The development of S&T, innovation, and digital transformation is emerging as one of Dong Nai's new growth drivers.
From practical needs to support mechanisms
Following the implementation of the two-tier local government model and the creation of new development space, Dong Nai is facing the need to seek new growth drivers alongside its traditional sectors. In this context, the development of S&T, innovation, and digital transformation is identified as one of key solutions to improve growth quality and strengthen competitiveness.
However, achieving this objective remains challenging. According to the Department of Science and Technology, the city's digital economy accounted for 7.88% of its GRDP in 2025, below the national average of 14.02%. To meet the City People's Council's target of raising the digital economy's contribution to 15-17% of GRDP in 2026, Dong Nai requires comprehensive solutions, including the development of digital infrastructure, digital technology enterprises, and support mechanisms for innovation. These challenges point to the need for stronger mechanisms to promote research, innovation, and the growth of digital technology enterprises.
In response to these practical requirements, the City People's Council, at its 3rd session, adopted two resolutions: one stipulating the content and expenditure levels for implementing S&T and innovation programs and tasks within the city, and another specifying the criteria, conditions, procedures, content, and levels of local budget support for innovative startup projects in the digital technology industry in Dong Nai City. The resolutions provide a legal basis for the locality to proactively allocate resources, implement research, application and technology transfer tasks, and foster an innovative startup ecosystem.
A notable feature of the two resolutions is the translation of policies and orientations on S&T development, innovation, and digital transformation into practical support mechanisms that are closely aligned with the needs of research, innovation, and startup activities in the digital technology industry. As a result, many research, innovation, and startup activities in this sector are provided with clearly defined support in terms of eligible activities, conditions and funding levels from the city budget.
Accordingly, eligible innovative startup projects in the digital technology industry will receive partial financial support for human resource training, hiring experts, renting facilities, developing prototypes, purchasing technology copyrights, software licenses, digital technology solutions, and preparing documents to connect with investors. Support levels for each eligible activity are specifically stipulated, with some items eligible for up to VND 400 million per project.
The resolution on S&T and innovation also broadens support for activities that help develop the innovation ecosystem, including incubators, startup support organizations, co-working spaces, technology supply-demand connection activities, technology demonstrations, startup festivals, and innovation competitions.
Notably, the policies are designed to support projects and tasks with potential for practical application and value creation, contributing to the efficient use of budget resources while encouraging enterprises to invest more actively in research, application, and technology commercialization.
Explaining at the 3rd session of the City People's Council on solutions to develop the digital economy, Pham Van Trinh, Member of the City Party Committee and Director of the Department of Science and Technology, said that the city will implement a range of comprehensive measures in the coming period, including developing innovation centers and technology incubators, establishing shared digital platforms, supporting enterprises in digital transformation, and attracting technology corporations to make investment, with the aim of advancing the digital economy and further improving the local innovation ecosystem.
Bringing the resolutions into practice
Addressing the 3rd Session of the City People's Council, Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, said the city's digital transformation still faces limitations, particularly in data connectivity, data sharing, and technology infrastructure. Going forward, the city will prioritize investment in upgrading information technology infrastructure, completing the Intelligent Operations Center (IOC), developing comprehensive data across sectors and localities, and promoting the development of the digital government, digital economy, and digital society. These efforts will also provide an important foundation for ensuring the effective implementation of policies on S&T and innovation.
In addition to the two resolutions supporting S&T activities, innovation, and innovative startups in the digital technology industry, the City People's Council also adopted a resolution stipulating the content and expenditure levels for managing S&T and innovation activities financed by the state budget within the locality. The resolution also repeals outdated regulations to ensure consistency with current legal provisions.
Concluding the session, Ton Ngoc Hanh, Member of the Party Central Committee, Permanent Deputy Secretary of the City Party Committee, and Chairwoman of the City People's Council, said the resolutions adopted by the City People's Council focus on key issues of the locality, addressing immediate requirements while laying the foundation for long-term development in infrastructure, S&T, innovation, digital transformation, social security, and improved urban governance. She said the resolutions provide a basis for mobilizing resources, removing bottlenecks, and creating new momentum for the city's development.
To ensure the prompt implementation of the resolutions, Ton Ngoc Hanh requested the City People's Committee, departments, agencies, and localities to promptly translate the adopted resolutions into concrete actions, focus on achieving the socio-economic development targets for 2026, proactively address difficulties facing enterprises, and promote the development of S&T, innovation, and digital transformation.
The adoption of the resolutions on S&T and innovation by the City People's Council marks only the initial step. The key task is to ensure the prompt and comprehensive implementation of the mechanisms and policies so that they serve as effective drivers of innovation and digital economy development, while creating more room for Dong Nai's rapid and sustainable growth in the new phase.
