Dong Nai City is currently a "hub" for more than 1.4 million employees working both inside and outside industrial parks, constituting a vital force that directly contributes to local economic growth and social security stability. Therefore, ensuring social security policies not only provides immediate support but also helps foster trust and motivation among employees, enabling them to feel secure, remain committed, and accompany enterprises and the locality on the path of development.

Part 1: Strengthening social security policies, building full trust in pursuing a career

Recognizing employees as a crucial force in promoting socio-economic development, Dong Nai City and the Trade Union have consistently focused on improving the quality and effectiveness of social security policies and ensuring that they address workers' essential needs.

From job creation to "settling down and building a career"

Creating jobs and ensuring stable incomes for employees have always been identified by Dong Nai as key tasks in implementing social security policies. Functional agencies, local authorities, and enterprises are strengthening labor supply-demand connections and providing consultation, referrals, and support to help employees access suitable job opportunities, thereby stabilizing their lives and ensuring human resources for socio-economic development.

Thanks to the involvement of all levels, sectors, localities, and the business community, tens of thousands of employees have found suitable jobs in Dong Nai. In the first eight months of 2026 alone, the entire city provided jobs for more than 105,800 people, reaching over 105% of the annual plan. This result not only helps employees secure immediate employment but also creates opportunities for sustainable jobs, stable incomes, and gradual improvements in their quality of life.

Le Thi Trang, a worker at Pou Chen Vietnam Enterprise Ltd. in Bien Hoa Ward who is originally from Ca Mau Province, said, "Since I got a job with a stable income, my family's life has gradually improved. Thanks to my job at the company, I have the means to take care of my family, raise my children, and stabilize my life. After more than 20 years here, Dong Nai has become the place where I have built my career and raised my family, and it now feels like my second home."

Beyond job creation, Dong Nai’s labor market is also improving in quality. At many large factories and enterprises, employees are gradually mastering production technology, proposing initiatives, and offering technical improvement solutions, contributing to increased productivity and improved product quality for enterprises.

During the 2022-2025 period, union members and employees in the area contributed nearly 75,000 initiatives, generating benefits worth 572 billion VND for enterprises and organizations. These figures demonstrate employees’ creativity, sense of responsibility, and ability to contribute directly to production, business operations, and the development of both enterprises and the locality.

Along with applying technology and modernizing machinery to increase productivity and reduce employees' workloads, Dong Nai is also focusing on developing social housing to meet workers' accommodation needs.

According to the Department of Construction, 19 social housing projects are currently under construction in the city, with a total of more than 12,000 apartments, exceeding the 2026 target of completing over 8,000 units. In 2025, the locality completed more than 4,600 units, reaching 112% of the plan assigned by the Government.

These results contribute to ensuring housing security for low-income earners in industrial parks and urban areas, while creating conditions for employees to feel secure in their jobs and make a long-term commitment to Dong Nai.

Le Van Toai, a worker at Long Binh Industrial Park, said that Dong Nai's efforts to accelerate social housing construction would open up opportunities for employees to own or rent homes at reasonable prices, helping them feel secure enough to stay and remain committed to their jobs over the long term.

Momentum from practical worker support policies

While the city's guidelines lay the foundation for social security, the Trade Union serves as a bridge, bringing welfare and support policies closer to each member. Vice President of the Dong Nai City Labor Federation Bui Thi Bich Thuy said that trade union organizations at all levels have stayed closely engaged with the grassroots, mobilizing resources from the State budget, enterprises and social contributions to carry out a wide range of welfare and support activities for employees.

Programs such as Union Welfare, Tet Reunion, Workers' Month, Trade Union Shelters, health checkups, free legal advice, and holiday care have provided practical support to employees facing difficulties.

Among these, the annual Tet Reunion program has become an activity highly anticipated by union members and employees. Tet gifts, together with free trains and buses taking thousands of people living far from home back to their hometowns to celebrate Tet, not only provide material support but also demonstrate the spirit of sharing among Party committees, authorities, and trade union organizations.

In particular, the Dong Nai Trade Union is making its mark with the "Trade Union Meal" model. As of the end of August 2026, the program had been implemented at 103 enterprises, benefiting more than 210,000 union members, with a total implementation cost of nearly 13 billion VND.

Dinh Sy Phuc, Chairman of the grassroots Trade Union at TKG Taekwang Vina Joint Stock Company in Bien Hoa 2 Industrial Park, noted that taking care of employees' lives sometimes does not stem from grand things but from daily, essential needs. The Trade Union Meal serves as a bridge, helping workers directly feel the care provided by the Trade Union organization and the company.

Collective weddings for workers are also an innovative model organized by Dong Nai, creating a ripple effect. For many couples, after a long time together overcoming concerns over jobs, income and daily life, having a proper wedding ceremony remains a wish that is not easy to fulfill. Collective weddings give couples the opportunity to enjoy a solemn and warm wedding day while easing the financial burden.

Hoang Thi Thanh, a worker at Grand Gain Footwear Manufacturing Co., Ltd. in Dong Xoai Ward, and Bui Thanh Danh were among the couples who participated in the 2025 collective wedding ceremony. Due to difficult circumstances, the couple had been living together for 16 years and had two children but had not had the means to organize a wedding.

"We are thrilled, moved, and extremely grateful to the Dong Nai Trade Union for organizing such a meaningful activity. Today's happiness is something we will never forget for the rest of our lives," said Thanh.

In addition to welfare and support activities, grassroots trade unions are increasingly strengthening their role in coordinating with business leaders to hold periodic dialogues, publicize information about production situations, listen to employees' opinions and resolve emerging conflicts. These efforts help reduce collective labor disputes that could lead to strikes and promote stable and harmonious labor relations.

Currently, nearly 1,800 collective labor agreements have been signed at enterprises with grassroots trade unions in the city, creating a legal framework to protect employees' rights.

Through these practical welfare and support activities, the Dong Nai Trade Union is gradually building a reliable social security support system at the grassroots level. When members face difficulties, they have an additional place to share their concerns, receive support and gain encouragement. Thus, support programs not only provide material assistance but also contribute to strengthening employees' trust in the Trade Union organization and the locality.
