businesses at the center of policies.

With an open-minded approach, the city will take note of frank feedback and proposals for breakthrough solutions from the advisory council, experts, and scientists that align with the practical situation and the city's future development direction. This will help Dong Nai rise to become a hub for sci-tech, innovation, and digital transformation for the region and the country, contributing actively to the nation's overall development in the digital era.

Dong Nai is shouldering a significant mission as it works to become a new growth pole for the Southern region and the entire country.

The Politburo’s Resolution No. 16-NQ/TW, dated July 21, 2026, on the construction and development of Dong Nai City through 2035, with a vision to 2065, clearly states the viewpoint of renewing development thinking and planning the city with a long-term strategic vision, developing it into a special urban area and a strategic gateway for the Southern key economic region, closely integrated with the Southeastern region, the South Central Coast, the Central Highlands, the Mekong Delta and the whole country, the region, and the world.

Furthermore, the resolution affirms the construction and development of Dong Nai as a civilized, modern and happy city; placing people at the center as the subject, resource, goal, and beneficiaries of development; ensuring harmonious and equitable development among regions, population groups, ethnic groups, and religions; and taking cultural values, environmental protection, and improvements in the health and material and spiritual lives of the people as pillars of sustainable development.

To fully realize the values and spirit of the resolution, the city's leadership consistently strives to care for and accompany businesses and citizens throughout the city's development process. Therefore, building Dong Nai into a civilized, modern and happy city is a journey involving the government, businesses, and all the people. The government creates enabling conditions, businesses accompany the process, and the people are at the center and are the subjects of the development process.

Creating opportunities for Vietnamese businesses to connect with FDI enterprises

To turn infrastructure advantages into real competitiveness, Dong Nai City needs to simultaneously improve the quality of governance, human resources, and the living environment.

I believe that in the coming period, Dong Nai needs to focus on the quality rather than the quantity of projects. Investment attraction must take into account technology, value creation, resource usage levels, and the ability to establish links with businesses within the city. Dong Nai has a large foreign direct investment (FDI) sector, but the important thing is for local businesses to gradually become suppliers and participate more deeply in production chains instead of merely providing low-value services.

Another issue of great concern to businesses is the quality of life for workers. To attract engineers, experts, and skilled workers, in addition to income, there must be housing, convenient transportation, schools, healthcare, and suitable services. These factors directly affect businesses' ability to recruit and retain staff, as well as their costs.

The Dong Nai young entrepreneur community wishes to participate more substantially in this process, from providing policy feedback and connecting FDI enterprises with local businesses to training human resources and developing supply chains. Once the specific obstacles facing businesses are clearly identified and thoroughly addressed, Dong Nai's investment environment will become more competitive.

In recent years, Dong Nai's urban landscape has undergone many positive changes. Transportation infrastructure has gradually received investment, many urban areas have been renovated, and essential services are receiving increasing attention. These changes are helping people feel more confident and hopeful about a modern, civilized city in the future.

I believe that with sound development strategies, a long-term vision, and the determination of the entire political system, the city will gain greater momentum for strong development in the coming period. However, I hope that the development process will always be closely associated with the practical issues affecting people's lives.

In my opinion, the city needs to continue prioritizing investment in synchronous transportation infrastructure; resolving bottlenecks related to traffic congestion and flooding; paying attention to environmental protection; and developing more parks and green spaces. Along with these efforts, there should be commensurate investment in schools, healthcare, and cultural institutions, as well as the promotion of administrative reform and digital transformation in a convenient and accessible manner.
