Dong Nai City to roll out multiple digital platforms and services

Dong Nai City has been rolling out a range of digital applications and artificial intelligence (AI) solutions to deliver digital services to residents and support the development of a smart city.

The city is expected to launch several digital applications and platforms, including the Quarter/Hamlet Management Platform (DC4.0), the Dong Nai Digital Citizen (Dong Nai City), the Digital Literacy for All, and the Dong Nai Innovation Hub, among others.

Developing digital services

According to the Department of Science and Technology (DoST), relevant units have successfully initialized data for 599 quarters and hamlets on the DC4.0 platform, digitized information for more than 63,700 households, and updated data for more than 136,700 residents in the system.

Notably, Binh Phuoc Ward is the city’s first locality to pilot the DC4.0 platform across 12 quarters following the administrative merger, effective July 1, 2026. To date, the ward has completed training and issued accounts to 100% of the personnel directly involved in operating the platform, including the executive boards of the 12 quarters, community digital technology teams, and officials from various departments, units, and schools. The quarters have largely completed the collection, review, and digitization of household and demographic data for uploading to the system for local management purposes. Although basic data has been updated in the system, solutions still need to be strengthened to increase the actual user login rate.

Departments, sectors, and localities in Dong Nai have been developing digital platforms and utilities to help improve connectivity and expand digital transformation platforms and applications across the city. At the same time, these efforts are building a solid digital foundation to strengthen direct, two-way connectivity and interaction between local authorities and residents and businesses.

Regarding the Dong Nai City platform, the DoST has coordinated with MobiFone to deploy the platform in specific phases under a clearly defined roadmap. Dinh Duc Tho, Deputy Head of the Software Development Division at the MobiFone Information Technology Center, said many features of the Dong Nai City platform have been developed, including a feedback and reporting feature group for reporting on-site incidents and accessing the 1022 hotline; a smart city feature group covering public service maps, buses, and traceability; features for job searches and public health monitoring; a public services feature group covering public service support and inquiries; and an information and lookup feature group covering news, tourism information, and an AI assistant.

Huynh Ngoc Anh, a resident of Tran Bien Ward, said the rollout of digital platforms and utilities would make things more convenient for residents amid the development of digital technology, particularly services related to public transportation, online public service inquiries, and information on healthcare, education, and tourism. For digital platforms to be effective, she said, greater interaction between local authorities and residents is needed, while installation, registration, and use should be simple and easy to remember. In addition, the locality could integrate and connect digital services into a single shared platform, making it more convenient for residents to download, install, and use them in a synchronized and consistent manner.

Developing a specific roadmap and implementation plan

Regarding the Digital Literacy for All platform, a representative of Viettel Dong Nai said the “Digital Literacy for All - Digital National Assembly” movement is oriented as an e-learning platform, an online education and training method, ensuring synchronization, modernity, efficiency, and sustainable development to support the building of a modern National Assembly. Its core content is designed to adhere to the digital knowledge and skills framework, with a solid legal and scientific foundation and a roadmap spanning levels from basic to advanced.

Recently, the DoST has coordinated with relevant units to conduct examinations of AI application knowledge and skills for cadres, civil servants, and public employees in Dong Nai via the website https://binhdanhocvuso.dongnai.gov.vn/. The department also organizes training classes to disseminate digital knowledge and skills among residents and community digital technology teams.

Regarding the Dong Nai Innovation Hub platform, the DoST is coordinating with the Institute of Innovation under the University of Economics Ho Chi Minh City to review and develop its functions and conduct trial operations of the platform.

At a working session in September 2026 involving leaders of the City People’s Committee, the DoST, and relevant departments, sectors, and units, concerning the development status of digital applications and platforms for management and administration and the provision of digital services for residents and businesses, Assoc. Prof. Dr. Nguyen Thi Hong Nham, Director of the Institute of Innovation under the University of Economics Ho Chi Minh City, said that the Dong Nai Innovation Hub platform focuses on content and features related to innovation and technology transfer, with businesses at the center. The platform helps connect businesses, startups, business households, experts, research institutes, educational institutions, and units that provide support and consulting services in innovation and innovative entrepreneurship.

Also at the session, Le Truong Son, Member of the Dong Nai City Party Committee’s Standing Board and Vice Chairman of the City People's Committee, requested relevant departments, sectors, and units to review progress and ensure the necessary content and requirements in preparation for the launch ceremony of the aforementioned digital platforms. The DoST and relevant units need to advise on and propose solutions to ensure that the roadmap and plan for the implementation and development of each specific platform after its launch are effective, compliant with regulations, and appropriate to the city's practical situation and development requirements.
