Dong Nai People's Committee works with NA's Committee for Economic and Financial Affairs

On September 16, a working delegation from the National Assembly (NA)’s Committee for Economic and Financial Affairs, led by its Deputy Chairman Nguyen Huu Toan, held a working session with the Dong Nai People's Committee on the implementation of the medium-term public investment plan for the 2026-2030 period; the assessment of the implementation of the 2026 state budget estimate and public investment plan; the formulation of the 2027 state budget estimate and public investment plan; and the draft consolidated Law on State Budget.

The delegation included representatives of units under various ministries and central agencies.

Ho Van Ha, Member of the Dong Nai City Party Committee (CPC) and Vice Chairman of the People's Committee, chaired the working session. The meeting was also attended by Dieu Huynh Sang, Member of the CPC and Deputy Head in charge of the Dong Nai NA Delegation; Tran Van Mi, Member of the CPC and Vice Chairman of the City People's Council; and leaders of various city departments and agencies.

At the session, Truong Thi Huong Binh, Member of the CPC’s Standing Board and Director of the Department of Finance, on behalf of the City People's Committee, reported to the delegation on the implementation of the public investment plan and state budget estimate, as well as the draft consolidated Law on State Budget.

Specifically, the report covered the implementation of the medium-term public investment plan for the 2026-2030 period, along with the allocation and disbursement of capital from the central and local budgets in Dong Nai. It also assessed the implementation of key national projects, major ongoing and new projects, preparations for new investments, site clearance, and the conditions for project implementation. In addition, the City People's Committee evaluated the allocation of funds for science, technology, innovation, and digital transformation.

As for the implementation of the 2026 state budget estimate and public investment plan, as well as the formulation of the state budget estimate and public investment plan for 2027, the City People’s Committee detailed the actual revenue situation, assessed existing challenges and limitations, and highlighted its recent efforts.

Regarding state budget revenue, the city's state budget collection in the first eight months reached 72% of the 2026 annual estimate. Of the total state budget revenue, many sustainable revenue sources in the city recorded impressive results, including more than VND4.5 trillion from state-owned enterprises, more than VND16.2 trillion from foreign-invested enterprises, and nearly VND11 trillion from the non-state industrial and commercial sector, among other sources.

Furthermore, the City People's Committee reported on the 2027 state budget revenue estimate and solutions for implementing the 2027 public investment plan. It also proposed solutions concerning state budget revenue and expenditure and the draft consolidated Law on State Budget for implementation in the coming period.

Nguyen Huu Toan, head of the working delegation, highly valued the results achieved by the City People's Committee over the past period. He noted that Dong Nai is a city with substantial state budget revenue, making an important contribution to the central state budget. The city is the country's fourth-largest economy and its achievements are of significant importance to the country's overall economic growth.

Alongside the achievements, the working delegation noted that the city must pay attention to such issues as the disbursement of public investment capital for science, technology and innovation, as well as the disbursement plan of public investment capital from the central budget, thereby making a significant contribution to the country's overall growth scenario.
