Agreement reached to complete Ho Chi Minh City’s Ring Road 3

The provinces and cities through which the Ho Chi Minh City’s Ring Road 3  passes have agreed to proceed with the completion of the route under a second-phase investment to strengthen inter-regional connectivity, complete the transport network and promote socio-economic development in Ho Chi Minh City and the southern region.

At the same time, Dong Nai city and Tay Ninh province have issued documents confirming their agreement to assign the Ho Chi Minh City People's Committee as the competent authority to organize the implementation of the project.

Phase 1 enters the final stretch

The Ho Chi Minh City’s Ring Road 3  has a total length of more than 90km, including more than 15km of the My Phuoc - Tan Van section, which has been completed and put into operation as a six-lane urban road. In addition, more than 8km of Component Project 1A, designed as a four-lane road built to Class III road standards in delta terrain, was put into operation in 2025.

The Ho Chi Minh City’s Ring Road 3  Project, involving the construction of a section more than 76km long through Dong Nai city, Ho Chi Minh City and Tay Ninh province, began construction in mid-2023.

In Phase 1, the project is being developed as a four-lane expressway with limited capacity and emergency stopping sections, using public investment funds. The project is divided into eight component projects, with the People's Committees of the localities through which the route passes serving as the competent authorities responsible for launching the implementation.

On December 19, 2025, the mainline of the Ho Chi Minh City’s Ring Road 3 section passing through Dong Nai city, part of Component Project 3, was technically opened to traffic.

Under the latest plan, approximately 38.6km of the main expressway section is expected to be completed by September 30. By December 30, the entire approximately 70.4km mainline, together with about 75km of parallel roads and frontage roads, is expected to be completed.

The Ho Chi Minh City’s Ring Road 3  Project in Dong Nai comprises two component projects: Component Project 3, covering road construction, and Component Project 4, covering compensation and site clearance. Under Component Project 3, the locality will construct a section more than 11km long, including approximately 5km of the main expressway carriageway.

According to Nguyen Linh, Deputy Director of the city's Traffic Construction Investment Project Management Board, progress of Component Project 3 of the Ho Chi Minh City’s Ring Road 3 through Dong Nai is now being accelerated, after site clearance obstacles in the area where the bridge crossing Huong Lo 19 is being constructed were resolved, with local households agreeing to allow the contractor to proceed with construction. Dong Nai has also required the project to be completed in October 2026.

Studying the implementation of Phase 2

In early September 2026, the Ho Chi Minh City People's Committee sent a document to the Ministry of Construction regarding the assignment of a competent authority to implement the Investment Project to Complete the Ho Chi Minh City’s Ring Road 3, (Phase 2), under the public-private partnership (PPP) model.

According to the Ho Chi Minh City People's Committee, a consortium of investors has proposed conducting a feasibility study for the project, comprising Ho Chi Minh City Infrastructure Investment Joint Stock Company, CII PPP Limited Liability Company and IMIC Infrastructure Construction Joint Stock Company. The project would pass through three localities: Ho Chi Minh City, Dong Nai city and Tay Ninh province.

As the project is expected to be implemented across three localities, the Ho Chi Minh City People's Committee has sent a document to the People's Committees of Dong Nai city and Tay Ninh province seeking their agreement for the Ho Chi Minh City People's Committee to serve as the competent authority for implementing the Investment Project to Complete the Ho Chi Minh City’s Ring Road 3.

To date, both the Dong Nai city People's Committee and the Tay Ninh provincial People's Committee have issued documents agreeing to the proposal.

In its document sent to the Ministry of Construction, the Ho Chi Minh City People's Committee stated that the Investment Project to complete the Ho Chi Minh City’s Ring Road 3 is a key transport infrastructure project that plays an important role in strengthening inter-regional connectivity, completing the transport network and promoting socio-economic development in Ho Chi Minh City and the southern region. Studying investment in the project under the PPP model is consistent with the policy of mobilizing social resources for transport infrastructure development.

To establish a basis for proceeding with the next steps, the Ho Chi Minh City People's Committee asked the Ministry of Construction to consider and agree to assign the Ho Chi Minh City People's Committee as the competent authority for implementing the project. After receiving the ministry's agreement, the Ho Chi Minh City People's Committee will coordinate with the People's Committees of Dong Nai city and Tay Ninh province and relevant agencies to study the project and carry out investment preparation procedures in accordance with regulations, ensuring synchronization, efficiency and implementation progress.
