Under its plan for the remainder of 2026, Dong Nai City will accelerate the completion of investment procedures to begin construction on additional key transport infrastructure projects in the area.

Accelerating the start of these projects will not only help gradually complete a modern transport infrastructure system and foster development but also accelerate public investment disbursement and help the city meet its 2026 growth target.
Construction to begin on three projects
In early February 2026, Dong Nai City held a groundbreaking ceremony for the Cai River riverside road construction project, covering the section from Ha Huy Giap Street to Tran Quoc Toan Street. The project involves building an approximately 4.6-km-long road with a total cross-section of 32 m. It is one of the city's key projects aimed at expanding riverside urban space, easing traffic pressure on existing roads, and creating a scenic axis connecting the eastern gateway with the city center.
By the end of June 2026, construction was launched on three additional transport infrastructure projects in Dong Nai City, including Component Project 1, which involves investment in the section from Ma Da Bridge to Ba Hao Junction under a public-private partnership (PPP) model, as part of the investment project to build a connecting road from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4; Component Project 1-2, covering compensation, support, resettlement, and the construction of frontage roads and side roads within Dong Nai City, as part of the investment project to build Ho Chi Minh City’s Ring Road 4; and the project to build Nguyen Huu Canh Avenue.
The elevated road projects along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Road and the Bien Hoa–Vung Tau Expressway; Component Project 2-2, involving the construction of the expressway section from Chau Duc Bridge to Thu Bien Bridge, including Thu Bien Bridge, as part of the investment project to build Ho Chi Minh City’s Ring Road 4; and Component Project 2, involving investment in the section from Ba Hao Junction to Ho Chi Minh City’s Ring Road 4, as part of the project to build the elevated road from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4, have a total estimated investment exceeding VND 42 trillion.
Just 10 days later, construction began on projects to upgrade and expand Roads 773 and 769 and to build Road 700B. These routes play a vital role in connecting the city's wards and communes with Long Thanh International Airport.
In 2026, Dong Nai City aims to disburse the capital fully allocated under its public investment plan and strives to achieve an annual GRDP growth rate of 11%.
Against this backdrop, promoting the start and accelerating the construction of transport infrastructure projects play a crucial role in meeting the city's public investment disbursement and economic growth targets for 2026.
Therefore, in addition to the series of projects that began construction in the early months of 2026, Dong Nai City plans to start three more projects during the remainder of the year: the elevated road along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Road and the Bien Hoa–Vung Tau Expressway; Component Project 2-2, involving the construction of the expressway section from Chau Duc Bridge to Thu Bien Bridge, including Thu Bien Bridge, as part of the investment project to build Ho Chi Minh City’s Ring Road 4; and Component Project 2, involving investment in the section from Ba Hao Junction to Ho Chi Minh City’s Ring Road 4, as part of the project to build the elevated road from Ma Da Bridge to Ho Chi Minh City's Ring Road 4.
Cleared sites must be prepared in advance
Under a resolution of the National Assembly, Component Project 2-2 of the Ho Chi Minh City’s Ring Road 4 project, covering the section passing through Dong Nai City, will involve the construction of more than 46 km of expressway from the starting point at Km 18+480 in Xuan Duong Commune, Dong Nai City, to the endpoint at Km 64+630 in Thuong Tan Commune, Ho Chi Minh City, including Thu Bien Bridge, under a PPP model.
According to Nguyen Linh, Deputy Director of the Dong Nai Construction Investment Project Management Board, relevant units are accelerating the investor selection process for Component Project 2-2 to ensure that construction can begin as soon as possible in 2026.
Regarding site clearance for the project, the Dong Nai Land Fund Development Center reported that local authorities and relevant units have so far handed over more than 74% of the total 443 hectares required for the project. For this project, the City People's Committee has instructed all relevant units to complete the handover of the entire site in September 2026.
Meanwhile, investment preparation procedures are being expedited for the elevated road projects along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Road and the Bien Hoa–Vung Tau Expressway, and Component Project 2, involving investment in the section from Ba Hao Junction to Ho Chi Minh City’s Ring Road 4, as part of the project to build the elevated road from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4, to facilitate compensation and site clearance work.
In mid-September 2026, at a meeting with the Dong Nai Land Fund Development Center, Deputy Secretary of the City Party Committee Vo Tan Duc said that the city prioritizes resources for projects with significant spillover effects, especially transport routes connecting to Long Thanh Airport and strategic infrastructure projects. Therefore, site clearance must be accelerated to pave the way for these projects. Cleared sites must be prepared in advance to prevent project delays caused by unavailable sites, even when capital has been allocated and investors and contractors are ready.
